This announcement constitutes the solicitation.

Quotations are being requested for the requirement described below.

Solicitation No. 140FS126Q0208 is issued as a Request for Quotations (RFQ) for herbicide application services at the Saddle Mountain Unit of Hanford Reach National Monument in Grant County, Washington. This acquisition is a Total Small Business Set-Aside. The Government intends to issue one firm-fixed-price purchase order.

1. Request for Quotation The Government intends to issue a firm-fixed-price purchase order to the responsible small business quoter whose quotation conforms to the solicitation and represents the best value to the Government, price and other factors considered.

A quotation is not an offer. The Government's issuance of a purchase order in response to a quotation constitutes the Government's offer. A binding contract is formed when the supplier accepts the purchase order in writing or commences substantial performance.

2. Requirement The Government requires commercial herbicide application services for approximately 2,944 contiguous acres of burned shrub-steppe habitat within the Saddle Mountain Unit. The work includes application of Government-furnished indaziflam and imazapic at the rates established in the SOW, using equipment that causes no ground disturbance, together with Contractor-furnished water, adjuvants, equipment, personnel, staging/support, GPS/GIS treatment documentation, and application records. Complete requirements are contained in Attachment 1, Statement of Work. The firm-fixed-price quotation format is provided in Attachment 2, Bid Schedule.

3. Contracting Authority Only the Contracting Officer is authorized to make contractual changes or authorize work outside the awarded scope.

Government technical personnel may coordinate access, scheduling, application timing, inspections, review of deliverables, and routine technical matters but are not authorized to change scope, price, terms, or period of performance. Oral direction does not modify the purchase order.

4. SAM Registration Quoters must be registered, active, and eligible for award in the System for Award Management (SAM.gov) at the time required for award. Quoters shall provide their Unique Entity Identifier (UEI) with their quotation.

5. Questions Questions shall be submitted by email only to Oscar Orozco at oscar_orozco@ios.doi.gov no later than September 15, 2026, 1600 Pacific. Oral explanations or instructions are not binding. Only a written amendment issued by the Contracting Officer may modify this solicitation.

6. Evaluation Factors and Basis for Award - Best Value The Government will evaluate quotations using the streamlined procedures of RFO FAR Part 12. Award will be made to the responsible small business quoter whose quotation conforms to the solicitation and represents the best value to the Government, considering Technical Capability/Relevant Experience, Past Performance, and Price. Formal numerical scoring, adjectival ratings, an evaluation plan, and establishment of a competitive range will not be used.

6.1 Technical Capability / Relevant Experience

The Government will comparatively evaluate the extent to which the quoter demonstrates relevant experience and capability performing herbicide or pesticide application services comparable to this requirement, including work under environmental and site constraints, compliance with required application rates and pesticide-label requirements, and GPS/GIS treatment tracking and documentation. The Government will also consider whether the quotation demonstrates the ability to meet the SOW mobilization and Washington licensing/qualification requirements. The application method is not prescribed; aerial experience is not required unless the quoter proposes an aerial method.

6.2 Past Performance

The Government will evaluate relevant past performance using vendor-provided references and other reasonably available information. The Government may consider quality, timeliness, successful completion, compliance with application requirements, and customer satisfaction. The Government is not required to contact every reference. A quoter with no relevant past performance will be evaluated neutrally and will not be penalized solely for lacking a relevant performance record. Favorable relevant past performance may constitute a comparative advantage.

6.3 Price

The Government will evaluate the firm-fixed unit price per acre and total evaluated price for approximately 2,944 acres and determine whether the price is fair and reasonable.

6.4 Relative Importance and Award

Technical Capability/Relevant Experience and Past Performance, when combined, are approximately equal in importance to Price. The Government may select a higher-priced quotation when a meaningful non-price advantage warrants the additional price. As quotations become more comparable under the non-price factors, price will become increasingly important. The Government will not pay a price premium when the comparative non-price advantage does not justify the additional cost. The Government may communicate with quoters as necessary to conduct an efficient evaluation and may request clarification or revised quotations when appropriate under RFO FAR Part 12. The procedures of FAR Part 15 do not apply to this comparative evaluation.

7. Quotation Submission Requirements Quotations shall be submitted electronically to Oscar Orozco at oscar_orozco@ios.doi.gov and must be received no later than September 17, 2026, 1600 Pacific. Quotations should be concise and contain only the information necessary for evaluation.

• Completed Attachment 2, Bid Schedule, including the firm-fixed unit price per acre and total evaluated price for approximately 2,944 acres.

• Legal business name, address, point of contact, telephone number, email address, UEI, and confirmation of active SAM registration.

• For the projects identified, provide a customer point of contact, telephone number, and email address, if available, for past-performance purposes.

