NSN 7540-01-152-8067 OPTIONAL FORM 336 (4-86)
STATEMENT OF WORK (SOW)
INSTALLATION OF SIGNS AT LITTLE BEACH ISLAND, OCEAN COUNTY, NEW JERSEY
Edwin B. Forsythe National Wildlife Refuge, Oceanville, New Jersey
1.0 Introduction
E. B. Forsythe National Wildlife Refuge (NWR) requires the installation of 8 (eight) 4’ by 8’ and 5 (five) 2’ by 4’ Government furnished signs on Little Beach Island in New Jersey. The signs are made of 0.08-gauge aluminum.
The signs need to be installed on special steel and aluminum frames (provided by the contractor) as described below and set into the ground in concrete. The site is on the oceanfront and is only accessible by boat. The contractor needs to provide their own boat(s) to access the site and equipment to install the signs. A site visit is recommended prior to bidding to assess the work conditions at the site of work.
1.1 Location: The project is located on Little Beach Island in Ocean County, New Jersey and is part of E. B.
Forsythe National Wildlife Refuge. The approximate center of the island is at 39⁰28’25”N, 74⁰W. The island borders the Atlantic Ocean and extends from 39⁰29’52”N, 74⁰19’28”W in the north to 39⁰27’16”N, 74⁰19’49”W at its southern end (coordinates were obtained from Google Earth). The island is located south of Holgate Beach and Little Egg Inlet, and north of Brigantine Beach and Brigantine Inlet. The east side of the island is a sandy beach bordered by dunes, and the west side of the island is salt marsh intersected with coves and tidal creeks.
1.2 Contacts: For questions about the project and to schedule a site visit to tour the area of work, contact Deputy Refuge Manager Ray Brown at 609-382-7640 (phone), or ray_brown@fws.gov. His office is located at 800 Great Creek Road, Oceanville, NJ 08231. A site visit is recommended to assess the work conditions at the site of work.
1.3 Purpose: The purpose of this project is to install signs to deter the public from recreating on the island, including beaching boats, walking, having picnics and parties, and letting dogs onto the island. The island has been a critical nesting and foraging location for several threatened, endangered, and at-risk species, and human and dog activities on the island can cause death to and prevent use by rare birds and other animals. The island is federally designated wilderness and therefore is afforded additional protections under The Wilderness Act of 1964.
2.0 Scope of Work
The Contractor shall install 8 (eight) 4’ by 8’ aluminum signs and 5 (five) 2’ by 4’ aluminum signs from the northern end of the island to the southern end of the island. The signs will be installed with the printed side of the signs facing the water and will generally be installed parallel with the shoreline and will primarily be installed on the dunes overlooking the sandy beach on the north, east, and south sides of the island. Two of the smaller signs will be installed on coves on the west side of the island.
