1. Solicitation Contracting Office: Department of the Interior, U.S. Fish and Wildlife Service, Acquisitions Team, Goods & Services, Acquisition Operations.
This requirement is being procured, and award will be made, using the simplified procedures for commercial services under Revolutionary FAR Overhaul (RFO) FAR Part 12, Acquisition of Commercial Products and Commercial Services, including RFO FAR 12.201-1. The Government intends to issue a firm-fixed-price purchase order. Quotes from vendors unable to accept purchase orders will not be considered for award. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.
This notice constitutes the solicitation for this requirement. The Government is soliciting quotations for Automatic Transfer Switch (ATS) Programmable Logic Controller (PLC) Repair, Replacement, and Monitoring Upgrades at Spring Creek National Fish Hatchery, Underwood, Washington. This acquisition is a Total Small Business Set-Aside.
All responsible small business concerns eligible under the stated set-aside may submit a quotation, which will be considered by the Government.
A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is the Government's offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.
2. Requirement The Contractor shall furnish all qualified labor, supervision, equipment, replacement equipment, parts, materials, supplies, tools, transportation, testing instruments, programming tools, and incidental services necessary to replace the failed ATS PLC; repair or replace other ATS components as necessary for compatibility and proper operation;
restore phase monitoring, manual and automatic generator testing with load transfer, and existing alarm-system communication; repair or replace three PM800 displays; perform functional testing and commissioning; and provide required documentation in accordance with Attachment 1 - Performance Work Statement (PWS).
The quoted firm-fixed price shall include all labor, equipment, materials, replacement components, programming, testing, travel, documentation, and other costs necessary to complete the PWS and deliver a fully functional and accepted ATS/PLC system.
3. Contract Type and Period of Performance The Government anticipates award of one firm-fixed-price purchase order. Performance shall begin following award and required pre-performance coordination. Physical repair, replacement, programming, testing, and commissioning work shall be completed no later than July 31, 2027. Updated drawings and the final report shall be submitted no later than August 31, 2027, unless otherwise authorized in writing by the Contracting Officer.
Normal onsite work hours are Monday through Friday, 7:00 a.m. through 4:00 p.m., excluding Federal holidays, unless otherwise approved to coordinate with hatchery operational needs.
4. Service Contract Labor Standards The Service Contract Labor Standards apply to this requirement. The applicable U.S. Department of Labor wage determination for the place of performance will be included as Attachment 4 and incorporated into the resulting purchase order. Quoters are responsible for accounting for all applicable wage and fringe benefit requirements in their firm-fixed prices.
5. Questions and Site Visit Information Questions regarding this solicitation shall be submitted by email to Oscar Orozco at Oscar_orozco@ios.doi.gov no later than 09/08/2026 1700PM Pacific.
A site visit is available for prospective quoters and is recommended due to the existing ATS, PLC, control wiring, PM800 displays, system configuration, and potential component-compatibility conditions. Prospective quoters interested in arranging a site visit shall contact Oscar Orozco at Oscar_orozco@ios.doi.gov. Site visits are subject to Government availability and must be coordinated in advance. Participation in a site visit is not required to submit a quotation and is not a condition of eligibility for award.
Oral explanations or instructions are not binding. Only a written solicitation amendment issued by the Contracting Officer may modify the solicitation requirements.
6. Quotation Submission Quotations shall be submitted electronically to Oscar Orozco at Oscar_orozco@ios.doi.gov no later than September 11, 2026 1200PM PACIFIC TIME. Quoters shall submit only the information necessary for the Government to evaluate Technical Capability, Past Performance, and Price and make the best-value determination.
• Completed Bid Schedule showing the firm-fixed price for CLIN 0001 and total quoted price.
• A brief Technical Capability Statement describing the quoter’s approach and capability to perform the PWS, including ATS/PLC diagnostics and replacement, industrial control programming, phase-monitoring correction, PM800 repair/replacement, restoration of manual and automatic generator testing with load transfer, alarm-system communication verification, testing, commissioning, and documentation.
• A brief description of recent and relevant experience performing similar ATS, PLC, industrial controls, emergency power transfer, or comparable electrical control-system work. The quoter should identify up to three relevant projects performed within the past five (5) years, including customer/agency name, project description, period of performance, and point of contact if available.
• Past performance information for the projects identified above, including customer/agency contact information if available. The Government may consider information provided by the quoter and information obtained from other reasonably available sources.
