B.2. Performance Work Statement
Trawler Contracting for Capture and Tagging of Gulf Sturgeon
B.2.1. Background
Development of energy resources and extraction of minerals in Outer Continental Shelf (OCS) areas of the Atlantic
Ocean and Gulf of Mexico will require BOEM to produce information for a variety of NEPA-related decision documents, as well as maintain compliance with the Endangered Species Act (ESA). As such, in the 2022-2023
Studies Development Plan, BOEM identified a need to understand “temporal and spatial dimensions of sturgeon occurrence and behavior and dredging activities to determine the likelihood of dredge or trawl encounter” as a priority research objective. A need for “baseline biological and oceanographic data in order to fully assess potential impacts of offshore wind on biological resources in areas of potential development” is also identified. In response to these needs, we have developed two primary research goals which will help determine the impacts of dredging, trawling and wind development on Gulf sturgeon populations while simultaneously addressing key uncertainties to support range-wide conservation.
This study will focus on Gulf Sturgeon use of OCS habitat across the northern Gulf of Mexico and behavior of sturgeon immediately upon release from trawler capture.
B.2.2. Objectives
Funded by both BOEM and USGS’s OCS program, the objectives of this study are to:
(1) understand within-year and among-year seasonal variability in offshore habitat use,
(2) assess association of sturgeon with sand areas of high bathymetric relief (e.g., shoals),
(3) determine the extent to which sand dredging activities alter habitat, and whether changes in habitat are correlated with changes in sturgeon occupancy.
To address these objectives, we need to monitor behavior and movement patterns of sturgeon after they have been captured and released by a trawling vessel.
B.2.3. Specifications
This task requires contracting a trawler that can follow exact specifications put forth by BOEM. This includes net sizes, tow times and tow depths that have been defined by BOEM and must be adhered to exactly by the trawler.
These specifications are as follows:
(1) Trawling cannot be conducted in waters greater than 20 m deep and tows cannot be longer than 30 minutes bottom time,
(2) nets must be 4 seam, 4 legged and 3 bridal trawl design with a bib attached. They must be 73.5 feet in overall length with an 8-inch stretch webbing. Nets must be constructed with 60 gauge twisted nylon on the top and size and
96-gauge braided nylon on the bottom.
140G0124Q0225 Page 5 of 26
B.2.4. Scope
Trawling for Gulf sturgeon will occur for one week (7 days) in January and/or February 2025 off the St. Joseph
Peninsula, FL. Minimizing travel times for the trawler from their home port to the Port St. Joe, FL area will decrease costs, increase the number of days trawling can occur, and increase flexibility in scheduling surveys. The exact locations where trawling transects will occur will be predetermined and provided to the trawling company by USGS scientists. The USGS scientists will be offshore in a USGS vessel using an advanced side-scan sonar (SSS) to attempt to locate sturgeon prior to the initiation of trawling. The goal of this activity is to improve the success of trawling in capture sturgeon and reduce trawling time. In addition to using the SSS to locate sturgeon, USGS scientists will use acoustic telemetry to listen for tagged sturgeon in the area in order to provide targets for the trawler.
Finally, 1-2 USGS scientists will be onboard the trawling vessel during all capture activities. When a sturgeon is captured, it will be brought onboard the vessel, tagged and released by USGS scientists.
B.3. Period of Performance
7 days, occurring between 01/01/2025 to 02/28/2025.
B.4. 52.000S-5079 Technical Liaison - Technical Direction (OCTOBER 1997)
