The narrative shall not exceed three (3) pages. A copy and paste of the SOW into the technical portion of the quote is not an acceptable response to the Government's request and may result in an "Non-Responsive" determination.

4f) Past Performance. Past performance is a measure of the degree to which an offeror satisfied its customers in the past. When an offeror does not have relevant past performance or when past performance information is not available, the offeror may not be evaluated favorably or unfavorably on this factor.

Offeror shall submit at least 2 (commercial and/or government) references for similar services during the past three (3) years. Each reference shall include: the company name, address, point(s) of contact phone number and email address(es). References provided may be contacted by the Government. Their statements will be used in the evaluation of the offeror's proposal. In addition, any information obtained by the Government from references outside of the offeror's quotation may also be used, in a similar manner, in the technical evaluation of the offeror's quotation to the extent appropriate. Past performance information provided by references, from Government records, or from other than the sources identified by the offeror may be used in the evaluation under any or all applicable evaluation factors. In addition to the foregoing, PPIRS.gov will be used as a source of past performance information in the source selection process, in addition to any other past performance information required under this solicitation. All past performance information will be used for both the responsibility determination and the best value decision.