• Confirmation that personnel performing the work are qualified and experienced with industrial ATS systems, PLC systems compatible with the existing ATS, PM800 PowerLogic systems, and NFPA 70E electrical safety, and possess any applicable licenses, certifications, or credentials required for the work performed.
• Confirmation that onsite repair, replacement, programming, testing, and commissioning can be completed no later than July 31, 2027, with updated drawings and final report submitted no later than August 31, 2027.
• Legal business name, Unique Entity Identifier (UEI), confirmation of active registration in SAM.gov, and any exceptions to the PWS or solicitation terms. If none, state "No Exceptions."
The Bid Schedule is included in Attachment 2. Quoters shall complete and submit Attachment 2 with their quotation.
The Government will evaluate the total firm-fixed price for CLIN 0001.
8. Evaluation - Best Value Comparative Evaluation 52.212-2 Evaluation - Commercial Products and Commercial Services (DEVIATION MAR 2026)
(a) The Government will evaluate quotations using the simplified procedures of RFO FAR Part 12. Award will be made to the responsible small business quoter whose quotation conforms to the solicitation and represents the best value to the Government, considering Technical Capability, Past Performance, and Price. Technical Capability and Past Performance, when combined, are more important than Price. The Government may use a comparative evaluation of quotations in accordance with RFO FAR 12.203(c)(2). Formal point scoring, adjectival rating scales, an evaluation plan, and establishment of a competitive range will not be used.
Technical Capability. The Government will evaluate how well the quoter demonstrates the capability and approach to successfully perform the PWS, including ATS/PLC diagnostics and replacement; repair or replacement of other ATS components necessary for compatibility and proper operation; PLC programming; three-phase monitoring corrections; repair or replacement of three PM800 displays; restoration of manual and automatic monthly generator testing with load transfer; maintenance of existing alarm-system communication; functional testing and commissioning; documentation; and the ability to meet the required schedule. The Government may also consider the relevance and similarity of the quoter’s recent experience to this requirement.
Past Performance. The Government will evaluate the quoter’s record of recent and relevant performance on similar work. The Government may consider the information submitted with the quotation and past performance information from other reasonably available sources. Greater relevance and a stronger record of successful performance may be viewed more favorably. A quoter without a record of relevant past performance will not be evaluated favorably or unfavorably solely on that basis.
Price. The Government will evaluate the total firm-fixed price for CLIN 0001. The Contracting Officer will determine whether the price is fair and reasonable based primarily on competition and may consider other relevant pricing information available to the Government. Price is not expected to be scored.
Basis for Award. The Government will make a best-value determination by comparatively evaluating quotations against one another under the stated factors. Award may be made to a higher-priced quoter when the Government determines that the advantages of its Technical Capability and/or Past Performance warrant the price difference.
Conversely, the Government will not pay a price premium when the additional technical or past performance advantages do not provide sufficient value to the Government. The Government intends to evaluate quotations and issue award without requesting revisions; however, the Government may seek clarifications or request additional information when necessary under the streamlined procedures of RFO FAR Part 12.
(b) The Government may consider information contained in the quotation and other reasonably available information in evaluating Technical Capability, Past Performance, price, and responsibility. The comparative evaluation is not subject to FAR Part 15 procedures and does not require a competitive range, formal discussions, or scoring.
(c) A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is the Government's offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.
9. Contracting Authority Only the Contracting Officer is authorized to make contractual changes, authorize additional work, change the scope or quantity of work, change the purchase order price, or change the period of performance. Government technical personnel may coordinate site access, scheduling, inspection, testing coordination, and routine technical matters within the awarded scope but are not authorized to alter the terms of the purchase order. The Government will not make an adjustment to the purchase order price or period of performance for unauthorized work.
10. Additional Terms
• The quoter shall be registered and active in the System for Award Management (SAM.gov) at the time of award and shall maintain required registration during performance and through final payment.
• The Government reserves the right not to make an award if doing so is determined to be in the Government's best interest.
• The resulting purchase order will incorporate the applicable solicitation provisions, contract clauses, Performance Work Statement, Bid Schedule, and Service Contract Labor Standards wage determination.
• The Contractor shall not perform work outside the awarded scope or incur additional costs on behalf of the Government without written authorization from the Contracting Officer.

