Carlsbad Fish and Wildlife Office Laboratory Hazardous Waste Removal and Disposal

Draft Scope of Work Sole Source Contract Requested

This statement of work is for removal of hazardous chemical wastes from a laboratory used by the Fish and Wildlife Service. This is for a one-time removal of chemicals acquired over time for investigations on chemical contaminants in environmental media and fish and wildlife tissues, and for preservation of animal samples for identification purposes. The chemicals and associated records have been managed by chemical safety officers, the last of which is retiring within one month. We request sole source contract to help expedite the process and ensure the chemicals are removed while individuals with necessary expertise and certificates are still on-site. Work under this contract must be completed by October 30, 2025.

Background The Carlsbad Fish and Wildlife Office in Carlsbad (CFWO), California has maintained laboratory space for processing and storage of environmental samples for on-site and/or off-site characterization, chemical analyses, and sample preservation at multiple locations since the early 1990s, but at 2177 Salk Ave., Suite 250 in Carlsbad, CA since 2012. During that time, chemicals required for sample collection and processing were purchased and stored at the CFWO lab for use, as needed. All chemicals were acquired, stored and used in accordance with the CFWO Chemical Hygiene Plan maintained by the CFWO Collateral Duty, and Chemical Safety Officer.

Changes in projects and a decline in laboratory activities has resulted in the accumulation of outdated, and partially used chemicals and waste, some of which have hazardous classification. These wastes have been inventoried, with photographs of condition, and Safety Data Sheets (copy of 07-09-2025 CFWO Waste Disposal Inventory attached). They include;

• Concentrated acids (hydrochloric and nitric);

• High purity solvents (hexane and acetone);

• Ethyl acetate insect asphyxiant;

• Formalin;

• Reagent grade salts and buffers,

• Used scalpel blades (not on inventory but may need to be added)

We anticipate no use for the aforementioned in the near future and our current chemical safety officer will be retiring the end of October, after which CFWO will not have staff with the desired expertise to manage the chemicals. Consequently CFWO would like to have the work covered by this contract to be completed by October 30, 2026 (probably not feasible, depends on time it takes to get the paperwork done. Contract takes up to 3 weeks to fulfill, once paperwork is done.)

Purpose/Objective Due to the nature of some of the chemicals, disposal of the material will require special handling to comply with federal and state laws and Fish and Wildlife Service policy. The objective is to establish a contract with a company with local facilities who has the capacity to accept all the hazardous materials listed on the attached 07-09-2025 CFWO Waste Disposal Inventory, and direct and transport the materials to an appropriate final disposition that may include re-purposing, recycling, and potentially treatment and/or destruction.

Project Description The contractor must be able to mobilize to the USFWS CFWO lab with the appropriate supplies and equipment to classify, package and dispose of the material listed on the attached inventory for transport to other facilities.

Under this contract the transporter must:

• Possess the knowledge, experience, permits, certifications, equipment, and supplies to package for transport the hazardous waste listed on the attached USFWS CFWO Laboratory Chemical Waste Disposal Inventory July 9, 2025, following applicable local, state, and federal laws and U.S. Fish and Wildlife Service policy. This contract will include setting up a temporary EPA ID number through Cal Department of Toxic Substances Control (DTSC) for the CFWO laboratory.

• Have the equipment and knowledge to respond to and remediate an unplanned release or discharge of material on the July 7, 2025 USFWS CFWO Laboratory Chemical Waste Disposal Inventory that may occur while handling the material in the warehouse or during transport, and then package for transport the released or discharged material and any materials used as part of the response and remediation.

• Provide a manifest for all material being transported out of the warehouse and provide a signed manifest from the Treatment, Storage and Disposal Facility (TSDF) verifying receipt of the manifested material.

Instructions on how to fill out the inventory form. If you have any questions after reading them, please do not hesitate to contact us.

1. Type directly into the empty fields, save all the changes and send the file back to us. This will ensure the inventory is legible. Handwritten inventories are accepted, however they must be carefully written to be legible. Deciphering the writing will slow the quoting process

2. "Waste/Product Name or Number" and "Product Manufacturer" example:

a. Wood Glue by Elmer’s

b. 2501 (KRYLON RED) by Sherwin-Williams

c. 98% Calcium chloride by Aldrich

3. “Container Type”: "Plastic, metal, glass, aerosol, gas cylinder, etc.”

4. “Container Size”: Actual physical size/capacity of the container – (1 gal., 1 quart, 500 ml, etc). You can indicate how much is in the containers in the notes section at the end of the row for each product, but the container size column just needs the capacity of the container. That’s more important than how much is in the container.

5. “Number of Containers”: How many of each container size and type are there for each product? For instance – 5 10-gal plastic pails, 10 55-gal steel drums, 2 330-gal totes.

6. “Container Condition”: "Good, fair, poor, leaking, heavily rusted, etc".

7. “Is the container D.O.T/ UN Approved?” - Yes, No, N/A, or Unsure. This applies to containers 5 gallons and over. If it is 5 gallons and over, it will have a "UN" rating stamped in the container for regulated materials. This indicates whether the container is

Department of Transportation approved for regulated materials. Non-regulated materials do not have to be in a DOT approved container with a UN-rating

8. “Copy of MSDS Attached?” We will need the MSDS (Material Safety Data Sheet) for your materials; these can be attached and sent along with the completed inventory sheet. If you can't find the MSDS, just make sure you include the specific and complete product and manufacturer name. We will be able to find the MSDS based on that information.
