B. 2. Statement of Work

B. 2.1 Title: US Geological Survey (USGS) National Water Data Training Workshop 2022 (NWDTW 2022)

This is the USGS’ largest annual training event for Hydrologists, Hydrologic Technicians and Data Professionals.

B. 2.2 Event Date(s): Vendor must support both events:

• Pre-Conference On-Site Planning Event; June 13, 2022 through June 16, 2022 ~ 19 attendees o Arrival: Monday, June 13, 2022 o Departure: Friday, June 17, 2022

• Workshop Event; Saturday through Friday August 2022 ~ 500 attendees o Arrival: Saturday, Sunday and Monday, August 2022 o Departure: Thursday and Friday August 2022.

The USGS requires that all attendees be lodged, and all meeting/event spaces be located, within the same primary facility.

All meeting rooms shall be ADA compliant (handicap accessible)

Room Rate: Federal Government per Diem at time of the events; tax exempt on reimbursable Government charges including lodging.

B. 2.3 Location: the venue shall be located in downtown Phoenix, AZ;

• within walking distance to food and entertainment;

• within walking distance to public transportation;

• vendor must be approved by FEMA and registered in the System for Award Management.

B. 2.4 Shuttle Service and Concessions : venue shall have, or be able to arrange for, airport shuttle service for attendees. No food and beverage minimums.

Venue to consider special concessions based on 80% guest room pick-up such as:

1. Reduced onsite parking rate.

2. Group rate available three days pre/post event based on availability.

3. Provide complimentary basic wired & wireless internet in guest rooms, commons areas, & meeting spaces.

4. Provide 17 room upgrades at group rate over the course of event.

5. Provide 3 room upgrades to Premium Executive Suites at group rate over the course of event.

6. Provide complimentary fitness center access.

7. Waive attrition.

B. 2.5 Guest Rooms (Pre-Conference On-Site Planning Event only): a block of tax-exempt rooms will be required to accommodate an estimated 19 attendees; total room-night estimates: approximately 76 room nights at local per diem.

Arrival: Monday, June 13; departure: Friday, June 17;

• 19 single rooms on Monday night;

• 19 single rooms on Tuesday night;

• 19 single rooms on Wednesday night;

• 19 single rooms on Thursday night.

B. 2.6 Guest Rooms (Workshop Event only): a block of tax-exempt rooms will be required to accommodate an estimated

500 attendees; total room-night estimates: approximately 2219 room nights at local per diem. Waive attrition.

Arrival & Check-in, Saturday through Monday,

• 19 single rooms on Saturday night;

• 375 single rooms on Sunday night;

• 500 single rooms on Monday night;

• 500 single rooms on Tuesday night;

• 500 single rooms on Wednesday night;

• 325 single rooms on Thursday night.

Attendees will be responsible for reserving and paying for their personal accommodations with a Government tax-exempt credit card. When making reservations, each attendee shall state that they are participating in the "USGS National Water Data

Training Workshop 2022 (NWDTW 2022) or the event designation established by the venue.

B. 2.6.1 Confirmed Guest Roster: The vendor's reservations manager shall provide the USGS training workshop planner with a list of confirmed registered guests on a weekly basis and with a final list following the room release date.

B. 2.7 Agenda (Workshop event only): a draft agenda will be provided to the vendor when it is available, and a final program agenda will be provided to the vendor 7 days prior to start of the workshop.

B. 2.8 Audio Visual (AV) Support: the USGS requires access to (but not limited to), the following: for each break-out room;

screen (8’x 8’or larger), projector, projector cart, and associated power cables. Amplified sound and microphone for breakout rooms. General session will require two large screens, projectors, podium on riser, podium microphone, two cordless handheld microphones and confidence monitor in front of riser.

B.2.9: the USGS requires the right to provide and use their own personal computers, printers, and other necessary equipment at no additional charge or service fee in addition to any venue furnished equipment. Exact equipment needs will be determined at least 30 days prior to the training workshop.

B. 2.10 Communication Support: Wi-Fi internet access in meeting rooms, lobby, display area and guest rooms. If Wi-Fi internet access is not complementary, then charges for a set rate for all areas must be quoted.

B. 2.11 Meeting Room Signs and Messages (Workshop Event Only):

· venue shall provide signage each day in meeting commons area indicating the meeting rooms’ locations, times, days, etc.;

· venue shall provide signage in front of each meeting room displaying information relevant to the scheduled session

· vendor shall accept and hold/deliver messages for attendees as part of normal conference registration desk functions.

