About this file

This is a Request for Quote (RFQ) solicitation for firebreak mowing services at the Hakalau Forest National Wildlife Refuge located on the Island of Hawaii. The solicitation was issued by the Department of the Interior, U.S. Fish and Wildlife Service on September 21, 2026, with responses due by October 2, 2026 at 5:00 PM. Award is anticipated by October 15, 2026. This is a Small Business Set-Aside for Women-Owned Small Businesses (WOSB) with a Firm-Fixed Price commercial purchase order to be issued to the successful offeror. The NAICS code is 115310 (Support Activities for Forestry-Fuels Management Services), and the estimated award amount is $34. Interested parties must be registered and active in SAM.gov with a valid Unique Entity Identifier (UEI) to be considered for award.

The requirement involves mowing approximately 33.2 miles of roads and trails (30.2 miles with 3 miles mowed on both sides of fences) to maintain drivable conditions, reduce vehicle ignition risk, and function as a firebreak. Work must be completed by September 30, 2026, with a performance period from July 15, 2026 to September 30, 2026. Vegetation consisting primarily of grass and non-woody plants, generally 10 to 48 inches in height, will be mowed to less than 6 inches with residual grass particles less than 6 inches in length. The work site includes both improved and unimproved roads requiring four-wheel drive access, with mowing restricted when relative humidity is below 30%, sustained wind exceeds 5 mph, or grass has cured to prevent fire risk. Offerors must submit a completed SF 1449, company information with SAM.gov UEI, technical capabilities demonstrating relevant experience, and detailed pricing. Evaluation will consider technical capabilities, technical approach, management plan, and past performance, weighted approximately equally with price.

STATEMENT OF WORK

Hakalau Forest NWR – Mowing

The Hakalau Forest Unit of the Hakalau Forest National Wildife Refuge is located on the Island of Hawaii, Hawaii, on the windward side of Mauna Kea. It is accessed via Mauna Kea Access Road approximately 30 miles west of the town of Hilo, then 13 miles north along unpaved Mana Road (Error!

Reference source not found.).

The vegetation to be mowed is primarily non-woody, such as grass, and is generally 10 to 48 inches in height. Vegetation may include dense patches of brush and scattered sapling-sized trees less than 48 inches in height.

Topography is gentle, generally less than 10% slope. Project areas may have uneven ground with boulders and holes that may be hidden from sight by vegetation. No vegetation material including logs or mulch may be removed from the site. Because the project will take place on a national wildlife refuge with protected wildlife and habitat, work must proceed with the appropriate caution and will be overseen by resource monitors provided by the Government.

Approximately 30.2 miles of roads and trails have been identified for mowing, however 3 miles include mowing on both sides of the fence, for an effective total of 33.2 miles. These roads and trails consist of both gravel and native surface roads.

The width of the drivable surface and the shoulder up to 20 feet total width shall be mowed. The intent of mowing is to maintain the trails in a drivable state, reduce risk of vehicle ignitions, and function as a firebreak. Vegetation will be mowed to a height of less than 6 inches. Residual grass particles shall be less than 6 inches in length. Mowing must be completed by September 30, 2026.

Access will include both paved / gravel roads (improved) and native surface roads (unimproved), which may require four-wheel drive vehicles. Roads may be impassable for several days after heavy rains.

Roads will not be utilized when moisture conditions will result in wheel ruts.

The project area is beyond locked gates that will require combinations or keys for access. The Contractor for each project unit shall leave gates with locks as they found them. Locked gates are to be relocked immediately after entry or exit.

To prevent the spread of weeds, all equipment and vehicles must be thoroughly cleaned off-site before arriving on the refuge. Removal of all dirt, grease, and plant parts that carry seeds or vegetative parts is required. Equipment must be made available to Government inspection prior to entry into the Refuge.

Entry must be coordinated at least 72-hours in advance to facilitate such inspection.

Recommended equipment includes a medium-wheeled tractor of 40-135hp with rotary or flail mower, but other equipment is acceptable and at the discretion of the operator. All equipment and vehicles must be mechanically sound, with no hydraulic, fuel, or oil leaks. Equipment with leaks will not be allowed on the work site.

Mowing shall not occur, nor will any potentially spark emitting activity be allowed when grass has cured, relative humidity is less than 30%, and sustained eye-level wind is greater than 5 mph.
