Statement of Work
I. GENERAL INFORMATION
A. Introduction
The United States Geological Survey (USGS) Upper Midwest Environmental Sciences Center (UMESC) is seeking services for the validation of a high-performance liquid chromatography-mass spectrometry (HPLC-MS) method for the detection of antimycin- A. The purpose of this project is to identify a laboratory that can provide an independent laboratory validation of an environmental chemistry method according to OCSPP 850.6100.
B. Background Antimycin-A is a fermentation product of Streptomyces sp. that has been used extensively as a fish toxicant by resource management agencies to control fish populations. Currently, there are only four fish control chemicals registered with the USEPA, with two of these specifically used for sea lamprey control, leaving only rotenone and carbon dioxide available to control undesirable fishes.
Antimycin-A is a non-selective toxicant that affects cellular respiration and produces a lethal effect in fish in parts per billion concentrations. It is an ideal candidate as a fish control chemical because it does not impart a detectable taste or odor, and even with a water detoxification method as part of the label, antimycin-A is degraded by sunlight and water rapidly.
Analysis of antimycin-A concentrations is performed on a HPLC-MS system. Antimycin- A samples are a mixture of 6 pairs of stereoisomers and one additional structural isomer.
The four most abundant pairs of stereoisomers (A1-A4) are analyzed for determination of percent active ingredient.
C. Scope The independent laboratory shall analyze a sample of antimycin-A provided by UMESC to confirm the method developed by UMESC can be validated by an independent laboratory.
II. WORK REQUIREMENTS
A. Technical Requirements

Acetonitrile, HPLC grade Ethanol, HPLC grade Water ≥18.0 megaohms-cm Methanol, LC-MS grade Isopropanol, LC-MS grade Ammonium acetate, ACS grade Sodium sulfate, anhydrous, certified A.C.S.
2. Apparatus: An LC-MS system described below:
Agilent 1290 Quaternary Pump (G7104A), 1290 Multi Column Temperature control (G7116B), 1290 Multisampler (G7167B), 1290 Variable wavelength detector (G1314E), G6460A QQQ LC/MS and Agilent Mass Hunter software for system control or equivalent LC-MS system.
Agilent 1290 Binary Pump (G4220B), Sampler thermostat (G1330B), 1290 Multi Column Temperature control (G1316C), 1290 Autosampler (G4226A), 1290 Diode array detector (G7117B), G6530A Quadrupole Time of Flight LC/MS and Agilent Mass Hunter software for system control or equivalent LC-MS system.

Alternate II (Aug 2019). As prescribed in 12.301(b)(4)(ii), substitute the following paragraphs (d)(1) and (e)(1) for paragraphs (d)(1) and (e)(1) of the basic clause as follows:
(d)(1) The Comptroller General of the United States, an appropriate Inspector General appointed under section 3 or 8 G of the Inspector General Act of 1978 (5 U.S.C. App.), or an authorized representative of either of the foregoing officials shall have access to and right to—
(i) Examine any of the Contractor’s or any subcontractors’ records that pertain to, and involve transactions relating to, this contract; and
(ii) Interview any officer or employee regarding such transactions.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), and (c), of this clause, the Contractor is not required to flow down any FAR clause in a subcontract for commercial items, other than-
(i) Paragraph (d) of this clause. This paragraph flows down to all subcontracts, except the authority of the Inspector General under paragraph (d)(1)(ii) does not flow down; and
