Section B - CONTINUATION OF SOLICITATION/CONTRACT FORM B-1 Statement of Work

Statement of Work

I. GENERAL INFORMATION

A. Introduction

The purpose of this contract is to secure laboratory services for collecting and preparing a suite of water samples for shipment to the U.S. Geological Survey, Woods Hole Coastal and Marine Science Center (WHCMSC). Water samples would be acquired during the pressure drawdown testing in the Production Well #1 and/or #2 (PTW1, PTW2) as part of the Alaska Gas Hydrate Production Field Experiment. This Performance Based Work Statement covers the water sample collection, subsampling, shipping and scheduling expectations.

B. Background

The USGS is participating in an effort led by the U.S. Department of Energy (DOE), and the Japan Oil, Gas and Metals National Corporation (JOGMEC) to conduct an extended gas hydrate production test in the Alaska North Slope at a site in the Prudhoe Bay Unit near Deadhorse, Alaska (Kuparuk 7-11-12 site, 70.316859 °N, 149.203308 °W). The primary goal of this project is to conduct a scientific field production test of gas hydrate-bearing reservoirs using conventional pressure-drawdown production technology. In 2023, following the drilling of a geologic data well and two production test wells in late 2022, the gas hydrate reservoir's response to pressure reduction will be measured over a period of about 12 months.

As part of the characterizing the down-hole effects of this production process, we will be performing a series of chemical and biological marker studies on water recovered from the well. For logistical reasons, no USGS laboratory personnel will be present at the production site during the potentially year-long production phase, and there will be no on-site laboratory facilities. The USGS will therefore need to contract with a regional laboratory to periodically drive out to the site, collect water extracted from the production well, then return to their laboratory for same-day, sterile subsampling of those produced waters using sampling supplies provided by the USGS. Subsamples will include filters through which pre-determined water volumes are drawn, as well as subsamples of produced water preserved in smaller vials/bottles for subsequent testing in specialized laboratory facilities at the USGS and elsewhere. Once the subsamples are collected, the contracted laboratory will package and ship the subsamples to the USGS WHCMSC using prepaid shipping and supplies provided by the USGS.

C. Definitions/Applicable Documents

Definitions:

AES: Alaska Energy Services, the point of contact at the production well for enabling the initial collection of produced water. DOE: U.S. Department of Energy, a project owner.

PTW1, PTW2: Production Test Wells 1 and 2, wells from which reservoir fluids/gas will be drawn during the pressure drawdown test. Wells are located in the Prudhoe Bay Unit of the Alaska North Slope, near Deadhorse, Alaska.

JOGMEC: Japan Oil, Gas and Metals National Corporation (JOGMEC), a project owner.

WHCMSC: US. Geological Survey's Woods Hole Coastal and Marine Science Center, recipient of the collected samples (Woods Hole, Massachusetts).

D. Scope

The purpose of this contract is to enable third-party collection, subsampling and shipment of samples from PTW1 and or PTW2 to the USGS WHCMSC over the course of the potentially year-long pressure draw-down test in support of the Alaska Gas Hydrate Production Field Experiment. In total, this contract would cover up to 13 separate sample collection/shipping events. The process steps for each collection/shipping event are given in Section IIA (Technical Requirements). The prepaid shipping schedule is given in Section IIB (Deliverables). Sampling and shipping equipment will be provided by the government as per Section IIIC (Government-Furnished Property).

II. WORK REQUIREMENTS

A. Technical Requirements

The following sampling program has been designed to acquire water samples in support of organics and microbiological analysis of waters produced during the pressure drawdown testing in PTW1 and/or PTW2. AES will work with a third-party technician from the USGS Contracted Lab (the "Vendor") to collect produced water samples during the flow testing of the PTW1/PTW2. The USGS will provide all the required sampling supplies, shipping containers, and shipping costs will be prepaid by the USGS.

Detailed Organics & Microbiological Water Sampling Procedure:

The collection of the (1) microbiological and (2) organic water samples will be divided into a two-step process, with the first step in this process having the onsite AES Operator work with the Vendor's technician to collect two large bulk water samples in two USGS-provided 20 L single use sterile carboys. The second step in this process will have the Vendor's technician transport the two 20 L bulk sample carboys to their laboratory for subsampling, processing, and shipping of the required (1) microbiological and (2) organic water subsamples by the procedures included below.

Bulk water sample collection at the well site: Each day that microbiological and organic water samples are to be acquired, the Vendor's technician will take two pre-packaged, sterilized, single-use 20 L carboys and a multi-use 20 L carboy designated for wastewater to the production well site. The two large bulk water samples will be collected by the AES Operator and the Vendor's technician from the designated sample port SDP-506, located after the gas/water separator (on the low-pressure side, 25 psi). This sample point will be fitted with a simple sample port spigot/valve with no pressure regulator. Prior to collecting the two bulk samples, the sample spigot/valve is initially flushed with flow of about 10 L of produced water directly into the wastewater carboy provided by the USGS. Having flushed the sample point spigot assembly, each of the two sterile, single-use 20 L carboys can be filled and capped. The Vendor's technician will immediately transport the two 20 L sample carboys and the waste-water carboy to their laboratory for subsampling, processing, and shipping.