• Briefly describe the quoter’s capability to perform the SOW, including compliance with required application rates and environmental restrictions, GPS/GIS treatment tracking and documentation, ability to mobilize within the SOW timeframe, and possession of, or ability to obtain before performance, all licenses, certifications, and qualifications required to legally perform the work in Washington.

• Identify any exception or deviation from the solicitation or SOW. If none, state "No Exceptions."

Lengthy technical proposals, management plans, staffing plans, resumes, photographs, and other documentation not specifically requested are not required.

8. Period of Performance Herbicide application shall occur in late summer/early fall 2026 after sufficient moisture has triggered fall germination of annual grasses anticipated award date is by 09/28/2026. ATTACHMENT 1 - STATEMENT OF WORK

STATEMENT OF WORK

Application of Herbicides to Control Invasive Annual Grasses

Central Washington National Wildlife Refuge Complex

Saddle Mountain Unit, Hanford Reach National Monument

1. General

1.1 The U.S. Fish & Wildlife Service, Central Washington National Wildlife Refuge Complex, 64 Maple Street, Burbank, WA 99323 (hereafter Complex) has a requirement to apply indaziflam and imazapic herbicides and appropriate adjuvants to approximately 2,944 contiguous acres of burned shrub-steppe habitat using equipment with no ground disturbance.

Rejuvra® (indaziflam) at 5 fluid ounces/acre and Plateau® or equivalent (imazapic) at 5 fluid ounces/acre shall be applied with an appropriate nonionic surfactant and any additional adjuvants necessary or appropriate to achieve a pesticide label-compliant and industry-standard application. Additional adjuvants may include, but are not limited to, drift control agents, deposition aids, water conditioning agents, anti-foaming/defoaming agents, compatibility agents, or other additives consistent with pesticide labeling, application equipment, environmental conditions, and treatment objectives. The spray mix volume, including water, shall be at least 5 gallons/acre. The application will be done in late summer/early fall of 2026.

1.2 Herbicides are being applied primarily to control cheatgrass (Bromus tectorum). Cheatgrass is known to occur at varying densities throughout the burned area. The goal of the treatment is to control existing and germinating annual grasses within the fire perimeter, to protect and restore the biological integrity of the remaining native plant communities, and to ultimately improve the resiliency of these communities to wildfire.

1.3 Contractors must have all necessary qualifications for herbicide application in the State of Washington.

2. Place of Performance and Period of Performance

2.1 Herbicides are to be applied within the Complex-designated polygon on the Saddle Mountain Unit of Hanford Reach National Monument (Grant County, WA). The application area is north of Hwy 24, south of the Wahluke Branch Canal, and east of Wahatis Wasteway. The approximate center point of the treatment polygon is latitude 46.751895; longitude - 119.550148.

2.2 See attached map showing the location of the treatment area.

2.3 Herbicides shall be applied in the late summer/early fall of 2026, after sufficient moisture has been received to trigger fall germination of annual grasses. The trigger-point determination will be made in coordination with Complex personnel.

The Contractor and Complex personnel will coordinate as weather conditions change and moisture becomes more regular.

Once notified by the Government that conditions are suitable for application, the Contractor shall be capable of mobilizing within 48–72 hours. All applications must be completed before December 1, 2026.

2.3.1 The project area is approximately 650–950 feet ASL, in the Pasco Basin, south of the Saddle Mountain ridge.

2.3.2 Weather conditions can be variable and could include high temperatures and/or constant and gusty winds. These conditions can delay implementation and/or completion of the project.

2.4 Normal duty hours are Monday through Friday, 8:00 a.m. – 4:30 p.m. Because application is weather dependent, work may be performed outside normal duty hours, including weeknights, weekends, and Government holidays, when necessary to take advantage of suitable application conditions, subject to advance coordination with Complex personnel. In the event of emergencies, the Contractor shall provide contact information.

3. Scope

3.1 The Contractor shall apply a tank mix of indaziflam herbicide (e.g., Rejuvra®, EPA Reg. No. 432-1613), imazapic herbicide (e.g., Plateau®, EPA Reg. No. 241-365), a nonionic surfactant (NIS), and any additional adjuvants necessary or appropriate to achieve a pesticide label-compliant and industry-standard application to approximately 2,944 acres of burned habitat within a GIS polygon provided by the Complex.

The Contractor shall apply indaziflam herbicide at a rate of 5 fl oz/acre and imazapic herbicide at a rate of 5 fl oz/acre. A nonionic surfactant and any additional adjuvants shall be applied at manufacturer label rates and in accordance with industry-standard application practices. Applications shall be made with sufficient water to achieve a minimum spray volume of 5 gallons per acre. The Contractor shall follow all label guidance for spray pressures, nozzle and droplet sizes, and other application specifications. Treatment shall only be conducted when wind speeds are less than 10 mph, as measured at the application site. The Contractor shall monitor wind conditions throughout treatment to ensure applications are not performed when wind speeds exceed this maximum.

