This requirement is being procured, and award will be made, using the simplified procedures for commercial services under Revolutionary FAR Overhaul (RFO) FAR Part 12, Acquisition of Commercial Products and Commercial Services. The Government intends to issue a firm-fixed-price purchase order. Quotes from vendors unable to accept purchase orders will not be considered for award. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

This notice constitutes the solicitation for this requirement. The Government is soliciting quotations for Facility Restoration and Cleaning Services at Camas National Wildlife Refuge, Hamer, Idaho. This acquisition is a Total Small Business Set-Aside. All responsible small business concerns may submit a quotation, which will be considered by the Government.

A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is the Government's offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.

2. Requirement The Contractor shall furnish all labor, supervision, equipment, materials, and incidentals necessary to perform facility restoration, cleaning, disinfection, material removal and disposal, and replacement of attic insulation at Camas National Wildlife Refuge in accordance with Attachment 1 - Statement of Work (SOW).

3. Contract Type and Period of Performance The Government anticipates award of one firm-fixed-price purchase order. The period of performance is three (3) months from issuance of the purchase order. Work and site visits shall be performed during facility core hours, 7:30 a.m. to 3:30 p.m., Monday through Friday, excluding Federal holidays when the facility is closed, unless otherwise coordinated with the Government.

4. Service Contract Labor Standards The Service Contract Labor Standards apply to this requirement. U.S. Department of Labor Wage Determination No. 2015-5507, Revision No. 31, dated July 25, 2025, is included as Attachment 4 and will be incorporated into the resulting purchase order. 8. Evaluation - Lowest-Priced Technically Acceptable (LPTA) 52.212-2 Evaluation - Commercial Products and Commercial Services (DEVIATION MAR 2026)

(a) The Government will evaluate quotations using the simplified procedures of RFO FAR Part 12. Award will be made to the responsible small business quoter submitting the lowest-priced technically acceptable quotation, provided the quotation conforms to the solicitation and the price is determined fair and reasonable.

Technical Acceptability. A quotation will be considered technically acceptable when the quoter provides the required Technical Capability Confirmation and demonstrates its ability to perform all requirements of the SOW, including the required cleaning and disinfection, material removal and disposal, HEPA cleaning, replacement attic insulation requirements, and required performance schedule. Technical acceptability will be evaluated on a pass/fail basis.

Price. The Government will evaluate the total firm-fixed price. The Contracting Officer will determine whether the price is fair and reasonable based primarily on competition and may consider other relevant pricing information available to the Government.

Basis for Award. Among technically acceptable quotations submitted by responsible small business concerns, award will be made to the quoter with the lowest evaluated total price. No tradeoff between price and technical capability will be performed.

(b) The Government may consider information contained in the quotation and other reasonably available information in determining technical acceptability and responsibility.
