SCOPE OF WORK (SOW)

Invasive Species Control & Treatment Stewart B. McKinney National Wildlife Refuge

1. GENERAL INFORMATION

1.1 Introduction.

This contract outlines the invasive species work of common reed (Phragmites australis) treatment on the Falkner Island Unit of Stewart B. McKinney National Wildlife Refuge, located 3-miles off the coast of Guilford, Connecticut (see Figure 1).

Stewart B. McKinney National Wildlife Refuge (SBMNWR) is seeking a contractor to treat common reed (Phragmites australis) for two years on Falkner Island during the period when the endangered species that breeds there is not present. All work will take place before April 30th and/or after August 31st for two consecutive years (during the workweek only Monday thru Friday). Due to permitting constraints work most likely won’t begin until 2024. Work shall consist of furnishing all equipment, labor and materials necessary to accomplish the specified vegetative control and treatment. Access to the island is only accessible by boat. Access will be provided to the contractor by refuge staff and shall be coordinated with the Technical Project Officer.

Currently, there is just under an acre (~0.9528 acres) of common reed in 5 distinct populations around the island (see Figure 2). All populations are on the island’s steep slopes, and some extend onto beaches, island shelves, and to the top of the island. These populations are not accessible by ATV or any sort of machinery due to the topography of the island. Work must be done on foot with a backpack sprayer.

Additional methods can be proposed to Technical Project Officer. Other vegetation may need to be cleared to gain access to the common reed populations. There are no water sources available at the site.

Any herbicide formulations will be limited to chemicals listed in Table 1 and Table 2 attached.

SBMNWR requires that the contractor successfully control common reed (Phragmites australis) and reduce the population by at least 75%.

1.2 Objectives.

SBMNWR requires that the contractor successfully control common reed (Phragmites australis) and reduce the each of the five populations by at least 75% over the two-year period. If less than 75% control is achieved, contractor will treat the common reed on Falkner Island again during the third year and after August 31st, at no expense to the Service. The Contracting Officer Representative (refuge biologist) will be responsible for documenting that less than 75% of the common reed was effectively treated. Surveys will happen in the early growing season of the third year and will contact the contractor by May 15th of that year if additional treatment is needed.

Scope of Work - Page 2 of 11

1.3 Scope.

The contractor will:

• Treat all common reed (Phragmites australis) on Falkner Island for two consecutive years with a goal of reducing each of the five populations by at least 75%.

• Only use herbicides listed in Table 1 and Table 2 attached.

• Work (weekdays only) before April 30th and/or after August 31st. No work or island visits will occur during the terns’ breeding season or on Federally recognized holidays.

• Coordinate transportation with the refuge and understand that planned dates may change due to weather, waves, or staffing issues.

• Provide refuge staff with Connecticut state herbicide applicator license number(s) issued by the

Connecticut Department of Energy and Environmental Protection and names of applicators for the pesticide use permit and annual reporting.

• Provide refuge staff with the name of the herbicide chosen, the concentration that will be used, the amount that was used, and any other information needed for the pesticide use permit and annual reporting. Any information needed for the pesticide use permit must be given to the refuge at least 120 days before the start of any use of herbicides on the island to allow for permitting procedures.

• Include a performance guarantee in your bid that addresses treatment success and reciprocal damage.

• The Contractor will follow all federal, state, and local laws concerning the use of herbicides.

• The Contractor shall be responsible for compliance with all provisions of Occupational Safety and

Health Administration (OSHA) requirements 29 CFR 1910 and 29CFR 1926 during the performance of the work.

The refuge will:

• Complete the Pesticide Use Permit (PUP) that is required by the agency before work can occur.

• If requested, schedule site visits for contractors to see the site before work begins.

• Provide transportation to and from the island for the contractor via Government owned boat

• Notify the public via signage, social media, and the refuge’s website to give notice of site closures and information about the project.

• Walk the site with the contractor at the end of each year of the project to verify that all work has been completed.

• Be available for any site/project information that is needed. The contractor may contact Kris

Vagos, Refuge Wildlife Biologist, at 860-304-8977 or Rick Potvin, Refuge Manager, at 860-961- 4247.

Additional Information about Site and Project Logistics:

There are a number of site factors that will affect the timing and equipment that can be used during the project. The contractor is responsible for assuring the project is completed on schedule given all of these site conditions. Environmental conditions include tides, weather, substrate/beaches, and proximity to open water. The populations are also on steep slopes of the island. The refuge will need all chemical information at least 120 days prior to treatment on island to apply for permits.

Scope of Work - Page 3 of 11

1.4 Period of Performance.

All work will take place before April 30th and/or after August 31st for two consecutive years (during the workweek only Monday thru Friday). Due to permitting constraints work most likely won’t begin until 2024.

Common reed control (Phragmites australis) will take place April 30th and/or after August 31st over two consecutive calendar years. Work will not take place on weekends. Any work on the island during the winter (December, January, and February) will need to be proposed to and approved by the Technical Project Officer.
