SCOPE OF WORK (SOW)
FWS DAHOMEY NATIONAL WILDLIFE REFUGE - SEEDLING / PLANTING
OBJECTIVES: The objective of this project is to reforest 282 acres of fallow fields with desirable hardwood species at Dahomey National Wildlife Refuge in Bolivar County, Mississippi. The contractor will provide bareroot hardwood seedlings and hand planting of those seedlings on four sites totaling 282 acres. (Note that site preparation is not included in this contract.)
1. SCOPE OF WORK:
1.1 General:
The Contractor shall provide and plant bareroot hardwood seedings to meet the Contracting Officer’s
Representative’s planting specifications as described in Section 1.3. Seedlings and planting specifications shall meet industry standards (American Standard for Nursery Stock ANSI Z60.1), to include seedling stock and quality, seedling care and handling, planting methods, and timing of planting. Species selection will be within the standards described in Section 1.3.4.
Failure of the contractor to perform to the satisfaction of the Contracting Officer will be sufficient cause for the termination of the contract by the Government, or the requirement by the Government to provide seedlings of acceptable quality and plant them according to industry standards.
1.2 Location of Work Area:
Four planting sites are located within Dahomey National Wildlife Refuge in Bolivar County, Mississippi. The sites are fallow agricultural fields that have been maintained with mowing or prescribed fire since they were last planted in 2013. (See attached map.)
1.3 Description of Work:
(a) Planting specifications:
Bare root hardwood seedlings will be hand planted on a 10’ x 10’ spacing at a rate of 435 seedlings per acre during the 2024-2025 or 2025-2026 planting season (dependent upon seedling availability). Species composition within rows should be mixed in an irregular or random fashion.
(b) Seedling specifications:
The contractor will be responsible for providing 123,000 bare root seedlings (282 acres x 435 trees per acre).
Bare-root seedlings shall be nursery grown conforming to ANSI-Z60.1 grading standards. Digging and preparation for shipment shall be done in such a manner that they will not cause shock or damage to branches, trunk, or root systems. All plant material shall be nursery-grown, well-branched, and well-proportioned, and shall have a fibrous root system. A well-branched root system characteristic of the variety specified shall be provided. The root system should be protected from desiccation. The Contracting Officer or their representative may inspect trees prior to and during planting with the right of rejection at any point throughout contract execution.
(c) Seedling storage and handling:
The Contract is responsible for the proper care and storage of seedlings throughout the life of the contract, from pick-up from the vendor to planting. Should planting not occur on the day of delivery, the Contractor shall store and care for the plants in an area approved by the Contracting Officer. Seedlings should be protected from exposure to wind and direct sunlight until planted. Stock should be cold stored, or covered in straw, moist burlap, or similar material, as approved by the Contracting Officer, until time of planting, which should be no longer than 3 days. Care should be taken to avoid desiccation or damage to plant material when being moved from source or storage site to the planting location(s). Trees should be planted within 24 hours of delivery if possible. If not possible, seedling should be stored in the manner described above.
(d) Seedling species selection:
The tree mixture shall be 40% oak and 60% other hardwood species with at least 3 oak species and 5 non-oak species from the table below. Understanding that specific species may not be available at the time of ordering seedlings, the contractor should select species from the following list. Substitutions will not be permitted without written request from the Contractor for approval by the Contracting Officer. Proposed substitutions must possess the same essential characteristics as the species specified in regard to site suitability.

