SCOPE OF WORK

PHASE I ARCHAEOLOGICAL SURVEY OF TRACT 542r, DALE BUMPERS WHITE RIVER

NATIONAL WILDLIFE REFUGE, ARKANSAS COUNTY, ARKANSAS

RFQ Number: 140FS324Q0106 Date: May 24, 2024 Contracting Contact: Lee Ann Riley, Contract Specialist – lee_riley@fws.gov

A. INTRODUCTION

The contractor shall conduct a Phase I archaeological survey of the fifty-acre Tract 542r located on Dale Bumpers White River National Wildlife Refuge in Arkansas County, Arkansas (Figure 1). The tract, which is non-contiguous to the Refuge, is part of a proposed land exchange for a comparable parcel located within the Refuge’s footprint (Table 1). The investigation is required to ensure compliance with Section 106 of the National Historic Preservation Act, as amended, and to provide the U.S. Fish and Wildlife Service sufficient information to initiate the Section 106 consultation process.

The contractor shall conduct reviews of the extant technical literature, the site files, historic maps, aerial photographs, and other relevant archives; conduct a Phase I archaeological survey of the exchange tract project areas. The archaeological survey will consist minimally of a pedestrian walkover and systematic shovel testing utilizing a 20- meter test interval.

The contractor’s final report serves several functions. It will aid the Service in meeting their responsibilities to preserve and protect cultural resources on the Refuge. It shall also be a comprehensive, scholarly document that not only fulfills the mandated legal requirements but serves as a scientific reference for future professional studies as well.

The contractor shall utilize a systematic, interdisciplinary approach to conducting the study. Specialized knowledge and skills will be used during the course of the study to include expertise in the disciplines of archaeology, history, geology, paleoecology, and other disciplines as required. Techniques and methods used for the study shall be representative of the state of current professional knowledge and development.

B. BACKGROUND INFORMATION

Dale Bumpers White River National Wildlife Refuge (Refuge) is weighing the potential to exchange Tract 542r for a comparable tract located within the Refuge’s acquisition boundary (Table 1).

Tract 542r

Tract 542r is mapped predominately as palustrine broad-leaved deciduous forest that is either seasonally [PFO1C] or semi-permanently flooded deciduous forested [PFO6F] wetlands (Figure 2). The Natural Resources Conservation Service (NRCS) mapped the tract as well drained Keo loam, 1-6% slopes, occasionally flooded [10C]; moderately well- drained Immanuel silt loam [9B and 9C]; and poorly drained Perry clay, 0-1% slopes, frequently flooded [18A] (Figure 3). Nearby soils include the somewhat poorly drained Desha silty clay, 0-3% slopes, occasionally flooed (2B) and somewhat poorly drained Stuttgart silt loam, 0-1% slopes. The highest archaeological potential will be on the better drained Keo loam and Immanuel silt loam. The lowest potential will be in areas of Perry clay, which corresponds to the semi-permanently flooded deciduous forested wetland. The major limiting factors are frequency and duration of flooding.

1) RECORDED ARCHAEOLOGICAL/HISTORIC SITES. This brief discussion is intended to aid prospective contractors in the development of the research design and cost estimate for their proposal.

This area has not been subjected to large scale archaeological investigations similar to those seen on the Refuge (Albertson and Buchner 2018; Buchner and Krivor 2001; Price 1979; Kanaski 2016) or the Arkansas Post. In 1965 Davis and Baker (1974) examined several sites, including 3AR33, that were impacted by the Army Corps of Engineers’ construction of the Arkansas Post Canal and associated locks and dams. A review of the South Atlantic-Gulf and Mississippi Basin Unified Region’s Master Site File and the Arkansas Archeological Survey’s Site Files did not reveal any recorded historic properties on this tract (Figure 4). Table 2 lists the recorded historic properties located in the vicinity of Tract 542r.

3AR27

[McGahhey Site, 16-K-3]]

Unkown U Described by Phillips, Ford, and Griffin (1951: 52) as “small conical mounds”.

The site form reported that approximately 25- 30 “Dominick’s” were scattered across a 4-acre wooded area.

3AR33

[Connine Hill Site]

Middle to Late Baytown

NE Described as small surface scatter of “clay and sand tempered wares” typical of the Baytown Period”. The wares included Baytown Plain, Mulberry Creek Cord Marked, and Clay-tempered incised. It appears to have been destroyed by the Army Corps of Engineers’ construction of the Arkansas Post Canal and associated southern levee.

3AR217

[Arkansas Post

Earthworks Site I]

Civil War U Earthworks that formed the second line of defense for Fort Hindman (1862- 1863). Union gunboats shelled this position on January 10, 1863, which was subsequently abandoned. Although not visited by AAS staff, it was believed that remnants of the earthworks and significant archaeological deposits survived the Civil War and the ACOE’s construction of the Arkansas Post Canal and associated northern levee.

3AR218

[Arkansas Post

Earthworks Site II]

Civil War U Remnant of forward line of defenses built to protect Fort Hindman (1862- 1863) located at the Arkansas Post. The remnant earthwork is approximately 109 meters long and about 2 feet deep.