Subsampling the (1) microbiological and (2) organic water subsamples: In the Vendor's laboratory, the collected water can be subsampled using the field sampling kits provided by the USGS, then packed for shipping in the USGS-supplied storage/shipping container. In summary, two general subsampling strategies are employed, both using sterile tubing and a peristaltic pump supplied by the USGS to deliver the bulk water samples into two types of sampling systems: (1) subsamples will be collected using a series of Sterivex inline filter units that will be exposed, one after another, to the produced water flow, with each filter being used for microbiological or organic geochemical testing. (2) organic water samples will be collected in 500 ml sample bottles. (Note: tape all the sample vessel caps shut in the direction the cap is screwed on)

The detailed subsampling procedure is as follows:

1. In preparation for the collection of the required subsamples, set up the integrated "PRODUCED WATER (USGS) - ORGANICS & MICROBIO" kit, which is a USGS built-for-purpose Collection-Transfer-Storage-Shipping Box (see Section IIIC for box contents).

2. Note: New tubing and connectors (as provided) must be used for each day's sample transfer. To prevent reuse of any tubing or connectors that came into contact with bulk water samples during a previous day's subsampling, tubing and connectors must be packed with the sampled fluids and filters and shipped back to the USGS at the end of each of the 13 sampling events.

3. Summary of the Microbiology Sampling Program: Collect microbiological samples in Sterivex inline pressure filter units through which sample water is passed. Each exposed filter will be stored in individual sterile centrifuge tubes, each within an individual plastic Whirl-Pack bag, and initially frozen in a standard home freezer set to its coldest temperature (these samples will be eventually shipped under dry ice). The USGS will provide appropriate sterile gloves for handling all subsamples. Each subsample will be collected by using a USGS provided peristaltic pump (battery-powered) to pump the water from the bulk carboy sample containers to collect both the filter subsamples and bottled subsamples.

4. Feed a sterile length of tube to the bottom of one of the water-filled 20 L carboys from the production well. Mount the tube in the peristaltic pump and connect the inline filter unit downstream from the pump. Connect a second length of tubing to the downstream end of the filter unit to facilitate water collection and disposal.

5. Pump 20 L of water through the inline filter unit, into the empty waste-water carboy (or drain) and dispose the flowed water.

6. Microbiology-1 Sample: Remove inline filter unit and label as "MICROBIO-01" and "WELL NAME-UNIT- PROWATSPEC-USGS-SDP#-DATE/TIME". Each inline filter unit should be placed in a labelled Falcon centrifuge tube, which should also be placed in labelled Whirl-Pack bag and frozen for short term storage in a standard home freezer.

7. Feed the same sample tube used to collect the Microbiology-1 Sample into the second of the 20 L carboys. Attach a new inline filter unit downstream from the peristaltic pump and reattach the downstream tube leading away from the inline filter.

8. Pump 3.0 L of water through the inline filter unit, into the 4 L graduated cylinder for wastewater and dispose the flowed water.

9. Microbiology-2 Sample: Remove inline filter and label as "MICROBIO-02" and "WELL NAME-UNIT-PROWATSPEC- USGS-SDP#-DATE/TIME". Each inline filter unit should be placed in a labelled Falcon centrifuge tube, which should also be placed in labelled Whirl-Pack bag and frozen for short term storage in a standard home freezer.

10. Connect a new inline filter unit to the same tubing and peristaltic pump used to collect Microbiology-2.

11. Pump an additional 3.0 L of water through the inline filter unit, into the graduated cylinder and dispose the flowed water.

12. Microbiology-3 Sample: Remove filter unit and label as "MICROBIO-03" and "WELL NAME-UNIT-PROWATSPEC- USGS-SDP#-DATE/TIME". Each inline filter unit should be placed in a labelled Falcon centrifuge tube, which should also be placed in labelled Whirl-Pack bag and frozen for short term storage in a standard home freezer.

13. Connect a new inline filter unit to the same tubing and peristaltic pump used to collect Microbiology-3.

30. Label the 500 ml plastic bottle as "Hydrocarbon-03." Include "WELL NAME-UNIT-PROWATSPEC-USGS-SDP#- DATE/TIME". Tape the sample vessel cap shut in the direction the cap is screwed on. Place bottle and vial in its padded bag from the Collection-Transfer-Storage-Shipping Box and as soon as possible freeze the samples in a standard home freezer.

31. Place all organic, hydrocarbon, and microbiology sample vessels in a standard home freezer set to its coldest temperature (these samples will be eventually shipped under dry ice).

32. In preparation for shipping all of the now frozen samples to the USGS in Woods Hole, use the dry-ice maker and siphon-style CO2 chamber supplied by the USGS to generate the requisite dry ice mass for preserving the subsamples in a frozen state during shipment (dry ice mass will be determined to ensure the package does not exceed the allowable dry ice mass for shipping).

