About this file

This is a Request for Quotation (RFQ) for the supply, delivery, and installation of fiber rolls for erosion control at the San Diego Bay National Wildlife Refuge in Chula Vista, California. The solicitation number is 140FS126Q0187, issued by the U.S. Fish and Wildlife Service on August 27, 2026, with quotations due by September 4, 2026, at 12:00 PM Pacific Time. This is a Total Small Business Set-Aside procurement using FAR Part 12 simplified acquisition procedures for commercial services, with a NAICS code of 561730 (Landscaping Services). Award will be made to the responsible vendor offering the best overall value based on comparative evaluation of technical capability and relevant experience, past performance, and price, with non-price factors significantly outweighing price considerations.

The contractor must supply, deliver, and install approximately 1,900 linear feet of 9-inch jute-covered, weed-free rice straw fiber rolls with wooden stakes at two locations along Connector Marsh (1,200 linear feet) and Burn Ash Deposit #1 (700 linear feet). Installation must comply with Caltrans SC-5 standards except that trenching is prohibited. The performance period runs from September 30, 2026, through February 15, 2027. The quoted price shall be firm-fixed and include all labor, supervision, materials, equipment, transportation, delivery, installation, site logistics, quality control, and cleanup. Vendors must demonstrate relevant experience with fiber-roll or erosion-control installations and provide past performance references. The work area contains potentially contaminated soils, and the contractor is responsible for employee safety training and appropriate use of personal protective equipment. Government inspection and acceptance will verify conformance to Statement of Work requirements before final payment is authorized.

52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (DEVIATION MAR 2026)

ADDENDUM TO 52.212-1 – QUOTATION SUBMISSION REQUIREMENTS

In addition to the requirements of FAR 52.212-1, vendors shall submit a concise quotation containing the information below.

Vendors should provide only the information necessary to demonstrate their ability to successfully perform the requirement.

1. Price

Vendors shall provide a completed Bid Schedule reflecting the total firm-fixed price for complete performance of the Statement of Work.

The quoted price shall include all costs necessary to perform the requirement, including labor, supervision, materials, fiber rolls, wooden stakes, equipment, tools, personal protective equipment, transportation, delivery, site access and logistics, installation, cleanup, subcontractors, travel, and all other costs necessary to complete the work.

2. Technical Approach and Schedule

Vendors shall provide a brief description of their approach to supplying, delivering, and installing the required fiber rolls.

The description should demonstrate:

1. An understanding of the installation requirements, including compliance with Caltrans SC-5 except for the prohibition on trenching;

2. An understanding of the site conditions, access limitations, and restrictions on ground disturbance;

3. The approach to quality control and protection of the work area; and

4. The ability to complete all work within the required period of performance.

A detailed project schedule is not required; however, the vendor should identify its anticipated timeframe for completing the onsite installation.

3. Relevant Experience

Vendors should provide at least one example of work completed within the past five years involving fiber-roll installation, erosion control, or other work similar or relevant to this requirement.

For each example, provide, to the extent available:

• Brief description of the work;

• Project location;

• Approximate project value;

• Date or period of performance; and

• Customer name and point of contact.

If the vendor does not have directly similar experience, it may provide other experience it believes demonstrates its capability to successfully perform the requirement and briefly explain its relevance.

If the vendor has no relevant corporate experience to submit, the vendor shall state: “No relevant corporate experience.”

4. Past Performance

For the relevant project identified above, or another recent project the vendor believes demonstrates its performance, the vendor should provide customer contact information, if available, that the Government may use to obtain information concerning the quality and timeliness of the vendor's performance.

The Government may consider past performance information submitted by the vendor as well as information obtained from other reasonably available sources. The Government is not required to contact every reference identified by a vendor or obtain information from every potential source.

If the vendor has no relevant past performance information to provide, the vendor shall state: “No relevant past performance.”

The absence of relevant past performance will not, by itself, make a quotation ineligible for award.

5. Assumptions, Exceptions, and Clarifications

Vendors shall clearly identify any assumptions, exceptions, deviations, or clarifications applicable to their quotation.

If there are none, the vendor shall state: “No assumptions or exceptions.”

