PERFORMANCE WORK STATEMENT (PWS)

1. GENERAL INFORMATION

Part 1

General Information

1. GENERAL: This is a non-personnel services contract to provide vegetation reduction (mulching/grinding/shredding/mowing/crushing/chipping) within Compartment 42 of Felsenthal National Wildlife Refuge (NWR).

The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform mechanical vegetation reduction at Felsenthal NWR as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: This project will be to help create Good Quality Foraging Habitat (GQFH) for the Red-cockaded woodpecker (RCW) by mechanically reducing the understory and midstory to ground level in portions of Compartment 42 of Felsenthal NWR. These stands have developed an understory and midstory that is not preferred in RCW foraging habitat. This woody encroachment varies in size, density and species composition. This mechanical treatment will be the first step, to be followed by a two to three year prescribed burn rotation in order to maintain a low woody understory that is composed primarily of herbaceous vegetation. Follow up treatments are not a component of this contract proposal.

1.3 Objectives: The project consists of approximately 100 acres of pine forest with a modest amount of hardwoods (identified in the color red on the attached map). The contractor will utilize mechanized equipment to physically reduce and rearrange the brush, saplings and trees that have developed in the understory and midstory of the treatment area. The targeted vegetation will be mulched, masticated, ground, shredded, mowed or otherwise physically reduced and brought down to ground level. Residues may be left on site. The objective is to remove brush and saplings which will allow for promotion of grasses, forbs and other herbaceous ground cover and access for follow up treatments to reclaim the area as an open pine forest suitable for RCW foraging habitat.

Trees within the treatment area greater than 6 inches in diameter at the ground line (GLD) should be left intact and undisturbed. Extreme caution will be used when working around RCW cavity trees marked with a white band around the bole approximately 5 feet off the ground.

These trees are not to be damaged in any way.

The contractor must have GPS capability to locate and follow treatment area lines. A shapefile and/or georefenced map will be provided to the contractor for navigation and location of treatment area. The Government can mark treatment area boundaries with flagging, at the specific request of the contractor, for portions of treatment area boundaries that are difficult to follow or find.

1.4 Scope: The contractor will mulch all woody vegetation greater than 1 foot in height and less than 6 inches in diameter at the ground line (GLD). Residues from the mulching may be left onsite, evenly distributed across the treatment area. More than one pass with machine may be necessary. All stems must be completely severed from the stumps and all residues must lie within a depth not greater than 12 inches of the soil surface. Stumps from the treated vegetation will be reduced to no greater than 6 inches in height from the soil surface.

The contractor may choose their preferred machine and cutting attachment as long as the machine is a minimum of 90 horse power and the cutting attachment has a drum type mulching head. Rotary type cutting attachments may also be used in conjunction with a drum type mulching head as long as specs for the treatment area are meet. The machine and cutting attachment combination should be of low enough ground pressure that soil disturbance will be kept to an absolute minimum. The soil should not be disturbed with the mulching or mowing head. The project should be conducted during the dry season. Any soil moisture due to flooding or rain events will be assessed by the Project Leader, Contracting Officer Representative and/or the Government Representative to determine if the project area is to wet. Excessive soil disturbance will be determined by the Project Leader, Contracting Officer Representative and/or Government Representative. In general, any rutting will be considered excessive.

The majority of the treatment area received a timber harvest between 4 to 6 years ago. The treatment area was also prescribed burned approximately 2 years ago. The majority of the woody vegetation within the treatment area, on average could be considered “light to moderate”. Prospective contractors are encouraged to conduct a site visit prior to bidding to form their own assessment as to the level of fuel/vegetation loading and resulting work and conditions that affect cost of performance required to masticate the treatment area. It is impractical to determine by other means the exact nature of work and the work conditions under which the contract will be executed. The submission of a bid is considered certification that the site has been inspected and nature of work has been determined. Site visits and/or tours can be scheduled by calling the Government Representative or visiting the Refuge prior to submitting a bid.

All off-road equipment used for this contract shall be inspected by the Government Representative for the presence of invasive weed seeds or propagates prior to being off loaded at the Refuge. Off-road equipment includes mastication machine and any support off-highway utility vehicles, but does not include services trucks, pickup trucks, over the road transport trucks etc. All off-road equipment shall be cleaned with a pressure washer prior to arriving at the Refuge to remove all soil, plant parts, seeds vegetative matter, or other debris which could hold seeds. The visual inspection will be conducted by the Government Representative and will focus on, but not be limited to air breathers, tracks or tires, frame openings, floor plates or other areas that can trap seeds. If seeds, clumps of soil or propagates are found the equipment will not be off-loaded and the contractor will be required to remove the equipment from the Refuge and wash it before engaging in contract implementation.

The treatment area lies in the Union County portion of Felsenthal NWR. Any permission necessary to access the refuge using private roads will be the responsibility of the permittee.

All work is subject to inspection by Government Representative during and after the Contractors operation. Unsatisfactory work shall be corrected promptly at no expense to the government.

1.5 Period of Performance: The period of performance shall begin on September 1, 2023 and end on November 30, 2023. A 7 (seven) day period starting on or around October 19th, 2023, will be excluded from the performance period for a managed, muzzleloader, deer quota hunt.

All work must cease for this 7-day period and machines removed from treatment area.

Work may be postponed due to inclement weather, high water, high wildfire danger or to prevent adverse impacts to the soils and access roads or for the convenience to the government. The government may allow an extension of the contract term if it is determined that the contractor could not complete the contract within the normal contract period due to excessive inclement weather or government caused delays that exceed a total of 14 days. The preferred time period for completing the contract work is summer to early fall due to wet soil conditions associated with winter and spring rainy season and the endangered red-cockaded woodpecker breeding season (April-July).