3.2 The Contractor shall furnish all adjuvants and additives necessary to produce a pesticide label-compliant and industry-standard application, including, but not limited to, an appropriate nonionic surfactant, drift control agents, deposition aids, water conditioning agents, anti-foaming/defoaming agents, compatibility agents, or other additives consistent with application requirements and treatment objectives.

The Contractor shall provide water, equipment to meter chemicals and spray mixtures, and all mixing and loading equipment necessary to complete the application. Water hauling services may be required depending upon arrangements secured by the Contractor. Equipment and personnel must be able to work at a site without electrical service, water hookups, hangar facilities, or aircraft tie-down facilities.

3.3 The Contractor must be capable of calibrating application equipment to meet the final application rate specifications. All application equipment used for treatment, including aircraft if aerial application methods are used, shall be equipped with GPS tracking equipment capable of documenting application locations and, if applicable, flight paths. GPS data shall be provided in a format that allows the Contractor and agency to review application progress and generate GIS shapefiles documenting treatment areas and flight paths, if applicable.

3.4 The Contractor shall provide adequate personnel for loading and dispersing the chemicals. All personnel and equipment to be used shall be appropriately licensed and certificated as applicable to the work. The Contractor shall be responsible for providing sufficient equipment, equipment fuel, safety items, personnel, and other needs for the full time required to complete the spray project. The Contractor shall also be responsible for checking the treatment site and access areas for hazards of any type that could impact its ability to accomplish the spraying project.

3.5 The Contractor shall make all necessary arrangements for use of facilities that may include airport runways, loading zones, and equipment and fuel storage areas, as necessary. The Contractor shall be responsible for all loading operations.

Movement of chemicals, water, and equipment in and around an operation location shall be the sole responsibility of the applicators. This may require special handling equipment, including a forklift, water truck, or pallet jack.

3.6 No Complex or Monument roads are available for use as landing strips for fixed-wing aircraft. Approved locations may be available for staging or operational support, including support of aerial application methods if used, subject to prior coordination with Complex personnel. Any use of such locations for rotor-wing aircraft operations requires prior coordination and approval by Complex personnel.

3.7 The Contractor shall provide the Technical POC with contact information for all ground personnel, and vehicle and equipment identification information (including make, model, and license and/or identification numbers) at least 48 hours before implementation of the project.

4. Deliverables and/or Delivery Schedule

4.1 The Contractor shall supply shapefiles (ESRI® format) documenting treated areas and application locations, and flight paths if aerial application methods are used.

4.2 The Contractor shall supply copies of all application logs, including, but not necessarily limited to: dates and times of application(s); trade names of applied pesticides and adjuvants, with EPA registration numbers where appropriate; actual application rates; name(s) and license number(s) of applicator(s); weather and wind conditions during application(s); and any significant interruptions, untreated areas, or deviations caused by environmental conditions or pesticide-label restrictions.

4.3 GPS files, shapefiles, and copies of application logs shall be supplied to the Technical Coordinator within 7 calendar days after completion of the application(s).

5. Data Management Plan (DMP)

The Project Lead or technical cognizant has used discretion as to whether or not a DMP is relevant and has determined it to be:

____ relevant X not relevant

6. Government-Furnished Material (GFM) / Government-Furnished Information (GFI)

6.1 The Government shall furnish the Contractor with ESRI® shapefiles and KMZ-format files of the treatment area.

6.2 The Government shall furnish the herbicide products containing the active ingredients indaziflam and imazapic for application under this contract. The Government intends to furnish slightly more herbicide than the estimated quantity required to treat the designated area at the specified application rates. Complex personnel will coordinate with the Contractor to transfer the Government-furnished herbicide before application.

The Contractor shall furnish all other components of the spray mixture necessary to produce a pesticide label-compliant, industry-standard pesticide application. These materials may include, but are not limited to, an appropriate nonionic surfactant (NIS), drift control agents, deposition aids, water conditioning agents, anti-foaming/defoaming agents, compatibility agents, and any other additives necessary to achieve an effective and label-compliant application under prevailing site and environmental conditions and treatment objectives.

Any unused Government-furnished herbicide shall be returned to the Complex. The Contractor shall be responsible for proper disposal of empty herbicide containers in accordance with applicable pesticide labeling and applicable laws and regulations, unless otherwise coordinated with and accepted by the Complex.

If necessary, the Contractor may stage a water tender at the treatment site, subject to prior coordination with USFWS staff to identify an acceptable location.

7. Inspection and Acceptance

7.1 Government acceptance will be based on the Contractor’s compliance with the required application rates, treatment coverage, environmental and application conditions, and required GPS/GIS and application records. Acceptance will be based on proper application and documentation rather than a guaranteed level of subsequent vegetation-control effectiveness.