All submissions shall include the solicitation number in the subject line and be submitted to Oscar Orozco at Oscar_orozco@ios.doi.gov

END OF ADDENDUM TO 52.212-1

52.212-2 Evaluation – Commercial Products and Commercial Services. (DEVIATION MAR 2026)

ADDENDUM TO 52.212-2 – EVALUATION AND BASIS FOR AWARD

The Government intends to award a firm-fixed-price purchase order to the responsible vendor whose quotation represents the best overall value to the Government, considering the evaluation factors identified below.

The Government will conduct a comparative evaluation of quotations. Quotations will be compared directly with one another to identify relative advantages and disadvantages. Numerical scores and adjectival ratings will not be assigned.

The Government may consider information contained in the quotation together with other information reasonably available to the Government and relevant to the stated evaluation factors.

Factor 1 – Technical Capability and Relevant Experience

The Government will comparatively evaluate the extent to which each quotation demonstrates:

1. An understanding of the Statement of Work and the requirements for supplying, delivering, and installing the specified fiber rolls;

2. A practical approach for completing the installation in accordance with the required Caltrans SC-5 standard, including the prohibition on trenching and other unauthorized ground disturbance;

3. An understanding of the site conditions, access limitations, and requirements associated with working in an area containing potentially contaminated soils;

4. The ability to complete the required work within the specified period of performance; and

5. Relevant experience performing fiber-roll, erosion-control, or similar installation work.

The Government will consider the relative advantages and disadvantages demonstrated by each quotation and the degree of confidence the quotation provides that the vendor can successfully and timely complete the requirement.

Experience that is more similar to the scope and conditions of this requirement may provide greater confidence in successful performance and may be considered a comparative advantage.

The absence of relevant experience will not, by itself, make a quotation ineligible for award; however, it may provide the Government less confidence in the vendor's demonstrated capability when compared with a vendor possessing relevant experience.

Factor 2 – Past Performance

The Government will evaluate past performance to assess confidence that the vendor will successfully perform the requirement.

The Government may consider past performance information submitted by the vendor as well as information obtained from other reasonably available sources, including customer references, Government contract administration records, Contractor Assessment Responsibility Reports, information from Government personnel with knowledge of the vendor's prior performance, and other reasonably available sources.

The Government may consider the relevance, recency, quality, and overall context of available past performance information.

Favorable past performance on relevant or similar work may increase the Government's confidence in successful performance and may provide a comparative advantage. Relevant adverse past performance information may decrease the Government's confidence in successful performance.

A vendor with no past performance, or for whom no relevant past performance information is available, will receive a neutral assessment. A neutral assessment will neither increase nor decrease the Government's confidence in successful performance, and a vendor will not be evaluated unfavorably solely because relevant past performance information is unavailable.

The Government is not required to contact every reference identified by a vendor or obtain information from every potential source.

Factor 3 – Price

The Government will evaluate the total firm-fixed price for complete performance of the requirement.

The Government will determine whether the selected vendor's price is fair and reasonable. The Government may compare quotations received and use other price analysis techniques, as appropriate.

Relative Importance and Award Decision

Factor 1 – Technical Capability and Relevant Experience is more important than Factor 2 – Past Performance. Factor 2 – Past Performance is more important than Factor 3 – Price.

When combined, the non-price factors are significantly more important than Price.

The Government may select a higher-priced quotation when the comparative advantages under the non-price factors are determined to warrant the additional price. As quotations become more similar under the non-price factors, Price will become increasingly important in the award decision.

Award will be made to the responsible vendor whose quotation provides the best overall value to the Government after consideration of the comparative advantages and disadvantages of the quotations and their respective prices.

Consistent with the simplified procedures applicable to this acquisition, the Government is not required to score quotations, establish a competitive range, or conduct discussions. The Government may communicate with vendors as necessary to facilitate evaluation.

San Diego Bay National Wildlife Refuge – Sweetwater Marsh Unit

1.0 BACKGROUND AND PURPOSE

1.1 Background

The U.S. Fish and Wildlife Service (USFWS), San Diego Bay National Wildlife Refuge, requires the supply, delivery, and installation of approximately 1,900 linear feet of jute-covered, weed-free rice straw fiber rolls (wattles) at two locations along the west bank of Connector Marsh within the Sweetwater Marsh Unit of the San Diego Bay National Wildlife Refuge.

The Refuge headquarters is located at:

1080 Gunpowder Point Drive Chula Vista, California 91910

The work locations are identified in Figures 1 and 2.