Spring Creek National Fish Hatchery - Mechanical Building
PART 1 - GENERAL INFORMATION
1. General This is a non-personal services contract to provide ATS PLC Repair, Replacement, and Monitoring Upgrades at the Spring Creek National Fish Hatchery (NFH). The Government shall not exercise supervision or control over contractor personnel. Contractor personnel shall be accountable solely to the Contractor, who is responsible to the Government.
1.1 Description of Services / Introduction
The contractor shall provide all labor, materials, equipment, supervision, transportation, tools, testing instruments, programming tools, and other items necessary to perform ATS and PLC repair, replacement, and monitoring-system upgrades as described in this PWS. Services include diagnostic evaluation, PLC replacement, repair or replacement of other ATS components as necessary, PM800 display repairs, ATS functional testing, programming, documentation, and commissioning.
1.2 Background
Spring Creek NFH operates critical recirculating aquaculture systems that require continuous electrical power to sustain salmon health and survival. The Mechanical Building ATS housed within the Square D HCQ1 switchboard - is controlled by a Schneider Electric TSX PSY2600 PLC. The PLC has malfunctioned, causing:
• Failures to transfer to generator during commercial power loss
• Improper phase-loss sensing (one phase is unmonitored)
• Incorrect ATS logic behavior
• Failure of three connected PowerLogic PM800 power monitoring displays These failures jeopardize pump operation and risk catastrophic loss of fish. Corrective action is mission-critical.
1.3 Objectives
• Restore reliable ATS automatic transfer functionality
• Ensure accurate monitoring of all three electrical phases
• Properly program the PLC to include an automatic monthly generator test with load transfer
• Replace the Schneider TSX PSY2600 PLC with an equivalent compatible PLC
• Repair or replace other ATS components, as necessary, to ensure compatibility with the replacement PLC and restore proper system operation
• Repair or replace three PM800 displays
• Maintain existing ATS communication with the facility alarm system
• Provide reliable system performance, documentation, and commissioning
1.4 Scope
The contractor shall perform all diagnostics, repairs, replacements, testing, programming, verification, documentation, and commissioning required to restore full ATS and PLC function. Services include on-site evaluation, equipment procurement, PLC replacement, repair or replacement of other ATS components determined necessary for compatibility and proper operation, display repairs, logic verification, and training/turnover.
1.5 Period of Performance
Physical repair, replacement, programming, testing, and commissioning work shall be completed no later than July 31, 2027. Updated drawings and the final report shall be submitted no later than August 31, 2027.
1.6 General Information
1.6.1 Quality Control
The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.
1.6.2 Quality Assurance
The government shall evaluate the contractor’s performance under this contract in accordance with the Performance Requirements Summary (PRS) found at Technical Exhibit 1. The PRS lays out the Performance Objectives, and the corresponding standards, performance thresholds and method of surveillance.
1.6.3 Recognized Holidays
The Federal Government observes the following holidays. If work is to be performed on/in a government facility, please note performance cannot occur on those days.
New Year’s Day; Martin Luther King Jr.’s Birthday; President’s Day; Memorial Day; Independence Day; Labor Day;
Columbus Day; Veteran’s Day; Thanksgiving Day; Christmas Day.
1.6.4 Hours of Operation
Work onsite shall occur Monday-Friday between 7:00 am and 4:00 pm unless otherwise approved to coordinate with hatchery operational needs.