*National Register status can be Listed (L); Eligible (E); Potentially Eligible (PE); Not Eligible (NE); and Unknown (U). Listed and/or eligible properties are treated identically for Section 106 purposes. Potentially eligible or unknown eligible properties required additional testing in order to determine whether they meet one or more of the National Register eligibility criteria. Archaeological sites tend to be evaluated under Criterion D: Research Potential. Non-eligible properties lack integrity, do not possess any research potential, or have been altered or relocated. Further investigations are not warranted.

The General Land Office (GLO) records and the 15-minute Gillette topographic sheet provide additional information regarding the tract and the surrounding landscape. The 1820 plat depicts a number of irregularly shaped sections or patents (Figure 5). Tract 542r corresponds to Section or Grant 2352 issued to Jean D. Grener. The 1826 fractional plat for Township 8S, Range 3W shows the east bank of the Arkansas River and the relevant portion of Township 7S, Range 2W (Figure 6). Several houses are on the river’s east bank, but none in the area of Corrine Hill and Tract 542r.

The available map is Captain Pitzman’s 1863 Map of the Arkansas Post, which depicts the approaches to Fort Hindman and surrounding defenses (Figure 7). Two of the defenses that are labelled as “rifle pits” appear to correspond to 3AR217 and 3AR218. None of the houses are located on Tract 542r. The tract is shown as wooded.

The 1935 Gillette and Red Fork topographic sheets show the labelled sections or grants (Figure 8).

Although several structures are depicted, none are on Tract 542r. The tract is shown as forested.

Figure. 5. Section of the 1820 plat for Township 7S, Range 2W. Tract 542r is part of Survey No. 2352. This L-shaped parcel runs west to the Arkansas River’s Post Bend and Notreebes Reach and northeast toward Merrisach Lake. The approximately 204.16 acre parcel was granted to Jean D. Grener. Two roads cross the parcel. Adjacent parcels include those granted to John B. Deruisseau, Jacob Gocio, Louis Pertuis, and Joseph Deruisseau. The John B. Deruisseau parcel became Connine Hill. No houses or other features appear on any of these parcel. An Indian village is depicted on the south side of the River’s Holmstead Bend and south of the Mary Jordelau parcel.

Figure. 6. Section of the 1826 sectional plat for Township 8S, Range 3W, which depicts five houses on the east bank of the Arkansas River. This area corresponds to the Township 7S, 2W shown in Figure 11. The houses are south of the Grener Parcel [Section 2352; Tract 542r]. The southernmost houses appear to fall within the 640 acre grant issued to Elizabeth Pertuis [Survey No. 2404]. Two houses have names next to them, neither of which appear on the 1820 plat. The northern house is labelled as “Don Carlos DeTilments”; the southern one is labelled as Pierre Mitchell’s.

Figure. 7. Section of Captain Julius Pitzman's 1863 map of the approaches to Fort Hindman, a Confederate fortification at the Arkansas Post. The northern red highlighted area appears to correspond to 3AR217; the southern red highlighted area appears to correspond to the 3AR218’s earthworks. Both of the these areas are labelled as “Rifle Pits”. None of the depicted structures appear to be on Tract 542r. The tract is shown as wooded.

Figure. 8. Sections of the 1935 Gillett and Red Fork topographic sheets showing the labelled sections or grants. "2352" corresponds to Tract 542r, which appears to be wooded. Several houses overlook the Arkansas River, two on Connine Hill [“2313”]; one on “2395”; one on “2396” south of Burr Crossing.

A number of aerial photographs are available. The 1966 aerial shows the landscape following the construction of the Arkansas Post Canal. Tract 542r is shown as forested. The large, forested wetland, seen on the eastern side of the tract corresponds to the semi-permanently flooded wetland seen in Figure 2 above.

C. DESCRIPTION OF SERVICES TO BE PERFORMED

The archaeological and historic investigations will be accomplished in a phased manner involving: (1) research design; (2) background and literature reviews; (3) archaeological survey of the 50-acre Tract 542r;

(4) laboratory analysis of the recovered assemblage; (5) preparation and submission of a management summary, draft and final technical reports; and (6) preparation of the recovered assemblage and the associated.

documentation, such as field notes, sketch maps, and photographs, for long-term curation.

1. Research Design. The contractor is expected to provide a professionally adequate research design as stipulated in 36 CFR Part 66 and the 2010 Guidelines for Archaeological Fieldwork and Report Writing in Arkansas. Objectives should minimally include site discovery and identification, interpretation of recovered materials and identification of cultural components in sites. Cultural components should be identified and discussed within larger regional patterns. Precolumbian and historic cultural components will be treated in an equivalent manner and integrated with pertinent geologic and environmental data.

The research design should include a discussion of the known and expected classes of archaeological data and a description and justification of the proposed methodology. Other research problems of local and regional scope should be considered and innovative approaches are encouraged.