1.2 Purpose

The purpose of this project is to reduce the potential for contaminated soils to erode into Connector Marsh.

The project is located within Operable Unit 1, where a proposed removal action is being implemented pursuant to the U.S. Fish and Wildlife Service's delegated response action authority under Section 104 of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

Additional information concerning the cleanup of Operable Unit 1 and the associated administrative record is available through the U.S. Fish and Wildlife Service.

2.0 SCOPE OF WORK

2.1 General Requirements

The Contractor shall furnish all labor, supervision, transportation, materials, equipment, tools, supplies, personal protective equipment, and incidentals necessary to complete the work described in this Statement of Work unless specifically identified as Government-furnished.

The Contractor shall supply, deliver, and install approximately 1,900 linear feet of 9-inch jute-covered, weed-free rice straw fiber rolls and all wooden stakes necessary for complete installation.

Plastic netting on the fiber rolls is not acceptable.

Installation shall conform to the Caltrans SC-5 standard identified in below, except that the fiber rolls shall not be trenched into the ground.

2.2 Installation Locations and Quantities

The Contractor shall install the fiber rolls at the following locations:

Location 1 – West Bank of Connector Marsh

Approximately 1,200 linear feet, including required overlap, shall be installed along the west bank of Connector Marsh as depicted in Figure 1, generally between the Sweetwater River and the collapsed north railroad trestle bridge.

Location 2 – Burn Ash Deposit #1

Approximately 700 linear feet, including required overlap, shall be installed along the west bank of Burn Ash Deposit #1 adjacent to Connector Marsh as depicted in Figure 2.

Access to Burn Ash Deposit #1 is by foot.

The quantities stated above are approximate. The Contractor shall coordinate the precise starting and ending points of each installation area with the Refuge Manager before beginning installation.

2.3 Installation Requirements

The Contractor shall:

Install 9-inch jute-covered, weed-free rice straw fiber rolls in accordance with Caltrans SC-5, except that trenching is prohibited.

Install the fiber rolls on the ground surface along the top of the bank slope in an alignment generally following the western edge of existing vegetation.

Avoid placing fiber rolls directly on existing vegetation to the maximum extent practicable.

Provide a minimum six-inch overlap between adjoining fiber rolls.

Secure the fiber rolls with wooden stakes in accordance with Caltrans SC-5, except for any requirement associated with trenching.

Not excavate, trench, dig, grade, scrape, or otherwise disturb the soil except for the minimum disturbance necessary to drive wooden stakes required for installation.

1.

2.

3.

4.

5.

6.

Complete the installation without unnecessary disturbance or damage to surrounding vegetation, Refuge property, or adjacent property.

Remove Contractor-generated trash, packaging, debris, and unused materials from the work area upon completion unless the Refuge Manager authorizes temporary storage of materials on Refuge property.

3.0 SITE CONDITIONS AND SAFETY

3.1 Contaminated Soil

The project area contains soils with known or potential contamination. Potential contaminants of concern include arsenic, cadmium, copper, lead, mercury, and zinc.

The Contractor shall be responsible for informing and training its employees and subcontractors regarding site conditions, applicable safety requirements, appropriate work practices, and measures necessary to avoid or minimize exposure to potential contaminants.

The Contractor shall provide and ensure the appropriate use of personal protective equipment and shall comply with applicable Federal, State, and local occupational safety and health requirements.

Nothing in this Statement of Work authorizes the Contractor to disturb contaminated soil beyond the limited installation of stakes described herein.

If the Contractor encounters an unexpected condition that may present a safety hazard or requires ground disturbance beyond that authorized by this Statement of Work, the Contractor shall stop the affected work and notify the Refuge Manager. The Contractor shall not proceed with the affected work until authorized to do so.

3.2 Protection of the Site

The Contractor shall conduct operations in a manner that minimizes damage to existing vegetation and Refuge resources.

The Contractor shall be responsible for damage caused by its employees, subcontractors, vehicles, or equipment resulting from negligent or unauthorized operations.

4.0 CONTRACTOR QUALIFICATIONS

The Contractor shall have demonstrated experience performing fiber-roll or comparable erosion-control installations.

Experience should include work involving installation consistent with Caltrans SC-5 or comparable erosion-control standards.
