CHILLER PREVENTIVE MAINTENANCE PERFORMANCE WORK STATEMENT

1. GENERAL INFORMATION

a. Introduction Inspection, Preventative Maintenance and Repair Services of the Chillers at the Upper Midwest Environmental Sciences Center (UMESC).

b. Background: The cooling system at the UMESC facility at 2630 Fanta Reed Road in La Crosse, WI serves the Segment A, B, C, D wings of the main building.

c. Scope: This performance work statement (PWS) sets forth the requirements for the contractor to provide annual inspection, testing and maintenance of the Multistack™ Maglev and DHRC Chillers serving Segments A, B and C, and the Multistack VME chiller serving Segment D of the UMESC facility at 2630 Fanta Reed Road in La Crosse, WI.

2. WORK REQUIREMENTS

a. Request for Quotation (RFQ) package:

i. Contractor shall provide, as part of request for quote (RFQ), unit costs for labor and travel and representative material costs for system compatible devices (sensors, switches, actuators, refrigerant, firmware upgrades) and other system components the Contractor deems as representative as components utilized for typical repair components for the UMESC specific chillers. Include manufacturer and associated part numbers with material unit pricing. Any repair work on the system that is not mentioned in this PWS shall be billed based on the Contractor unit pricing as listed in this section during the Period of Performance for this Contract.

ii. Contractor shall provide, as part of RFQ, pricing for base and to four (4) option years in this Contract. Include in option year pricing to complete items in Table 1 of this Scope of Work.

b. Work Requirements: Work to include the following:

i. DHRC and VME Inspections:

1. Leak check refrigeration side.

2. Review motor starter and control panel. Tighten electrical connections as needed.

3. Start unit and log all operating pressures, temperatures, electrical loads, and refrigerant levels to ensure maximum operating efficiency.

4. Clean strainers (where applicable)

5. Review Faults

6. Review inspection with owner-operator

ii. Maglev Spring Inspections:

1. Test for refrigerant leaks including relief valve piping outlets.

2. Inspect and tighten electrical connections in power panels, control panel and compressors.

3. Apply dielectric grease to applicable terminals.

4. Measure and record main supply voltages.

5. Measure and record magnetic bearings coil resistance if applicable.

6. Check relays, operating, and safety controls.

7. Check flow switch operation.

8. Check vane control operation.

9. Check Electronic Expansion Valve operation.

10. Perform MagLev controls check, log, and last fault analysis, analyze performance.

11. Measure and record water side pressure drops across vessels and compare to design.

12. Clean (flush) condenser water strainer(s). If applicable.

13. Check minimum and normal temperature or lift control operation for tower fans and bypass valve.

14. Log operating conditions.

15. Review operating procedures; report any issues, problems and/or concerns to chiller owner operator.

16. Manually inspect water side of condenser tubes

17. Chemical clean water side of condenser tubes

18. Head(s) to be removed by: Masters McQuay

iii. Maglev Summer Inspections:

1. Review owner’s log for trends.

2. Inspect chiller for leaks.

3. Check relays, operating, and safety controls settings.

4. Inspect power panels, control panel and compressor circuit boards.

5. Measure and record main supply voltages.

6. Perform MagLev controls check, log, and last fault analysis.

7. Review compressor event and fault logs.

8. Record unusual noises and vibrations.

9. Log operating conditions.

10. Review chiller operation, report any issues to owner operator

iv. Repairs

1. All replacement parts and components shall be new and from the original equipment manufacturer where available. All parts shall be fully compatible with existing chiller systems without any requirement of interface devices. Where not available, parts and components shall meet or exceed the original equipment manufacturer's specifications. The use of any part that is not new (i.e. refurbished) shall require CO approval. All repair work shall be promptly and fully completed such that all components have been reassembled as originally designed, whether cosmetic or functional.

