Section C - Description/Specifications C-1 Statement of Work
The Columbia Environmental Research Center (CERC) located at 4200 New Haven Road, Columbia, Missouri has a requirement for the replacement of two Lochinvar boilers, model # KBN-501 and the installation of a coalescing water/dirt separator. The existing boilers have failed as a result of poor water quality.
The coalescing water/dirt separator comparable to Westermeyer Model WAC2F is required to prevent future premature failures from poor water quality. Water is received from a local Public Water District and is treated by a local water treatment firm but the solids content of the water is high and is causing early heat exchanger failures in these high efficiency condensing boilers.
Replacement equipment for the boilers shall be "brand name or equal to" the Lochinvar Knight KBN-501 boilers that are in place so they can be plumbed in quickly and without additional costs for rerouting supply water piping.
Current system data: Two Lochinvar Knight Boilers:

The existing boilers are 16" (40.6 cm) wide, 42" 106.6 cm) tall, and 35" (88.9 cm) deep. The existing boilers are set on an elevated concrete pad in the mechanical room and plumbed in meeting the minimum required manufacture's service clearance recommendations. There is very little space for altering the existing inlet and outlet water lines or the existing vent piping. Replacement boilers must fit in the existing space and contractors are cautioned that there is extremely limited space for altering the existing configuration.
Work shall include the removal and proper disposal of the existing boilers and air separator and complete installation and performance testing of two new gas fired boilers. The contractor shall provide all accessories necessary to complete this boiler replacement project. The contractor shall remove the existing Taco air control and provide and install a new coalescing water/dirt separator. The contractor is responsible for any piping modifications necessary to install the coalescing separator. The separator shall be a high velocity air and dirt separator designed to eliminate entrained air and separate debris associated with start-up and maintenance of hydronic systems. The separator shall be constructed in accordance with the most recent addendum of Section VIII, Division 1 of the ASME Boiler and Pressure Vessel Code.
Controls for the boilers are integrated to the building automation system. The automation controls system is AutomatedLogic. The contractor shall ensure that the automated controls are fully functional prior to acceptance of the project by the Government. Providing Lochinvar KBN-501 boilers will eliminate the necessity for modification to the existing automated controls.
Deliverables:
The contractor shall remove and dispose of two existing hot water boilers and an existing air separator. Equipment and components removed shall be recycled to the maximum extent practicable.
The contractor shall provide and install two new hot water boilers equivalent in heating capacity to the existing boilers.
The contractor shall provide and install a new air/dirt separator with associated piping modifications as necessary.
The contractor shall provide start up and verification of proper operation of the new boilers and air/dirt separator.
The contractor shall provide operators manuals (minimum of 2) and training on the boilers operation to a minimum of two CERC employees.
The contractor shall provide a minimum warranty of 1 year parts and labor plus the standard manufacturer's warranty.
General Conditions:
The existing boilers are located in the mechanical room of a large research building on ground level. Access is through a 4' (1.2 meter) doorway.
The contractor shall be responsible for demolition of existing mechanical aspects of the HVAC system which will be removed to make room for retrofit equipment. Disposal shall be in accordance with all local, state, and federal regulations.
The contractor shall perform the work during NORMAL hours only. Exceptions shall be requested a minimum of 48 hours in advance. Contractor shall minimize to the maximum extent possible the period of time for boiler installation. The specified time of day in which the work may be performed is:
Weekdays (Monday-Friday) from 7:00 a.m. to 4:30 p.m.
Work shall not be completed on Federal holidays.
The contractor shall perform all work in accordance with all Federal, State, and local laws, codes, and regulations in connection with the execution of the work required.
A pre-construction conference will be scheduled after contract award. The contractor is requested to provide a written schedule for the work. The schedule shall indicate the dates the contractor and/or subcontractors will be on site. The schedule shall indicate the start date and completion date. When preparing the schedule, the contractor shall consider lead times for material procurement, and shall consider the permitted hours of work indicated in Time of Work Performance clause above. The contractor shall notify the USGS TECHNICAL LIAISON immediately if any anticipated on-site date is expected to change from the original schedule. The conference building is used on a first-come-first-serve basis for various activities such as instructional classes and scientific presentations. Schedules must be adhered to in order to minimize conflicts that may affect the contractor's access to the work site.
The contractor shall maintain the work site in a clean and neat manner. All materials to be discarded shall be removed from the building and grounds at the end of each work day. There is inadequate storage space at the work site to provide storage for large items. The contractor shall make provisions for storing or scheduling delivery of large items. If necessary the contractor may temporarily park a storage trailer at the site at a location agreed upon by the contractor and the USGS TECHNICAL LIAISON
The contractor shall be responsible for the transportation and disposal of all debris and material to be discarded from the worksite and the facility. The facility does not have adequate trash receptacles for such items. Should the contractor desire to place on site a dumpster to facilitate debris and material removal a request to the COR, including the size of container and anticipated dates needed, shall be given a minimum of 48 hours in advance of the scheduled date. The USGS TECHNICAL LIAISON will identify an acceptable location for placement of the dumpster.
All equipment and materials furnished and installed by the contractor shall be approved by Underwriters Laboratories, Inc., and shall be UL-Listed.
The contractor shall furnish all materials necessary for this work. The contractor shall provide all labor for the complete installation of the retrofit including restoring all surfaces to their original condition. Any damages that occur as a result of this work shall be corrected by the contractor at no additional cost to the Government.
The contractor or subcontractors shall be manufacturer-approved installers of any boiler equipment that will be used and be able to furnish a written single source warranty for labor and materials.
The contractor shall be responsible for visiting the work site to verify general and local conditions that can affect the cost thereof. Failure to do so will not relieve the contractor of his/her responsibility for estimating properly the difficulty or cost of successfully furnishing the materials and performing the work required to carry out the contract in accordance with the true intent and meaning of the specifications without additional cost to the government.
Any changes affecting the scope of work shall be originated from or approved by the contracting officer.
All materials and workmanship shall be subject to the inspection and approval of the USGS TECHNICAL LIAISON. All work unsatisfactorily performed shall be promptly corrected and made acceptable to the Government at no additional cost.
Government shall furnish no materials for completion of the project. The contractor is responsible for complying with all Federal, State, and local laws, codes, and regulations in connection with the execution of the work required.
Upon completion of the contracted work, the contractor shall notify the USGS TECHNICAL LIAISON. The USGS TECHNICAL LIAISON will schedule an inspection of the work site, and will perform the inspection at the site to determine if all the work performed by the contractor meets the requirements of the Statement of Work. The contractor may be present at the site during the final inspection by the USGS TECHNICAL LIAISON. The date of acceptance of the work by the Government will be determined by the Government after the final inspection has been performed; punch list items are identified, and are corrected.
The contractor shall provide initial start-up operations training to a minimum of one USGS employee and provide a minimum of two copies of owners/maintenance operations manuals for any piece of equipment installed.
The Contractor shall be required to complete the project within 90 days from date of award. The time stated for completion shall include final cleanup of the premises.

