About this file
This document is a Request for Proposal (RFQ) for the procurement of prairie seed for the Upper Mississippi River National Wildlife and Fish Refuge (NWFR) and the Driftless Area National Wildlife Refuge (NWR) in Wisconsin.
The solicitation seeks to establish diverse native prairies on two refuge units through the purchase of multiple seed mixes, including a pollinator mix, a dry prairie mix, a dry forb enhancement mix, a mesic prairie mix, and a wet meadow mix. The total quantity of seed required is detailed across five attached spreadsheets. Key requirements include contractor-provided seed test reports, certificates of compliance, and delivery of all seed by October 15, 2024. Award will be made to the responsible offeror whose submittal documents, including ability to meet specifications, price per Pure Live Seed pound, and delivery schedule, provide the best value to the government. This is an unrestricted procurement under NAICS code 115310 with a $2.5M small business size standard.

Contract Specialist renee_babineau@fws.gov, by the RFQ closing date and time
Interested businesses are strongly encouraged to submit their quotation on the RFQ Standard Form
(SF) 1449, and provide all supporting documents, as necessary by the due date and time indicated in Block 8.
An award will be made to the Contractor whose submittal documents conform to the requirements as described in this solicitation and who, based on a subjective assessment from the Government, offers the best value to include ability to meet specifications including the origin of the seed, price per PLS pound, and favorable delivery schedule. The Government reserves the right to award a contract to other than the lowest priced offer if, in its judgment, a more favorable delivery schedule or specification outweighs the price difference.
