This announcement constitutes the only solicitation. Quotations are being requested, and a separate written solicitation will not be issued.
Solicitation No. 140FS126Q0207 is issued as a Request for Quotations (RFQ) for brand-name-or-equal window frame hardware, insect screens, and blinds for employee quarters at Yukon Delta National Wildlife Refuge in Bethel, Alaska. This acquisition is a Total Small Business Set-Aside. The Government intends to issue one firm-fixed-price purchase order.
1. Request for Quotation The Government intends to issue a firm-fixed-price purchase order to the responsible small business quoter submitting the lowest-priced technically acceptable quotation, provided the price is determined fair and reasonable.
A quotation is not an offer. The Government's issuance of a purchase order in response to a quotation constitutes the Government's offer. A binding contract is formed when the supplier accepts the purchase order in writing or commences substantial performance.
2. Requirement The Government requires commercial window components for nine employee residences at Yukon Delta National Wildlife Refuge, including 135 metal turn/tilt hardware kits, 135 full-height extruded-frame cam-locking insect screens, and 198 bottom-up/top-down blinds, of which 63 shall be blackout blinds. Products are specified on a brand-name-or-equal basis and must satisfy the compatibility and salient-characteristic requirements in Attachment 1.
The complete requirements are contained in Attachment 1, Salient Characteristics / Product Requirements - Window Frame Hardware, Blinds, and Screens. The Contractor is responsible for confirming and verifying final measurements and ensuring that all furnished components fit and function with the existing Alaska Window Company tilt-turn windows. The Contractor shall obtain and verify the exact measurements required for screens and blinds at the site in Bethel, Alaska. All products shall be delivered no later than February 28, 2027.
The line-item schedule, firm-fixed-price quotation format, and technical capability confirmations are provided in Attachment 2.
Quoters shall complete and submit Attachment 2 with their quotation. Quoters proposing an equal product shall provide the product information required by Attachment 2 sufficient to demonstrate compliance with the applicable salient characteristics.
3. Contracting Authority Only the Contracting Officer is authorized to make contractual changes or authorize requirements outside the awarded scope.
Government technical personnel may coordinate measurement access, scheduling, inspection, product-submittal review, delivery, and routine technical matters but are not authorized to change scope, price, terms, or delivery requirements. Oral direction does not modify the purchase order. The Contractor shall not perform additional work or furnish substituted products outside the awarded requirements without prior written authorization from the Contracting Officer.
4. Labor Standards This requirement is principally for commercial products. No separate Service Contract Labor Standards wage determination is included with this solicitation.
5. Measurement Visit The awarded Contractor shall obtain and verify the exact measurements required for the screens and blinds at the site in Bethel, Alaska, in accordance with Attachment 1. The Government will coordinate reasonable access after award. All travel, transportation, lodging, and other costs necessary to accomplish required measurement verification shall be included in the quoted firm-fixed price.
6. SAM Registration Quoters must be registered, active, and eligible for award in the System for Award Management (SAM.gov) at the time required for award. Quoters shall provide their Unique Entity Identifier (UEI) with their quotation.
7. Questions Questions shall be submitted by email only to Oscar Orozco at oscar_orozco@ios.doi.gov no later than Monday, September 14, 2026, at 12:00 p.m. Pacific Time. The Government may provide responses without identifying the source of the question. Oral explanations or instructions are not binding. Only a written amendment issued by the Contracting Officer may modify this solicitation.
8. Evaluation Factors and Basis for Award - LPTA The Government will evaluate quotations using the streamlined procedures of RFO FAR Part 12. Award will be made to the responsible small business quoter submitting the lowest-priced technically acceptable quotation, provided the quotation conforms to the solicitation and the price is determined fair and reasonable.
8.1 Technical Acceptability
Technical Acceptability will be evaluated as Acceptable or Unacceptable. A quotation will be Acceptable when the completed Bid Schedule and Technical Capability Confirmations demonstrate that the quoter meets every minimum requirement identified in Attachment 2. For any product proposed as an equal, the quotation must include sufficient manufacturer/product information to demonstrate compliance with the applicable salient characteristics and compatibility requirements. A No response, failure to provide a required response or required equal-product information, or a material exception may render the quotation Unacceptable and ineligible for award. No additional credit will be provided for exceeding the minimum requirements.
8.2 Price
The Government will evaluate the total firm-fixed price for all CLINs. The quoted price shall include all products, materials, packaging, freight, transportation, travel and costs associated with required on-site measurement verification, product submittals, warranties, delivery, overhead, profit, and incidental costs necessary to satisfy the complete requirement. The Contracting Officer will determine whether the price is fair and reasonable using quotations received and other relevant information available to the Government.
8.3 Evaluation Order and Award
The Government intends to evaluate the lowest-priced quotation first for technical acceptability. If that quotation is technically unacceptable, the Government may evaluate the next lowest-priced quotation and continue until a technically acceptable quotation is identified. No price/technical tradeoff will be made. The Government may request clarifications, obtain information necessary to evaluate a quotation, or request revised quotations when appropriate under RFO FAR Part 12 streamlined procedures. The Government is not obligated to request revisions or provide a quoter an opportunity to correct an unacceptable quotation.
9. Quotation Submission Requirements Quotations shall be submitted electronically to Oscar Orozco at oscar_orozco@ios.doi.gov and must be received no later than Thursday, September 17, 2026, at 4:00 p.m. Pacific Time.

