Firm-Fixed-Price Purchase Order

Place of Performance Sheldon-Hart Mountain National Wildlife Refuge Complex Headquarters Office, 20995 Rabbit Hill Road, Lakeview, OR 97630, Lake County, Oregon

Period of Performance

Base: October 1, 2026 - September 30, 2027; four one-year option periods through September 30,

1. Solicitation Contracting Office: Department of the Interior, U.S. Fish and Wildlife Service, Acquisitions Team, Goods & Services, Acquisition Operations.

This requirement is being procured, and award will be made, using the simplified procedures for commercial services under Revolutionary FAR Overhaul (RFO) FAR Part 12, Acquisition of Commercial Products and Commercial Services, including RFO FAR 12.201-1. The Government intends to issue a firm-fixed-price purchase order. Quotes from vendors unable to accept purchase orders will not be considered for award. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

This notice constitutes the solicitation for this requirement. The Government is soliciting quotations for recurring office cleaning services at the Sheldon-Hart Mountain National Wildlife Refuge Complex Headquarters Office in Lakeview, Oregon. This acquisition is a Total Small Business Set-Aside. All responsible small business concerns eligible under the stated set-aside may submit a quotation, which will be considered by the Government.

A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is the Government's offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.

2. Requirement The Contractor shall provide recurring janitorial cleaning services for the approximately 4,750-square-foot Headquarters Office Facility, including 11 offices, one conference room, one visitor foyer area, one kitchenette, four bathrooms, one storage room, and connecting hallways, in accordance with Attachment 1 - Statement of Work (SOW). Services include weekly, monthly, and semiannual cleaning tasks, including carpet and floor care, restroom and kitchenette cleaning, waste removal, surface cleaning, carpet shampooing, and cleaning approximately 25 windows.

The Contractor shall furnish all supervision, personnel, equipment, chemicals, supplies, materials, transportation, and other incidentals necessary to perform the services, except for Government-furnished consumable supplies specifically identified in the SOW. The quoted firm-fixed prices shall include all costs necessary to perform the applicable base or option period.

3. Contract Type and Period of Performance The Government anticipates award of one firm-fixed-price purchase order consisting of a one-year base period and four one-year option periods. The anticipated periods are:

• Base Period: October 1, 2026 - September 30, 2027

• Option Year 1: October 1, 2027 - September 30, 2028

• Option Year 2: October 1, 2028 - September 30, 2029

• Option Year 3: October 1, 2029 - September 30, 2030

• Option Year 4: October 1, 2030 - September 30, 2031

Janitorial services shall normally be performed outside Refuge office working hours unless otherwise coordinated and approved by the Government. Refuge office working hours are Monday through Friday, 6:00 a.m. through 6:00 p.m., excluding Federal holidays.

4. Service Contract Labor Standards The Service Contract Labor Standards apply to this requirement. The applicable U.S. Department of Labor wage determination for Lake County, Oregon will be included as Attachment 4 and incorporated into the resulting purchase order. Quoters are responsible for accounting for all applicable wage and fringe benefit requirements in their firm-fixed prices.

5. Questions and Site Visit Information Questions and site visit requests regarding this solicitation shall be submitted by email to Oscar Orozco at Oscar_orozco@ios.doi.gov no later than 12:00PM Pacific September 8, 2026.

A site visit is available for prospective quoters and may be useful for verifying facility conditions, window access, and other site-specific considerations. Prospective quoters interested in arranging a site visit shall contact Oscar Orozco at Oscar_orozco@ios.doi.gov. Site visits are subject to Government availability and must be coordinated in advance. Participation in a site visit is not required to submit a quotation and is not a condition of eligibility for award.

Oral explanations or instructions are not binding. Only a written solicitation amendment issued by the Contracting Officer may modify the solicitation requirements.

6. Quotation Submission Quotations shall be submitted electronically to Oscar Orozco at Oscar_orozco@ios.doi.gov no later than September 11, 2026 12:00PM PACIFC. Quoters shall submit only the information necessary for the Government to evaluate Experience/Technical Capability, Past Performance, and Price and make the best-value determination.