33. Return all of the collected subsamples, tubing and connectors to the "PRODUCED WATER (USGS) - ORGANICS & MICROBIO" kit, which is the USGS built-for-purpose Collection-Transfer-Storage-Shipping Box, assemble the box according to directions provided by the USGS with the included packing material and dry ice to keep the sample frozen during shipping (check and replenish dry ice before shipping if needed). Each box will also have an Onset cryogenic logger furnished by the USGS that will need to be activated and included with the samples as the kit is being packed.

34. The Vendor's technician will oversee shipping of materials to the USGS according to the guidance and shipping documents provided by the USGS. Once the weight of the shipping container is conveyed to the USGS, the shipping will be pre-paid by the USGS through the U.S. Postal Service (~$90 per shipment), and the package drop off will be arranged for Deadhorse, AK or wherever is appropriate for the location of the Vendor.

B. Deliverables

The two bulk 20 L carboys containing the composite produced water samples sets for organic chemistry, hydrocarbon analysis, and microbiological investigations will be collected and processed on a specific schedule that will be confirmed the day before each bulk sample is scheduled to be collected by AES and the Vendor's technician. Collection dates will be based on the existing operating conditions at the test site. Relative to the start of fluid flow from the well (currently planned to begin in April 2023), Produced Water Sampling Days would be approximately on Days 8, 16, 24, 32, 48, 72, 96, 120, 148, 172, 196, 244, and 292 (for a total of 13 composite sample sets). The exact sampling days will be modified slightly to ensure the requested samples are collected during periods of sustained production of water from the well, such that the gas/water separator is fully operational with a continuous flow of produced water through the separator.

III. SUPPORTING INFORMATION

A. Place of Performance: Initial collection of produced water from the gas hydrate production test (using the two 20L carboys) will be from the Kuparuk 7-11-12 drill site near Deadhorse Alaska. Subsequent subsampling, freezing and sample packing for shipment will all be handled in the Vendor's facilities.

B. Period of Performance: The thirteen sampling events would ideally occur between April 2023 and February 2024. The Vendor will be expected to collect, subsample, package and ship samples according to a schedule of days chosen to ensure samples are collected during periods of sustained production of water from the well. The schedule of days will run relative to the first day of production (anticipated April 2023) according to the sequence: Day 8, 16, 24, 32, 48, 72, 96, 120, 148, 172, 196, 244, and 292 (for a total of 13 composite sample sets). This sequence is planned for completion in February 2024. Operational realities may limit this production interval, however, in which case the 13 sample requests would be completed before February 2024.

C. Government-Furnished Property

For this project, a total of 13 water sample collection systems consisting of tubing and filters; a total of (13) built for purpose cardboard and foam shippers for sample sets (designed for dry ice), each sample kit will contain sterile tubing, sterile gloves, (6) Sterivex inline filter units, (6) labelled Falcon tubes and whirl-pak bags, (3) 500 ml Lexan bottles for "DOM" with padded bags, (3) 40 ml glass vials for "VFA" with padded bags, (3) 500 ml Lexan bottles for "Hydrocarbons" with padded bags, (3) - rolls of electrical tape, labels and waterproof markers for labelling bottles and sufficient packing material to protect the samples. Additionally, the USGS will provide (1) 20-L multi-use carboy for fluid disposal, (1) 4 L graduated cylinder for measuring flow volumes and for fluid disposal, (26) 20-L sterile, single-use carboys for initial sample collection at the well site, (1) peristaltic pump and batteries for drawing water from the carboys and into/through the assorted subsampling containers, (1) dry-ice maker and siphon-bottles of CO2 for creating the dry ice needed for shipping, and (13) temperature loggers to monitor temperature during the sample shipment to the USGS. The USGS will provide insulated gloves, tongs, paper bags, and wrenches for handling dry ice and the dry ice maker. Materials as described will be provided by the USGS and delivered to the Vendor's laboratory prior to testing operations. Once each shipment is packaged and the package weight is known, the USGS can provide a prepaid shipping label. Multiple cylinders of CO2 will need to be used for dry ice generation over the course of the production test; the USGS will arrange for delivery of CO2 cylinders to Deadhorse through Airgas in Anchorage to maintain the supply of CO2 for dry ice.

D. Special Considerations

1. Key Vendor qualifications: Vendor technician will need to possess the North Slope Training Cooperative "NSTC" card credentials to enter the Prudhoe Bay Unit. Vendor will also need a chest freezer or other ability to freeze and store frozen samples. A standard domestic freezer (-5° F) is adequate.

2. Data rights: None.

3. Safety/Environment: The Kuparak 7-11-12 site will have designated spill containment systems in place, and the Vendor technician will need to follow the instructions from the AES/rig site representative regarding use of these containment systems during the water collection process.

4. Security: Vendor technician will need to possess the North Slope Training Cooperative "NSTC" card credentials for access to the Prudhoe Bay Unit and be escorted by an AES/rig site representative while on site to collect the two carboy samples.

5. Privacy Issues: None.