2. The Contractor shall invoice for any repairs at the end of the month performed using the prices for Labor and Parts that the

Contractor listed in the RFQ. No other charges will be reimbursed. The Contractor shall only invoice and be reimbursed for the cost of parts as listed in the RFQ.

3. Refer to Table 1 at end of this Scope of Work for a listing of specific repairs to be scheduled and completed within the first year of this Contract.

v. Project Documentation:

1. All accessible repairs and inspections shall be logged for:

a. Each device replaced or repaired, including make/model number.

b. Test results and applicable pressure/temperature readings.

c. Any discrepancies found shall be noted individually and on a separate summary page

d. All documentation and recommendations shall be electronically provided to Customer

2. The documentation shall be signed off by facility personnel at the completion of service work. Include the following on each service sheet:

a. Manufacturers help desk contact information.

b. Contractor emergency contact information.

c. Technical Requirements

i. Work shall be performed during regularly scheduled facility hours

(7:30am-4pm; Mon. – Fri.).

ii. Contractor shall be capable of providing on-staff technicians factory-trained in preventative maintenance and servicing of installed equipment.

Contractor shall be required to service or repair equipment on-site within 24 hours of notification by UMESC of requesting emergency service or repairs.

iii. UMESC reserves the right to request or deny specific Contractor personnel to perform any inspection, testing or repair work for this Contract. Contractor shall coordinate scheduling with UMESC TL as needed to provide selected Contractor personnel to perform the work.

iv. Coordinate all work with the UMESC TL to ensure any facility operations or equipment is not interrupted or disturbed. Contractor shall be responsible for any work performed as part of this contract that causes damage to existing equipment or negatively impacts ongoing research.

v. Contractor shall provide equipment as necessary to minimize debris in and around work areas. Contractor shall clean surfaces or equipment impacted by this work using cleaning equipment approved by the TL and remove any debris or material as a result of this Contract work

vi. Contractors will notify the UMESC TL prior to entry into other areas of the facility not directly related to this project scope. Entry into offices, mechanical/electrical spaces and or laboratories without permission from

UMESC TL is prohibited.

vii. Any issues affecting project completion or delivery dates shall be communicated to the UMESC TL as soon as practical but no later than 72 hours.

d. Warranty Work and Service

1. The Contractor shall guarantee that all installed parts;

components, systems and workmanship meet the specifications set forth in this PWS. Additionally, the Contractor shall warranty all Contractor supplied components, workmanship and/or systems for a (minimum) period of 12 months from the date of Government acceptance of performed Work.

2. Should any Contractor supplied part, component, workmanship, or system, fail within that period of time, the Contractor shall immediately replace or repair that part, component, or system within 48 hours at no further cost to the Government. If the Contractor is unable to start and/or finish the repair or replacement, the Contractor shall be liable for all costs incurred by the Government to correct the issue(s).

3. The Contractor shall not be responsible for the repair or replacement of any part, component, or system that fails due to fire, flood, riots, and vandalism or because of the misuse of equipment by Government employees.

4. UMESC reserves the right to expand or add to the system during the Contract period using firm(s) other than the Contractor for such expansion without affecting the Contractor's responsibilities, provided the expansion is performed by an authorized dealer for the affected equipment.

e. Deliverables

i. Facility approved schedule of all first-year inspection and testing services to be completed within 365 days of contract award. All subsequent year inspection and testing services to be completed within Fadditional option year services.

i. The installing contractor shall show proof of emergency service available 24-hours-a-day, 7-days-a-week.

ii. The Contractor shall account for all forms of Government-provided identification issued to the to the Contractor employees in connection with performance under this contract. The contractor shall return such identification to the issuing agency at the earliest of any of the following, unless otherwise determined by the Government:

1. When no longer needed for Contract performance

2. Upon completion of the Contractor employee’s employment

3. Upon contract completion or termination.

iii. Contractor will have at least one (1) vetted employee at the UMESC facility either performing work or in a direct supervisory role as part of this contract while on-site installation and/or service work as part of this project is being performed by the contractor.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
