CERC WELL NO. 1 CLEANING/REHABILITATION

I. GENERAL INFORMATION

a. INTRODUCTION. The Department of the Interior (DOI), U.S. Geological Survey (USGS), Columbia Environmental Research Center (CERC) 4200 New Haven Road, Columbia, MO 65202 has a requirement for cleaning and rehabilitation of a deep well, Well No. 1 which is the primary source of research water for all studies conducted at the laboratory.

b. BACKGROUND. The Columbia Environmental Research Center (CERC) conducts research needed to address national and international environmental contaminant issues and effects of habitat alterations on aquatic and terrestrial ecosystems. The A3 Main Building at the CERC is a 34,019 square foot research laboratory building that houses several research laboratories, office space, and a 6,000 square foot research wet laboratory.

Well No. 1 is rated to pump 700 gallons per minute (gpm) and is the primary source of research water for all studies conducted at the laboratory. It is the most critical equipment at this center. A back up well is available for water supply while Well No. 1 is out of service, but it is not designed for, or capable of fulfilling all water requirements at the center.

When Well No. 1 is taken out of service for repairs it is imperative that the contractor work quickly to restore the well to normal operations.

c. DEFINITION/APPLICABLE DOCUMENTS. N/A.

d. SCOPE. The contractor shall provide all materials, labor, equipment, travel and supervision necessary to clean and provide rehabilitation of a deep well, Well No. 1.

II. WORK REQUIREMENTS

a. EXISTING SITE CONDITIONS.

i. Well No. 1 is a vertical turbine pump, Gould Model 9-11CHC-GP-MA-441-02 installed at a depth of 660¿ (201 meter) and was installed in January 2021. It is powered by a 200 Hp three phase 480-volt, 1750 RPM electric motor. The pump is a 11-CHC-9 Gould 9 stage pump with stainless steel collets and bronze wear rings.

b. TECHNICAL REQUIREMENTS.

i. The contractor shall perform the following:

1. Perform pump test to collect baseline data.

2. Pull the well motor, column pipe and shaft and pump.

3. Inspect the motor mechanically and electrically, inspect the column pipe, pump shaft, combination couplings, bearings, sleeves, collars, and pump for unusual wear conditions.

4. Install submersible 300gpm test pumping equipment.

5. Perform televised underground survey. Video shall be provided to the government 2 days after filming.

6. Perform airburst technology treatment process on the entire well-bore formation from 446¿ to 1080¿ along with a 10,000 gallon /200 ppm chlorine solution with 10-gallon chlorine enhancer as a second final treatment.

7. Pull existing airburst technology equipment & test pumping equipment.

8. Bail as needed.

9. Perform televised underground survey. Video shall be provided to the government 2 days after filming.

10. Reinstall owners pumping equipment and perform pump test to collect baseline data.

c. DELIVERABLES.

i. The Contractor shall provide video of all surveys within two (2) calendar days of recording.

ii. The Contractor shall provide a written performance summary after testing that provides all pertinent data relevant to the new equipment to include actual pump depth, water flow, static water level, discharge GPM, discharge pressure, and pumping level.

d. WARRANTY. The Contractor shall warranty all workmanship to meet the specifications set forth in this Statement of Work. Additionally, the Contractor shall warranty all Contractor workmanship for a (minimum) period of 12 months from the date of Government acceptance.

III. SUPPORTING INFORMATION.

a. GOVERNMENT FURNISHED PROPERTY (GFP): None.

b. SECURITY. Building access shall be coordinated with the Facility Manager or USGS Technical Liaison.

c. PLACE OF PERFORMANCE. USGS, Columbia Environmental Research Center (CERC), 4200 New Haven Road, Columbia, MO 65201

d. PERIOD OF PERFORMANCE.

i. 14 calendar days after NTP

1. CERC facility personnel shall make the site available to the Contractor 24 hours a day until project completion.

e. SPECIAL CONSIDERATIONS

i. The CERC normal facility business hours are 7:00 AM to 4:30 PM, Monday thru Friday.

ii. CERC facility personnel shall make the site available to the Contractor 24 hours a day until project completion.

iii. Utility/Service Interruptions: The Facility Manager and USGS Technical Liaison shall be notified not less than 3 calendar days in advance of any interruptions of building utility/services. The contractor shall describe in writing the work to be done and the time and duration of the interruption. No work shall be done until approval is received from the USGS Technical Liaison.