B. 2.12 Meeting Rooms and Exhibit Spaces: the USGS prefers meeting, workshop, and exhibit spaces be located on one level. The USGS shall finalize Workshop Event meeting room arrangements with the vendor at least 30 days prior to the conference start date. USGS will provide laptops for breakout rooms. All meeting rooms, vendor & exhibit spaces must be handicap and wheelchair accessible and shall include:

· podium/lectern,

· tables (number specified by location),

· chairs (number specified by location),

· setup: including cloths, skirting, and staging,

· projector screen, 8 ft. x 8 ft. or larger,

· dry erase board,

· sound (microphones/speakers) for all rooms.

B. 2.12.1 Workshop Planners’ Meeting Room

· a secured room to hold supplies and equipment needed for event;

· six 6 ft. tables and one round table with 10 chairs;

· refrigerator.

· required: August, Sunday 8:00 AM - Friday 5:00 PM

B. 2.12.2 Registration desk :

· four 6-ft skirted tables w/ two chairs per table, located in lobby or near main meeting rooms, includes electrical access;

· required: August, Sunday 12:00 PM through Wednesday 12:00 PM.

B. 2.12.3 Ballroom & Plenary Sessions:

· > 6000 sq. ft (minimum);

· arranged classroom-style for 500 attendees;

· two large screens with wiring for dual projector feeds;

· stage riser, positioned front & center, w/ podium set in middle of stage riser, head table set w/ 8 chairs

(4 chairs on either side of podium);

· fixed podium microphone, two handheld cordless microphones, confidence monitor positioned in front of stage;

· required: August, Tuesday 8:00 AM to 12:00 PM, and Thursday 12:00 PM to 6:00 PM. Only

B. 2.12.4 Two Large Meeting Rooms for computer training sessions:

· > 2000 sq. ft (minimum);

· arranged classroom-style for 100 people;

· required: August, Monday through Thursday 8:00 AM to 6:00 PM, each day.

B .2.12.5 Ten Medium Meeting Rooms - concurrent breakout sessions:

· > 1000 sq. ft (minimum);

· arranged classroom-style for 50 - 75 people;

B. 2.12.6 Two Small Meeting Rooms - concurrent breakout sessions:

· >300 sq. ft (minimum);

· arranged classroom-style for 20 - 40 people;

B. 2.12.7 Single Large Room/Suite Workshop Organizers' Operating Location:

B. 2.13 Exhibit and Easel Space: no costs, charges, or fees associated with exhibit/easel space shall be paid by the

Government. Exhibit space and exhibitors will be managed by the venue. Venue shall coordinate with exhibitors with regard to both booth needs and payment. Exhibitor’s space is separate and shall be placed on its own master account.

B. 2.13.1 Exhibit Space: venue shall conduct all correspondence and transactions with private and/or commercial vendors/exhibitors concerning the collection of exhibitor fees, exhibitor timelines/deadlines, and exhibitor freight/drayage.

Workshop breaks are held in the exhibitor area;

· > 5500-6000 sq. ft (minimum) must accommodate 300+ people flowing through the area; must be capable of containing

· Forty 8’x8’booths w/pipe & drape (this space is in addition to the ballroom/plenary area requirement);

· each exhibitor requires at least one 6-ft. draped table w/ 2 chairs, electricity, and wastebasket; venue to provide daily light housekeeping and clean-up;

· required: August, for set-up on Monday; Tuesday 8:00 AM through Friday 11:00 AM; with break-down no earlier than

Thursday 2:00 PM.

B. 2.13.2 Easel space : number of easels shall be confirmed 30 days prior to the event; there shall be no charges for easels.

· one single area large enough to accommodate ~30 easels (each easel able to support a 3ft. x 3ft. poster board);

· shall comfortably accommodate 300 people flowing through the space;

· required: August, Wednesday 8:00 AM through Thursday 6:00 PM.

B.6. 52.000S-5079 Technical Liaison - Technical Direction (OCTOBER 1997)

(a) The performance required herein shall be subject to the technical direction of the Technical Liaison (TL) as identified below. As used herein, "technical direction" is defined as direction to the contractor that fills in details, suggests possible lines of approach, or otherwise supplements the scope of the work set forth herein and shall not constitute a new assignment, and does not supersede or modify any article or clause of this contract.

(b) The Technical Liaison is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government. Only a warranted Contracting Officer is authorized to obligate funds on this or any other contract action.

(c) The contractor shall immediately notify the Contracting Officer in writing if the Technical Liaison has taken an action (or fails to take action) or issues direction (written or oral) that the contractor considers to exceed the above limitations.

B.7 DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements - Internet

Payment Platform (IPP) (APR 2013)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment

Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable

Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial

Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice [CO to edit and include the documentation required under this contract]:

The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The

Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St Louis (FRBSTL) within 3 - 5 business days of the contract award date.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the

B.8 GS1131 Unilateral Deobligation of Unexpended Funds (MAY 2013)

The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification de-obligating any unexpended funds, and to initiate closeout procedures.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in

FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller

General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the

Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