(a) Definition. Work includes, but is not limited to, materials, workmanship, and manufacture and fabrication of components.
(b) The Contractor shall maintain an adequate inspection system and perform such inspections as will ensure that the work performed under the contract conforms to contract requirements. The Contractor shall maintain complete inspection records and make them available to the Government. All work shall be conducted under the general direction of the Contracting Officer and is subject to Government inspection and test at all places and at all reasonable times before acceptance to ensure strict compliance with the terms of the contract.
(c) Government inspections and tests are for the sole benefit of the Government and do not -
(1) Relieve the Contractor of responsibility for providing adequate quality control measures;
(2) Relieve the Contractor of responsibility for damage to or loss of the material before acceptance;
(3) Constitute or imply acceptance; or
(4) Affect the continuing rights of the Government after acceptance of the completed work under paragraph (i) below.
(d) The presence or absence of a Government inspector does not relieve the Contractor from any contract requirement, nor is the inspector authorized to change any term or condition of the specification without the Contracting Officer's written authorization.
(e) The Contractor shall promptly furnish, at no increase in contract price, all facilities, labor, and material reasonably needed for performing such safe and convenient inspections and tests as may be required by the Contracting Officer. The Government may charge to the Contractor any additional cost of inspection or test when work is not ready at the time specified by the Contractor for inspection or test, or when prior rejection makes reinspection or retest necessary. The Government shall perform all inspections and tests in a manner that will not unnecessarily delay the work. Special, full size, and performance tests shall be performed as described in the contract.
(f) The Contractor shall, without charge, replace or correct work found by the Government not to conform to contract requirements, unless in the public interest the Government consents to accept the work with an appropriate adjustment in contract price. The Contractor shall promptly segregate and remove rejected material from the premises.
(g) If the Contractor does not promptly replace or correct rejected work, the Government may (1) by contract or otherwise, replace or correct the work and charge the cost to the Contractor or (2) terminate for default the Contractor's right to proceed.
(h) If, before acceptance of the entire work, the Government decides to examine already completed work by removing it or tearing it out, the Contractor, on request, shall promptly furnish all necessary facilities, labor, and material. If the work is found to be defective or nonconforming in any material respect due to the fault of the Contractor or its subcontractors, the Contractor shall defray the expenses of the examination and of satisfactory reconstruction. However, if the work is found to meet contract requirements, the Contracting Officer shall make an equitable adjustment for the additional services involved in the examination and reconstruction, including, if completion of the work was thereby delayed, an extension of time.
(i) Unless otherwise specified in the contract, the Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the Contracting Officer determines can be accepted separately. Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Government's rights under any warranty or guarantee.