7.2 Adequate treatment coverage shall be determined through GPS data, GIS shapefiles, application records, and Government observations, as applicable. Areas not treated because of changing environmental conditions, pesticide-label restrictions, Government direction, or other conditions beyond the Contractor’s control shall be identified and documented.

7.3 If GPS/GIS data or other application records identify material gaps or missed areas resulting from Contractor error, the Contractor shall coordinate with the Government and retreat the affected areas at no additional cost when retreatment remains pesticide-label compliant, environmentally appropriate, and can be accomplished within the authorized treatment period. Areas that could not be treated because of environmental conditions or pesticide-label restrictions shall be addressed in coordination with the Government.

In addition to the requirements of 52.212-1, quoters shall submit: (1) a completed Bid Schedule providing the firm-fixed unit price per acre and total evaluated price for treatment of approximately 2,944 acres; (2) a brief description of up to three relevant projects completed or substantially performed within the past five years involving comparable herbicide or pesticide application services, including the customer, approximate performance dates, a brief description of the work, and why it is relevant; (3) a brief description of technical capability sufficient to demonstrate the ability to successfully perform the SOW, including compliance with required application rates and environmental restrictions, GPS/GIS treatment tracking and documentation, ability to meet the required mobilization and performance period, and possession of, or ability to obtain before performance, all licenses, certifications, and qualifications required to legally perform the work in the State of Washington; (4) for the relevant projects identified, a customer point of contact, telephone number, and email address, if available, for past-performance purposes; (5) the quoter's legal business name, business address, Unique Entity Identifier (UEI), point of contact information, and active SAM.gov registration; and (6) any assumptions, exceptions, or clarifications.

If none, state "No Exceptions." Additional lengthy technical narratives, management plans, staffing plans, resumes, photographs, or other documentation are not required unless the quoter believes the information is necessary to explain its quotation. The Government does not require a particular application method.

(End of addendum)

52.212-2 Evaluation-Commercial Products and Commercial Services (DEVIATION MAR 2026)

(a) The Government will evaluate quotations using the simplified procedures of RFO FAR Part 12. Award will be made to the responsible small business quoter whose quotation conforms to the RFQ and represents the best value to the Government, considering Technical Capability/Relevant Experience, Past Performance, and Price. Technical Capability/Relevant Experience and Past Performance, when combined, are approximately equal in importance to Price.

The Government may use a comparative evaluation of quotations in accordance with RFO FAR 12.203(c)(2). Formal point scoring, adjectival rating scales, an evaluation plan, and establishment of a competitive range will not be used.

Technical Capability/Relevant Experience. The Government will comparatively evaluate the extent to which the quoter demonstrates relevant experience and capability to successfully perform the SOW, including comparable herbicide or pesticide application services, performance under environmental and site constraints, compliance with required application rates and pesticide-label/licensing requirements, GPS/GIS treatment tracking and documentation, and ability to meet the SOW mobilization and performance requirements. The Government may consider the relevance, similarity, scope, complexity, and recency of the demonstrated experience. The Government does not require a particular application method, and aerial experience is not required unless the quoter proposes an aerial method.

Past Performance. The Government will evaluate relevant past performance using vendor-provided references and other reasonably available information. The Government may consider quality, timeliness, successful completion, compliance with application requirements, customer satisfaction, and other information relevant to the likelihood of successful performance. The Government is not required to contact every reference. A quoter with no relevant past performance will be evaluated neutrally and will not be evaluated favorably or unfavorably solely because of the absence of relevant past performance. Favorable relevant past performance may constitute a comparative advantage.

Price. The Government will evaluate the firm-fixed unit price per acre and total evaluated price for the approximately 2,944-acre requirement. The Contracting Officer will determine whether the price is fair and reasonable based primarily on competition and may consider other relevant pricing information available to the Government. Price is not expected to be scored.

(b) The Government may consider information contained in the quotation and other reasonably available information in evaluating Technical Capability/Relevant Experience, Past Performance, Price, and responsibility. The comparative evaluation is not subject to FAR Part 15 procedures and does not require a competitive range, formal discussions, or scoring.

(c) A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is an offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.

Basis for Award. The Government will make a best-value determination by comparatively evaluating quotations against one another under the stated factors. The Government may select a higher-priced quotation when a meaningful non-price advantage warrants the additional price. As quotations become more comparable under the non-price factors, Price will become increasingly important and may become the determining factor for award. The Government will not pay a price premium when additional non-price advantages do not provide sufficient value to the Government. The Government intends to evaluate quotations and issue award without requesting revisions; however, the Government may seek clarifications or request additional information when necessary under the streamlined procedures of RFO FAR Part 12.