2. GOVERNMENT RESPONSIBILITY:
2.1 The Fish and Wildlife Service shall:
1) Brief the contractor on the planting sites and provide the Contractor maps including electronic shapefiles of areas to be planted, and other information for the purpose of further identification of the areas (like flagging or other physical marking of the sites).
2) Provide a point of contact to oversee tree planting and approve tree seedling quality.
3) Assume no responsibility for equipment, or injury to employees of the Contractor, nor for any damages or injury to persons or property of third parties at any time during the life of the Contract. The Contractor shall hold and save the Service and its officers and agents harmless from all claims arising out of prosecution of the work under this contract.
4) Inspect and approve services and seedlings for payment.
5) Be responsible for completing all chemical site preparation. No mechanical site preparation will be completed.
6) Designate and schedule tree planting dates with contractor, that will occur between December 1 and
February 28.
3. CONTRACTORS RESPONSIBILITIES
3.1 The Contractor shall:
1) Provide the Service’s Contracting Officer with the following:
Access number, Office telephone, cellular numbers for all supervisors working on this Contract and a Fax line number. Additionally, electronic mail addresses for key Contract personnel shall be provided to the
Service.
2) Be familiar with Refuge planting areas existing conditions prior to contract execution. All work shall be conducted between Monday and Friday unless approved in advance by the Service. No work shall be conducted after hours, on federal holidays or on weekends without prior approval.
3) Have an on-site supervisor, who is responsible for all Contract execution, tree species sorting, quality control of seedlings and planting, work assignments and crew supervision. Supervisor must be able to communicate effectively in English.
4) Provide all labor, equipment, seedling cold storage and transportation to perform the work specified herein.
5) Be responsible for all seedlings supplied and work performed until the completion and acceptance of the entire Contract.
6) Be allowed to subcontract work as described herein with prior approval of the Service. The subcontractor must meet the same qualifications and follow all technical or special provisions as the contractor.
Subcontractors are the responsibility of the Contractor.
7) Contractor will provide the Contracting Officer the following information: Nursery name, seedling species list and count, and location of seedling source.
4. SPECIAL CONDITIONS:
This contract may be completed during either the 2024-2025 or 2025-2026 planting season dependent on seedling availability or unfavorable planting conditions.
5. MOBILIZATION:
The contractor will not be paid mobilization or demobilization.
6. WEATHER:
Planting operations may be suspended temporarily due to weather conditions such as rain or extended / excessively warm temperatures. When drought, excessive moisture, or other unsatisfactory conditions prevail, the work shall be stopped when directed by the Contracting Officer’s Representative.
7. WORK PERIOD:
All work will be performed during the dormant season when temperatures and planting conditions are within the recommended planting conditions published by the Mississippi State University Extension Service. This is generally
December 1 through February 28. Work is to be performed during the hours of 7:00 AM and 5:00 PM, unless the Contracting Officer approves an alternative schedule. No work will be conducted on Federal Holidays or weekends without refuge approval.
8. SUPERVISION:
The equipment described herein, for the purpose of ordering work when and as required, determining acceptability of work performed and inspecting equipment furnished by the Contractor, will be under the supervision of the Contracting Officer’s representative. However, this shall not relieve the Contractor or his responsible agents of any responsibility for the proper execution of the work in accordance with the contract and directives of the Contracting
Officer issued thereafter.
9. INSPECTION AND IDENTIFICATION OF EQUIPMENT:
All equipment to be used in the work shall be inspected and approved by the Contracting Officer or his authorized representative, prior to its use.
10. SPECIAL REQUIREMENTS
The Contractor will be required to make his own provisions for parking of his equipment. The Contractor will be required to furnish his own sanitary facilities, water, and operational necessities. There are no on-site amenities (restrooms, potable water, electricity, etc.).
Seedling care prior to planting, both in transport and on-site, can significantly impact seedling survival and is the responsibility of the contractor. The contractor shall provide for the proper storage of seedlings, including maintaining adequately cool and humid storage throughout the planting contract. Seedling handling on-site will also include proper root pruning to optimize the survival of seedlings.
The contractor is responsible for the removal and proper disposal of all refuse, including tree planting bags. Staging areas and planting sites must be in similar condition to pre-planting conditions at the close of the contract regarding litter and soil rutting.
Hunting will be occurring on the refuge during the planting window. The Contractor and all their agents should wear a minimum of 500 square inches of hunter orange or a high visibility safety vest as a safety precaution while in the field. The project area may be temporarily posted as closed to hunting for the safety of the planting crew while planting is in progress.
11. EXPENSES OF OPERATION AND REPAIR:
The Contractor shall furnish at his own expense all skilled operators, labor, fuel, and necessary equipment for transportation of materials, including operators, laborers, appliances, appurtenances, equipment, and supplies, and shall bear all expenses incidental to the efficient execution of the project.
12. OBJECTIONABLE EMPLOYEES:
The Contractor will remove from work under this contract any employee who in the opinion of the Contracting Officer is objectionable or incompetent. The requirement shall not be made based on any claim for compensation or damages against the United States or any of its officers or agents.
13. CONTRACTOR SUPERVISION:
The Contractor shall provide a person at the work site to receive instructions from the Contracting Officer or his authorized representative. This person will be responsible for implementing the Government’s instructions and will be responsible for the direct supervision of all Contract employees.

Evaluation and Acceptance
Inspection and acceptance will be conducted by the Technical Point of Contact based on Past Performance with similar Group and/or Agency, Technical capabilities, price. The contractor shall provide past performance information on attached Past Performance Data Document for previous services that have been provided.

Price Quote:
Submittal of a quote price to include all services to reforest 282 acres of fallow fields with desirable hardwood species at FWS Dahomey National Wildlife Refuge in Bolivar County, Mississippi. The contractor will provide bareroot hardwood seedlings and hand planting of those seedlings on four sites totaling 282 acres. Budget to include material/supplies, equipment, manpower, overhead and all necessary components to fulfill this requirement.

The Government will award a purchase order resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the government in terms.
Payments:
The Contractor MUST be registered in the System for Award Management (SAM.GOV) to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
The Contractor is also required to be registered in the Invoice Processing Payment Platform System (IPP.GOV) to submit electronic invoices.