E-2 52.246-13 Inspection - Dismantling, Demolition, or Removal of Improvements. (AUG 1996)
(a) Unless otherwise designated by the specifications, all workmanship performed under the contract is subject to Government inspection at all times and places where dismantling or demolition work is being performed. The Contractor shall furnish promptly, and at no increase in contract price, all reasonable facilities, labor, and materials necessary for safe and convenient inspection by the Government. The Government shall perform inspections in a manner that will not unduly delay the work.
(b) The Contractor is responsible for damage to property caused by defective workmanship. The Contractor shall promptly segregate and remove from the premises any unsatisfactory facilities, materials, and equipment used in contract performance, and promptly replace them with satisfactory items. If the Contractor fails to proceed at once in a workmanlike manner with performance of the work or with the correction of defective workmanship, the Government may
(1) by contract or otherwise, replace the facilities, materials, and equipment or correct the workmanship and charge the cost to the Contractor and (2) terminate for default the Contractor's right to proceed. The Contractor and any surety shall be liable, to the extent specified in the contract for any damage or cost of repair or replacement.

(a) The performance required herein shall be subject to the technical direction of the Technical Liaison (TL) as identified below. As used herein, "technical direction" is defined as direction to the contractor that fills in details, suggests possible lines of approach, or otherwise supplements the scope of the work set forth herein and shall not constitute a new assignment, and does not supersede or modify any article or clause of this contract.

Invoicing and Performance Statements (Construction)
(a) A copy of each invoice submitted with an IPP payment request must be submitted to:

After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.

G-5 DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
'Payment request' means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. Section H - Special Contract Requirements H-1 GS1326 Indemnity (JUL 2001)
The contractor herein is "an independent contractor" and shall obtain all necessary insurance to protect himself from liability arising out of this contract. The contractor hereby agrees to indemnify and hold the Government harmless in connection with, any loss or liability from damage to or destruction of property or from injuries to or death of persons (including the agents and employees of both parties) if such damage, destruction, injury or death arises out of, or is caused by performance of work under this contract, unless such damage, destruction, injury or death is caused solely by the active negligence of the Government, its agents or employees. The contractor agrees to include this clause, appropriately modified, in all subcontracts to be performed under this contract.
H-2 GS1338 Notice to Government of Delays (JUL 2001)
In the event the contractor encounters difficulty in meeting performance requirements, or when it anticipates difficulty in complying with the contract delivery schedule or date, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the contractor shall immediately notify the contracting officer and the COR (if one has been designated), in writing, giving pertinent details.
This data shall be informational only in character. Notice under this provision shall not be construed as a waiver by the Government of any delivery schedule or date or of any rights or remedies provided by law or under this contract.
H-3 GS1346 Compliance with OSHA-Govt owned Facilities/Equipment (APR 2003)
Compliance with Occupational Safety and Health Act -- Government-Owned Performance of work hereunder shall comply with the provisions of the Occupational Health and Safety Act of 1970, as amended (OSHA). If, at any time during the performance of this contract, the Government-furnished facilities and/or equipment do not conform to OSHA standards, the contractor must so notify the Contracting Officer, in writing, including a recommendation of the corrective action needed.
H-4 GS1348 Accident Reporting (APR 2003)
If an accident occurs on Government-controlled facilities, a report must be provided to the Contracting Officer's Representative and the Contracting Officer within 48 hours. An accident is defined as an event which causes injury, illness, or loss or damage to Government-owned or private property. The contractor will cooperate with any ensuing Government accident investigation.