iv. The contractor shall be responsible for complying with all National, Federal, State and local laws, codes and regulations in connection with the execution of the contract.

v. Contractor is responsible for visiting the worksite to verify measurements and to ascertain the nature and location of the work to be performed and the general and local conditions which can affect the work or the cost thereof. Failure to do so will not relieve the contractor of his responsibility for estimating properly the difficulty or cost of successfully performing the work.

vi. Occupancy: During construction the Government will occupy the existing facility. The contractor shall not restrict nearby pedestrian or vehicular traffic to this facility and shall coordinate construction with the Contracting Officer to minimize conflicts and to facilitate usage. The contractor shall perform the work so as not to interfere with ongoing operations.

vii. Any changes affecting the scope of work shall be originated from and approved by the Contracting Officer.

viii. All materials and workmanship shall be subject to the inspection and approval of the USGS Technical Liaison. All work unsatisfactorily performed shall be promptly corrected and made acceptable to the Government at no additional Cost.

ix. Final inspection and acceptance shall be performed with the contractor, on site by the USGS Technical Liaison upon completion of job performance.

x. MATERIALS. The contractor shall furnish all supplies, materials, and equipment necessary for performance of the work included in this contract unless otherwise specified. Materials and supplies to be used shall be commercially available products of reputable manufacturers or suppliers and shall be of a quality to conform to applicable Federal Specifications.

xi. SPECIFICATIONS. In any case of discrepancy in the specifications, the matter shall be immediately submitted to the Contracting Officer, without whose decision said discrepancy shall not be adjusted by the Contractor, save only at his own risk and expense. Any changes affecting the scope of the work shall originate from and be approved by the Contracting Officer.

xii. SCHEDULING CONTRACT WORK. The contractor shall make necessary arrangement with the Facility Manager and USGS Technical Liaison to perform the work and shall arrange and schedule his work so that the minimum amount of interference with government activities will result.

xiii. USE OF BUILDING FACILITIES. The contractor may use utility services and toilet facilities of the building subject to approval of the Facility Manager.

xiv. CONDITIONS AFFECTING THE WORK. It will be the responsibility of the contractor to inspect the site, determine quality of work involved. Compare the specifications with the work to be done, and inform themselves as to all conditions, including other work, if any, being performed. Failure to do so will in no way relieve the successful contractor from the necessity of furnishing any materials or performing any work that may be required to carry out the contract in accordance with the true intent and meaning of the specifications without additional cost to the Government.

xv. EMPLOYEES. The contractor shall be responsible at all times for the supervision and control of the employees that may be assigned to render services under the contract. Fully qualified work personnel shall be available for work on the date this purchase order begins and shall be maintained throughout the period of performance.

xvi. LICENSES-PERMITS. The contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses or permits, and for complying with any Federal, State, and Municipal laws, codes and regulations in connection with the execution of the work.

xvii. ACCIDENT PREVENTION AND FIRE HAZARDS. The contractor shall take all necessary precautions to prevent fires or injury to the public, building occupant(s), or damage to property of others during the performance of this contract. For the purpose of this contract, the public or building occupant shall include all persons not employed by the contractor or a subcontractor working under his/her direction. If welding is required, permission shall be obtained from the COTR.

xviii. INDEMNITY. The contractor shall confine all work on Government premises to areas authorized or approved by the Contracting Officer or COTR. The contractor shall save and keep harmless and indemnify the Government against any and all liability claims, and costs of whatsoever kind and nature of injury to or death of any person or persons and for loss or damage to any property (Government or otherwise) occurring in connection with or in any way incident to or arising out of the occupancy, use, service, operations, or performance of work in connection with this contract, resulting in whole or part from the negligent acts or omissions of the contractor.

xix. GREEN ACQUISITIONS. The USGS is committed to promoting the natural environment and protecting the health and well-being of people. In the performance of work under this contract, the Contractor shall exert its best efforts to provide services in a manner that will promote the natural environment and protect health and well-being. Section E - Inspection and Acceptance E-1 52.246-12 Inspection of Construction. (AUG 1996)

(a) Definition. Work includes, but is not limited to, materials, workmanship, and manufacture and fabrication of components.