• Completed Bid Schedule providing firm-fixed monthly and extended prices for the base period and each option period, and the total evaluated price for the base period plus all options.

• A brief Experience/Technical Capability submission describing up to three recent examples of janitorial, custodial, office-cleaning, or similar recurring cleaning services. For each example, provide the customer, period of performance, approximate facility size or general scope, and a brief description sufficient to demonstrate similarity to this requirement.

• Past performance information for the experience examples identified above, including customer point-of-contact information if available. The Government may consider vendor-provided references and other reasonably available Government or commercial information.

• Confirmation that the quoter can perform the required recurring cleaning schedule, semiannual carpet shampooing and window cleaning, and comply with the building-access/security requirements in the SOW.

• Legal business name, Unique Entity Identifier (UEI), confirmation of active registration in SAM.gov, and any exceptions to the SOW or solicitation terms. If none, state "No Exceptions."

The Bid Schedule is included in Attachment 2. Quoters shall complete and submit Attachment 2 with their quotation. The Government will evaluate the total price for the base period plus all option periods.

7. Evaluation - Best Value Comparative Evaluation

52.212-2 Evaluation - Commercial Products and Commercial Services (DEVIATION MAR 2026)

(a) The Government will evaluate quotations using the simplified procedures of RFO FAR Part 12. Award will be made to the responsible small business quoter whose quotation conforms to the solicitation and represents the best value to the Government, considering Experience/Technical Capability, Past Performance, and Price. Experience/Technical Capability and Past Performance, when combined, are approximately equal in importance to Price. The Government may use a comparative evaluation of quotations in accordance with RFO FAR 12.203(c)(2). Formal point scoring, adjectival rating scales, an evaluation plan, and establishment of a competitive range will not be used.

Experience/Technical Capability. The Government will evaluate the extent to which the quoter demonstrates recent experience and capability performing janitorial, custodial, office-cleaning, or similar recurring commercial services. The Government may consider the relevance and similarity of the work to the size, frequency, facility environment, and recurring nature of this requirement. Greater relevance and demonstrated capability may provide a comparative advantage.

Past Performance. The Government will evaluate the quality of the quoter's performance on relevant prior or current work. The Government may consider information submitted by the quoter and other reasonably available Government or commercial sources. A quoter without relevant past performance will be evaluated neutrally and will not be evaluated favorably or unfavorably solely because it lacks relevant performance history. Favorable relevant past performance may constitute a comparative advantage.

Price. The Government will evaluate the total evaluated price consisting of the base period and all option periods. The Contracting Officer will determine whether the price is fair and reasonable based primarily on competition and may consider other relevant pricing information available to the Government. Price is not expected to be scored.

Basis for Award. The Government will make a best-value determination by comparatively evaluating quotations against one another under the stated factors. Award may be made to a higher-priced quoter when the Government determines that meaningful advantages under Experience/Technical Capability and/or Past Performance warrant the price difference. Conversely, the Government will not pay a price premium when the comparative advantages do not provide sufficient value to the Government.

The Government intends to evaluate quotations and issue award without requesting revisions; however, the Government may seek clarifications or request additional information when necessary under the streamlined procedures of RFO FAR Part 12.

(b) The Government may consider information contained in the quotation and other reasonably available information in evaluating Experience/Technical Capability, Past Performance, Price, and responsibility. The comparative evaluation is not subject to FAR Part 15 procedures and does not require a competitive range, formal discussions, or scoring.

(c) A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is the Government's offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.

8. Contracting Authority Only the Contracting Officer is authorized to make contractual changes, authorize additional work, change the scope or quantity of work, change the purchase order price, or change the period of performance. Government technical personnel may coordinate site access, scheduling, inspection, routine technical matters, and acceptance within the awarded scope but are not authorized to alter the terms of the purchase order. The Government will not make an adjustment to the purchase order price or period of performance for unauthorized work.

9. Additional Terms

• The quoter shall be registered and active in the System for Award Management (SAM.gov) at the time of award and shall maintain required registration during performance and through final payment.

• The Government reserves the right not to make an award if doing so is determined to be in the Government's best interest.