1.6.7 Security Requirements
Contractor personnel shall check in/out with Government personnel to access and secure the facility. No access to Government information systems is required.
1.6.8 Special Qualifications
Contractor technicians shall be qualified and experienced in industrial ATS systems, PLC systems compatible with the existing ATS, PM800 PowerLogic systems, and NFPA 70E electrical safety.
1.6.9 Post-Award / Progress Meetings
Not Applicable.
1.6.10 Contracting Officer Representative (COR)
A COR will be assigned by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance;
maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.6.11 Key Personnel

1.6.12 Identification of Contractor Personnel
Contractor personnel shall identify themselves as contractor employees at all times while onsite.
1.6.13 Contractor Travel
All travel, transportation, lodging, per diem, and associated costs necessary to perform the requirements shall be included in the Contractor's price.
1.6.14 Data Rights
The Contractor shall provide the Government with the final site-specific PLC program and configuration backup required for operation and maintenance of the ATS. This requirement does not transfer ownership of the Contractor's or manufacturer's pre-existing proprietary software, programming tools, libraries, or other intellectual property except as otherwise provided by the contract.
1.6.15 Organizational Conflict of Interest
Contractor shall report any potential OCI to the CO immediately.

PART 2 - DEFINITIONS & ACRONYMS
2.1 Definitions
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government.
The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.13. WORK WEEK. Monday through Friday, unless specified otherwise.

PART 3 - GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

Government will provide access to ATS equipment, mechanical building, and operational coordination. The Government will coordinate with the serving utility, as necessary, to support simulated commercial power outages required for functional testing.

PART 4 - CONTRACTOR FURNISHED ITEMS & SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES
4.1 General
The contractor shall provide all tools, equipment, materials, and services not furnished by the Government.
4.2 Security Clearance
Not applicable.
4.3 Materials
The contractor shall furnish all materials, including replacement PLC hardware and modules, PM800 displays, wiring, installation materials, replacement ATS components necessary for compatibility and proper operation, and programming devices.
4.4 Equipment
The contractor shall furnish all equipment required to complete the work.
4.5 Warranty
The Contractor shall provide all standard commercial manufacturer warranties applicable to replacement equipment and its standard commercial warranty applicable to installation, programming, and repair services. Applicable warranty documentation shall be provided to the Government.
PART 5 - SPECIFIC TASKS
5. Specific Tasks
5.1 Basic Services
The contractor shall provide ATS and PLC replacement and repair services as described below.
5.2 Task 1 - Diagnostics & Assessment
• Inspect existing Schneider TSX PSY2600 PLC and associated controls
• Inspect ATS logic wiring, modules, I/O, and controls
• Verify existing failures and alarms
• Identify other ATS components that require repair or replacement because of failure, age-related condition, or incompatibility with the replacement PLC
• Provide written diagnostic findings
5.3 Task 2 - PLC Replacement
• Remove the failed Schneider TSX PSY2600 PLC and install an equivalent replacement PLC compatible with the existing ATS and associated systems
• Repair or replace other ATS components as necessary to ensure compatibility with the replacement PLC and proper operation of the complete ATS system
• Convert/restore PLC logic
• Restore the existing manual generator test capability
• Program and restore the automatic monthly generator test with load transfer
• Ensure the existing ATS communication capability with the facility alarm system is maintained
• Provide programming backups in editable and compiled formats, as applicable
5.4 Task 3 - Phase Monitoring Corrections
• Ensure all 3 phases are independently monitored
• Correct ATS logic to transfer on loss of any single phase
5.5 Task 4 - PM800 Display Repairs
• Repair or replace 3 failed PM800 displays
• Verify data accuracy, scaling, and addressing
5.6 Task 5 - Testing & Commissioning
The contractor shall perform a series of functional tests to verify proper operation of the ATS and replacement PLC.
Testing shall include:
• Verify manual generator testing and load transfer can be initiated through the existing ATS screen
• Simulate commercial power loss, coordinated with Government personnel and the serving utility as necessary
• Validate automatic generator start and ATS transfer to emergency power following commercial power loss
• Validate return-to-utility sequence following restoration of commercial power
• Verify proper operation of phase-loss monitoring
• Verify automatic monthly generator test functionality with load transfer
• Verify the ATS maintains its existing communication with the facility alarm system and that applicable ATS issues/alarms are communicated to the existing alarm system
• Verify proper operation of the repaired or replaced PM800 displays
• Provide full functional test report Final acceptance of the repaired and upgraded system is contingent upon successful completion of the required functional testing and delivery of the required PLC program/configuration backup. Updated drawings and the final report may be submitted in accordance with Task 6.
5.7 Task 6 - Documentation