(b) The Contractor shall maintain an adequate inspection system and perform such inspections as will ensure that the work performed under the contract conforms to contract requirements. The Contractor shall maintain complete inspection records and make them available to the Government. All work shall be conducted under the general direction of the Contracting Officer and is subject to Government inspection and test at all places and at all reasonable times before acceptance to ensure strict compliance with the terms of the contract.

(c) Government inspections and tests are for the sole benefit of the Government and do not -

(1) Relieve the Contractor of responsibility for providing adequate quality control measures;

(2) Relieve the Contractor of responsibility for damage to or loss of the material before acceptance;

(3) Constitute or imply acceptance; or

(4) Affect the continuing rights of the Government after acceptance of the completed work under paragraph (i) below.

(d) The presence or absence of a Government inspector does not relieve the Contractor from any contract requirement, nor is the inspector authorized to change any term or condition of the specification without the Contracting Officer's written authorization.

(e) The Contractor shall promptly furnish, at no increase in contract price, all facilities, labor, and material reasonably needed for performing such safe and convenient inspections and tests as may be required by the Contracting Officer. The Government may charge to the Contractor any additional cost of inspection or test when work is not ready at the time specified by the Contractor for inspection or test, or when prior rejection makes reinspection or retest necessary. The Government shall perform all inspections and tests in a manner that will not unnecessarily delay the work. Special, full size, and performance tests shall be performed as described in the contract.

(f) The Contractor shall, without charge, replace or correct work found by the Government not to conform to contract requirements, unless in the public interest the Government consents to accept the work with an appropriate adjustment in contract price. The Contractor shall promptly segregate and remove rejected material from the premises.

(g) If the Contractor does not promptly replace or correct rejected work, the Government may (1) by contract or otherwise, replace or correct the work and charge the cost to the Contractor or (2) terminate for default the Contractor's right to proceed.

(h) If, before acceptance of the entire work, the Government decides to examine already completed work by removing it or tearing it out, the Contractor, on request, shall promptly furnish all necessary facilities, labor, and material. If the work is found to be defective or nonconforming in any material respect due to the fault of the Contractor or its subcontractors, the Contractor shall defray the expenses of the examination and of satisfactory reconstruction. However, if the work is found to meet contract requirements, the Contracting Officer shall make an equitable adjustment for the additional services involved in the examination and reconstruction, including, if completion of the work was thereby delayed, an extension of time.

(i) Unless otherwise specified in the contract, the Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the Contracting Officer determines can be accepted separately. Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Government's rights under any warranty or guarantee.

Section H - Special Contract Requirements H-1 GS1326 Indemnity (JUL 2001)

The contractor herein is "an independent contractor" and shall obtain all necessary insurance to protect himself from liability arising out of this contract. The contractor hereby agrees to indemnify and hold the Government harmless in connection with, any loss or liability from damage to or destruction of property or from injuries to or death of persons (including the agents and employees of both parties) if such damage, destruction, injury or death arises out of, or is caused by performance of work under this contract, unless such damage, destruction, injury or death is caused solely by the active negligence of the Government, its agents or employees. The contractor agrees to include this clause, appropriately modified, in all subcontracts to be performed under this contract.

H-2 GS1338 Notice to Government of Delays (JUL 2001)

In the event the contractor encounters difficulty in meeting performance requirements, or when it anticipates difficulty in complying with the contract delivery schedule or date, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the contractor shall immediately notify the contracting officer and the COR (if one has been designated), in writing, giving pertinent details.

Commercially available off-the-shelf (COTS) item- (1) Means any item of supply (including construction material) that is-

(i) A commercial product (as defined in paragraph (1) of the definition of "commercial product" at Federal Acquisition Regulation (FAR) 2.101);

(ii) Sold in substantial quantities in the commercial marketplace; and

(iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and

Construction material means an article, material, or supply brought to the construction site by the Contractor or a subcontractor for incorporation into the building or work. The term also includes an item brought to the site preassembled from articles, materials, or supplies. However, emergency life safety systems, such as emergency lighting, fire alarm, and audio evacuation systems, that are discrete systems incorporated into a public building or work and that are produced as complete systems, are evaluated as a single and distinct construction material regardless of when or how the individual parts or components of those systems are delivered to the construction site.