• The resulting purchase order will incorporate the applicable solicitation provisions, contract clauses, Statement of Work, Bid

Schedule, and Service Contract Labor Standards wage determination.

• The Contractor shall not perform work outside the awarded scope or incur additional costs on behalf of the Government without written authorization from the Contracting Officer.

• Contractor personnel requiring access to the secure Federal facility shall comply with the personnel-security and access requirements stated in the SOW, including applicable PIV enrollment, fingerprint clearance, and background investigation requirements.

10. Attachments

• Attachment 1 - Statement of Work, Sheldon-Hart Mountain National Wildlife Refuge Complex Office Cleaning Services

• Attachment 2 - Bid Schedule, Sheldon-Hart Mountain National Wildlife Refuge Complex Office Cleaning Services

All Government-issued keys or access devices shall be returned upon expiration or termination of the contract or when no longer required.

Contractor personnel requiring access to secure Federal facilities and/or computer systems are required to complete applicable Department of the Interior/U.S. Fish and Wildlife Service personnel security requirements.

Contractors will be processed similarly to Federal employees and are subject to applicable personnel security compliance requirements, including PIV card enrollment, fingerprint clearance, and a National Agency Check and Inquiries (NACI) background investigation when required. For contractors, applicable fingerprint clearance and NACI requirements shall be completed within 180 days. Contractor personnel requiring access to personally identifiable information (PII), childcare, specialized systems, or other access requiring a higher level of investigation may be subject to a moderate-level Tier 2 investigation, as applicable. In addition to the requirements of 52.212-1, quoters shall submit: (1) a completed Bid Schedule providing firm-fixed prices for the Base Period and each of the four Option Years, and the total evaluated price; (2) a brief Experience/Technical Capability statement describing the quoter's capability to perform recurring janitorial, custodial, office-cleaning, or similar services in accordance with the Statement of Work (SOW); (3) up to three recent and relevant examples, preferably performed within the past five (5) years, of janitorial, custodial, office-cleaning, or similar recurring cleaning services, including customer/agency name, general scope or approximate facility size, period of performance, and point of contact if available; (4) past performance information for the identified examples, including customer/agency contact information if available; (5) confirmation that the quoter can comply with the required base and option-period performance schedule, after-hours access requirements, and applicable personnel security/background investigation requirements stated in the SOW; (6) the quoter's legal business name and Unique Entity Identifier (UEI), with active SAM.gov registration; and (7) any assumptions, exceptions, or clarifications. If none, state "No Exceptions." No separate staffing plan, resumes, equipment list, or detailed cleaning methodology is required.

(End of addendum)

52.212-2 Evaluation-Commercial Products and Commercial Services (DEVIATION MAR 2026)

The Government will evaluate the extent to which the quoter demonstrates recent and relevant experience and capability performing janitorial, custodial, office-cleaning, or similar recurring services. The Government may consider the relevance and similarity of the quoter's experience to the size, frequency, facility environment, after-hours access, and recurring nature of this requirement. Greater relevance and similarity may provide a comparative advantage.

Past Performance. The Government will evaluate the quoter's record of recent and relevant performance on similar work.

The Government may consider information submitted with the quotation and information obtained from other reasonably available Government or commercial sources. Greater relevance and a stronger record of successful performance may be viewed more favorably. A quoter without a record of relevant past performance will not be evaluated favorably or unfavorably solely on that basis.

Price. The Government will evaluate the total evaluated price consisting of the Base Period and all four Option Years. The Contracting Officer will determine whether the price is fair and reasonable based primarily on competition and may consider other relevant pricing information available to the Government. Evaluation of option prices does not obligate the Government to exercise an option. Price will not be scored.

The Government intends to evaluate quotations and issue award without requesting revisions; however, the Government may seek clarifications or request additional information when necessary under the streamlined procedures of RFO FAR Part 12.

Basis for Award. The Government will make a best-value determination by comparatively evaluating quotations against one another under the stated factors. Award may be made to a higher-priced quoter when the Government determines that a meaningful advantage under Experience/Technical Capability and/or Past Performance warrants the price difference. Conversely, the Government will not pay a price premium when the comparative non-price advantage does not warrant the additional cost.

(c) A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is the Government's offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.