In addition to the requirements of 52.212-1, quoters shall submit: (1) a completed Bid Schedule providing a firm-fixed price for CLIN 0001; (2) a brief Technical Capability Statement describing the quoter’s approach and capability to perform the ATS/PLC diagnostics, PLC replacement, repair or replacement of other ATS components as necessary, programming, phase-monitoring corrections, PM800 display repair/replacement, functional testing, commissioning, and documentation; (3) a brief description of up to three recent and relevant projects performed within the past five
(5) years involving similar ATS, PLC, industrial controls, emergency power transfer, or comparable electrical control-system work, including customer/agency name, project description, period of performance, and point of contact if available; (4) past performance information for the identified projects, including customer/agency contact information if available; (5) confirmation that personnel performing the work are qualified and experienced in industrial ATS systems, PLC systems compatible with the existing ATS, PM800 PowerLogic systems, and applicable electrical safety requirements; (6) confirmation that physical repair, replacement, programming, testing, and commissioning work can be completed no later than July 31, 2027, with updated drawings and the final report submitted no later than August 31, 2027; (7) the quoter’s legal business name and Unique Entity Identifier (UEI), with active SAM.gov registration; and (8) any assumptions, exceptions, or clarifications. If none, state "No Exceptions."

52.212-2 Evaluation-Commercial Products and Commercial Services (DEVIATION MAR 2026)
(a) The Government will evaluate quotations using the simplified procedures of RFO FAR Part 12. Award will be made to the responsible small business quoter whose quotation conforms to the solicitation and represents the best value to the Government, considering Technical Capability, Past Performance, and Price. Technical Capability and Past Performance, when combined, are more important than Price. The Government may use a comparative evaluation of quotations in accordance with RFO FAR 12.203(c)(2). Formal point scoring, adjectival rating scales, an evaluation plan, and establishment of a competitive range will not be used.
Technical Capability. The Government will evaluate how well the quoter demonstrates the capability and approach to successfully perform the PWS, including ATS/PLC diagnostics and replacement; repair or replacement of other ATS components necessary for compatibility and proper operation; PLC programming; three-phase monitoring corrections; repair or replacement of three PM800 displays; restoration of manual and automatic monthly generator testing with load transfer; maintenance of existing alarm-system communication; functional testing and commissioning; documentation; and the ability to meet the required schedule. The Government may also consider the relevance and similarity of the quoter’s recent experience to this requirement.
Past Performance. The Government will evaluate the quoter’s record of recent and relevant performance on similar work. The Government may consider the information submitted with the quotation and past performance information from other reasonably available sources. Greater relevance and a stronger record of successful performance may be viewed more favorably. A quoter without a record of relevant past performance will not be evaluated favorably or unfavorably solely on that basis.
Price. The Government will evaluate the total firm-fixed price for CLIN 0001. The Contracting Officer will determine whether the price is fair and reasonable based primarily on competition and may consider other relevant pricing information available to the Government. Price is not expected to be scored.
(c) A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is an offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.
(b) The Government may consider information contained in the quotation and other reasonably available information in evaluating Technical Capability, Past Performance, price, and responsibility. The comparative evaluation is not subject to FAR Part 15 procedures and does not require a competitive range, formal discussions, or scoring.
Basis for Award. The Government will make a best-value determination by comparatively evaluating quotations against one another under the stated factors. Award may be made to a higher-priced quoter when the Government determines that the advantages of its Technical Capability and/or Past Performance warrant the price difference.
Conversely, the Government will not pay a price premium when the additional technical or past performance advantages do not provide sufficient value to the Government. The Government intends to evaluate quotations and issue award without requesting revisions; however, the Government may seek clarifications or request additional information when necessary under the streamlined procedures of RFO FAR Part 12.

(End of clause) DOI ELECTRONIC INVOICING - Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (February 2021) Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4, Terms and Conditions-Commercial Products and Commercial Services, included in commercial contracts. Under this purchase order, the following documentation is required to be submitted with the IPP invoice:
• One (1) PDF copy of the invoice billed according to the applicable contract line item and firm-fixed price.
• Each invoice shall identify the purchase order number, invoice number, CLIN billed, date(s) of service, total amount due, and supporting documentation sufficient to demonstrate completion and Government acceptance of the ATS/PLC services billed.
• If final payment is billed, the final invoice shall state "FINAL."
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact, as listed in SAM, will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) after contract award. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email at IPPCustomerSupport@fiscal.treasury.gov or by phone at (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its quotation.