Included in the design will be a NAGPRA Plan of Action that outlines specific measures to be taken in the event the human skeletal remains are encountered during fieldwork. Note that no human remains and/or graves will be recovered and/or excavated during these investigations.

2. Background and Literature Reviews. This element should expand upon and synthesize the extant data (See Section B). It should include general historic background supplemented by locally specific archaeological data and historic architectural and cemetery surveys. Some examination of files and collections from previous studies may be necessary to place recorded sites in context. Documentary research will be necessary to exam and reconstruct the agricultural and fisheries history. This data will need to be synthesized, placed in the larger context of local, state, and regional history, and explicitly tied to the research design and report conclusions.

3. Conduct a Phase I archaeological survey of Tract 542r. Methodology will include, but not be limited to, a pedestrian walkover and systematic shovel testing using a 20 meter interval. Shovel test units will be 50-centimeters x 50-centimeters. Each unit will be GPS using an unit possessing +/- 1 meter capability. All excavated soil must be screened through ¼ inch hardware cloth. One wall of each shovel test pits will be profiled with each soil strata described by texture using U.S.D.A. Soil Conservation typology and by color using Munsell Soil Color Charts. Identified features will be hand- excavated. The fieldnotes for each unit will include a list of any artifacts recovered by horizon and a detailed description of any cultural deposits and/or features if encountered. Note that the presence of surface debris, trash or relatively recent materials in the upper horizon(s) of a shovel test unit shall be noted in the field records, but does not qualify as positive shovel test unit.

4. Follow-up testing of positive shovel test units. Follow-up test units will be placed at five meter intervals from any positive test unit until two test units are negative in a given direction. The follow-up units will be placed along the transect and at 90° angles to that transect. Shovel test units will be 50-centimeters x 50-centimeters. Each unit will be GPS using an unit possessing +/- 1 meter capability. One wall of each shovel test pits will be profiled with each soil strata described by texture using U.S.D.A. Soil Conservation typology and by color using Munsell Soil Color Charts. Identified features will be hand-excavated. The fieldnotes for each unit will include a list of any artifacts recovered by horizon and a detailed description of any cultural deposits and/or features if encountered.

5. Curation. The contractor shall prepare the recovered assemblage and all associated documentation, such as field notes, sketch maps, photograph, for curation at the Arkansas Archeological Survey in Fayetteville. The materials will be submitted pursuant to that facility’s standard procedures.

Note the contractor shall include curation costs in the budget submitted with the research design. These costs, as well as the repository’s accession procedures, can be obtained from the repository’s curator.

D. GUIDELINES FOR ADMINISTRATIVE PROCEDURES

1. All phases of the study shall be closely coordinated with the Service’s Regional Historic Preservation Officer/Regional Archaeologist (RHPO), whose office is located at Savannah Coastal Refuges, and the Dale Bumpers White River National Wildlife Refuge’s Project Leader, whose office is located in St. Charles, Arkansas. The contractor is required to maintain routine telephone communications with the RHPO while work is being conducted, including notification of start and completion dates. The contractor’s field director for this survey should plan an initial visit to the Refuge in company with the RHPO, to familiarize him/herself with the area for purposes of refining the research design.

2. Drawings, maps, and other materials and guidance will be provided to the extent that the

Government determines necessary in order to meet the objectives of the study.

3. The contractor assumes all responsibility for liabilities incurred to him or herself, equipment or to sites being studied during the course of this work.

4. The contractor is required to coordinate their fieldwork schedule with the Refuge Manager to prevent conflicts with Refuge management objectives.

5. In the event that human skeletal remains are discovered, excavation of that specific shovel test unit will cease immediately (see C(1) above). The contractor or his/her field director will contact the RHPO and the Refuge Manager. The Refuge Manager will contact the Refuge Law Enforcement Officer. The RHPO will contact within 24 hours after notification the pertinent federally recognized tribes pursuant to the provisions of the Native American Grave Protection and Repatriation Act, as well as the State Archaeologist. Should the human remains be deemed part of a crime scene, then jurisdiction and control will be turned over to the pertinent federal, state, and local law enforcement agencies.

E. REPORT

1. The Contractor shall prepare a technical report that meets, if not exceeds, as delineated in the

Arkansas Archeological Survey’s 2010 Guidelines for Archaeological Fieldwork and Report Writing in Arkansas. The report shall include, (but is not limited to) the following elements: a management summary, title of contents, introduction, description of the physical environment, archaeological and historic background, brief evaluation of previous work in the area, consideration of identified cultural resources in the area, methodology and techniques, relevant topographic base maps, results of the investigations, evaluations of National Register eligibility and significance, recommendations for future investigations, and bibliography.

2. The management summary shall be a synopsis of the report where the reader may find general conclusions and recommendations of the survey.

3. The introduction shall include but is not limited to the following: the purpose of the survey, delineation of the study boundaries, and a general statement concerning the nature of the study conducted.

4. The study area shall be placed in its regional setting with regard to environmental factors affecting the location of cultural resources and the known culture history, which should be briefly summarized.

5. The methodology used in data collection and analysis shall be described in sufficient detail for a reviewer to understand what was done and why.