ATTACHMENT 1 - SALIENT CHARACTERISTICS / PRODUCT REQUIREMENTS
SALIENT CHARACTERISTICS / PRODUCT REQUIREMENTS
Window Frame Hardware, Blinds, and Screens
Brand Name or Equal
• General:
• Overview:
Yukon Delta National Wildlife Refuge manages multiple residential structures as employee quarters in Bethel, AK. Nine (9) of these nearly identical two-story houses require new window frame hardware, blinds, and screens on both floors. Bethel is approximately 400 air miles west of Anchorage, Alaska. Bethel has no road access and materials are received by air or sea. Our headquarters building is at 807 Chief Eddie Hoffman HWY, Bethel, AK 99559. The Government requires the products described in these Salient Characteristics / Product Requirements.
• Purpose/End Application:
The floorplans are the same for all nine houses needing components, just swapped/flipped pending location (see Attachments 1-2). The windows throughout these quarters are tilt-turn style frames and were manufactured by Alaska Window Company in Fairbanks in the mid 1980s (hereafter Alaska Windows). The frames themselves were very well constructed (vinyl with metal banding) and are still usable and in good shape. Unfortunately, that company is out of business now and many of the turn/tilt hardware components are starting to break down over years of use. Since the frames are still viable, we have identified and tested a replacement hardware kit for these window frames. Additionally, we have found replacement screens with a newer cam-lock design that are manufactured to work with these windows. Lastly, we will need blinds for our windows that operate with the turn/tilt action of the windows. We have identified a blind that is made for turn/tilt style windows. There will be substantial cost savings by refurbishing our current windows compared to purchasing entire new window frame sets.
• Product Compatibility Requirements:
Contractor shall provide window components that are compatible with and function properly with the older style Alaska Windows that are no longer manufactured. For any product offered as an equal, the Contractor shall demonstrate that the product meets the applicable salient characteristics in Section 3 and is fully compatible with the existing Alaska Window Company tilt-turn window assemblies without requiring replacement or modification of the existing window frames.
• Other: Structural drawing and photos are attached as Attachment 1 and Attachment 2 respectively. Attachment 1, Figures 5 through 8, provide exterior-wall visual references for the existing residential structures.

To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4, Terms and Conditions – Commercial Products and Commercial Services, included in commercial contracts. The IPP website address is: https://www.ipp.gov.

The Contractor Government Business Point of Contact, as listed in SAM, will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis within 3–5 business days of the purchase order award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk at IPPCustomerSupport@fiscal.treasury.gov or (866) 973-3131.

52.222-90 Addressing DEI Discrimination by Federal Contractors (MAR 2026) (DEVIATION MAY 2026)
(a) Definitions. As used in this clause— Program participation means membership or participation in, or access or admission to:
training, mentoring, or leadership development programs; educational opportunities; clubs; associations; or similar opportunities that are sponsored or established by the contractor or subcontractor. Racially discriminatory diversity, equity, and inclusion (DEI) activities means disparate treatment based on race or ethnicity in the recruitment, employment (e.g., hiring, promotions), contracting (e.g., vendor agreements), program participation, or allocation or deployment of an entity's resources. (b) In connection with the performance of work under this contract, the Contractor agrees as follows: (1) The Contractor will not engage in any racially discriminatory DEI activities; (2) The Contractor will furnish all information and reports, including providing access to books, records, and accounts, as required by the Contracting Officer, for purposes of ascertaining compliance with this clause; (3) In the event of the Contractor's or a subcontractor's noncompliance with this clause, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor or subcontractor may be declared ineligible for further Government contracts;
(4) The Contractor will report any subcontractor's known or reasonably knowable conduct that may violate this clause to the Contracting Officer and take any appropriate remedial actions directed by the Contracting Officer; and (5) The Contractor will inform the Contracting Officer if a subcontractor sues the Contractor and the suit puts at issue, in any way, the validity of this clause. (6) The Contractor recognizes that compliance with the requirements of this clause are material to the Government's payment decisions for purposes of 31 U.S.C. 3729(b)(4) (c) The Contractor must include the substance of this clause, including this paragraph (c), in subcontracts at any tier, including those for commercial products and commercial services, except those where the place of delivery or performance is outside the United States. D. Solicitation Provisions
52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2021) (DEVIATION MAR 2026)
(a) The Government will award a purchase order resulting from this solicitation to the responsible small business quoter whose quotation conforms to the solicitation and represents the lowest-priced technically acceptable quotation, provided the price is determined fair and reasonable. The following factors shall be used to evaluate quotations: Technical Acceptability and Price.
Technical Acceptability will be evaluated on an Acceptable/Unacceptable basis. A quotation will be rated Acceptable when the completed Attachment 2, Bid Schedule and Technical Capability Confirmations, demonstrates that the quoter meets every minimum technical requirement identified in Attachment 2. For any product proposed as an equal, the quotation must include sufficient manufacturer/product information to demonstrate compliance with the applicable salient characteristics and compatibility requirements. A No response to a required confirmation, failure to provide a required response or required equal-product information, or a material exception to the solicitation or Attachment 1 may render the quotation Unacceptable and ineligible for award.
The Government will evaluate the total firm-fixed price for CLINs 0001 through 0003. The quoted price shall include all products, materials, packaging, freight, transportation, travel and costs associated with required on-site measurement verification, product submittals, warranties, delivery, overhead, profit, and incidental costs necessary to satisfy the complete requirement.
The Government intends to evaluate the lowest-priced quotation first for technical acceptability. If that quotation is determined technically unacceptable, the Government may evaluate the next lowest-priced quotation, and so on, until a technically acceptable quotation is identified. Among technically acceptable quotations, award will be made to the quoter offering the lowest evaluated total firm-fixed price determined fair and reasonable. No tradeoffs will be made, and the Government will not pay a price premium for exceeding the stated requirements.
(b) Options. Not applicable.
(c) A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is an offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.
(End of provision)
