This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

1. Solicitation Number 140FS126Q0167 is issued as a request for quotation (RFQ).

2. This procurement is for Hazard Tree Removal and Trimming Services for the Columbia River Gorge National Fish Hatchery Complex. Services include the removal, sectional removal, trimming, bucking, chipping, and cleanup of identified hazard trees at Little White Salmon National Fish Hatchery, Carson National Fish Hatchery, and Willard National Fish Hatchery, including work near Government residences, utilities, raceways, septic systems, underground piping, and other infrastructure, as described in the attached Statement of Work.

3. Offerors are cautioned that a warranted Contracting Officer is the only authorized Government representative to make any contractual changes once an award is made. No oral statement of any person whomsoever shall, in any manner or degree modify or otherwise affect the terms of this Purchase Order.

In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority, and no adjustment shall be made in the Purchase Order price to cover any increase in costs incurred as a result thereof. The Contract Specialist for this order is Oscar Orozco.

4. Service Contract Labor Standards: This requirement is subject to the Service Contract Labor Standards.

The applicable Department of Labor Wage Determination is incorporated as an Attachment and applies to performance under the resulting contract.

5. Site Visit: Site visits are available and requests must be submitted by COB August 25, 2026 to the CO.

6. Prior to submitting an offer, Offerors must be Registered, Active, and Eligible for All Awards in System for Award Management. Registration instructions may be obtained, and online registration may be accomplished at www.sam.gov. By submitting an offer, the offeror acknowledges the requirement to be registered in the SAM (www.sam.gov) database prior to award, during performance, and through final payment of any contract resulting from the solicitation. 7. Questions on this solicitation should be sent via email only to oscar_orozco@ios.doi.gov within the first 3 business days of the posting of the solicitation. This will allow time for responses to be obtained and posted as an amendment to the solicitation prior to the closing date and time.

8. Evaluation Factors – FAR 52.212-2, Evaluation—Commercial Products and Commercial Services

(DEVIATION MAR 2026)

The Government will evaluate quotations using the simplified procedures of RFO FAR Part 12. Award will be made to the responsible quoter whose quotation conforms to the solicitation and represents the best value to the Government, considering Experience/Technical Capability, Past Performance, and Price.

The Government may use a comparative evaluation of quotations in accordance with RFO FAR 12.203(c)(2). Formal point scoring, adjectival rating scales, an evaluation plan, and establishment of a competitive range will not be used.

Experience/Technical Capability: The Government will evaluate the extent to which the quoter demonstrates recent (within the past five (5) years) and relevant experience performing hazard-tree removal services similar in size, scope, complexity, and risk to this requirement. Relevant experience may include removal of large or hazardous trees, sectional tree removal, tree trimming, and work performed near buildings, residences, utilities, power lines, underground infrastructure, or other sensitive property.

The Government will also consider the quoter's demonstrated capability to perform the requirements of the Statement of Work.

Past Performance: The Government will evaluate the quoter's demonstrated quality of performance on recent (within the past (5) years) and relevant work. The Government may consider information provided with the quotation and information obtained from other available Government or commercial sources, including customer references, prior Government experience with the quoter, CAR, and CPARS, if available. A quoter without relevant past performance will not be evaluated favorably or unfavorably solely on that basis.

Price: The Government will evaluate the total firm-fixed price based on the completed Bid Schedule.

Individual CLIN prices may also be reviewed for reasonableness. The Contracting Officer will determine whether the proposed price is fair and reasonable using quotations received, the Independent Government Estimate, and/or other relevant information available to the Government.

Relative Importance and Basis for Award: Experience/Technical Capability and Past Performance, when combined, are more important than Price. Award will not necessarily be made to the lowest-priced quoter. The Government may select a higher-priced quotation when the demonstrated advantages in Experience/Technical Capability and/or Past Performance warrant the additional price. Conversely, the Government will not pay a price premium when the additional benefits do not warrant the additional cost.

The Government reserves the right to communicate with quoters as necessary to clarify or obtain information needed to evaluate quotations consistent with RFO FAR Part 12 simplified procedures.

9. Quotation Submission Requirements

Quotations shall be submitted by email to oscar_orozco@ios.doi.gov.

RFQ Due Date: Friday, August 28, 2026 RFQ Due Time: 12:00 PM Pacific Time Anticipated Award Date: 09/01/2026

Company Information: Provide the company's legal business name, address, point of contact, telephone number, email address, and Unique Entity Identifier (UEI). The quoter shall meet applicable SAM.gov registration requirements at the time required for award.

• Date or period of performance;

• Approximate project value;

• Brief description of the work performed, including the size or nature of the trees and relevant site conditions; and

• A brief description of how the project is similar to this requirement.

Experience need not be identical to this requirement to be considered relevant. The Government will consider the degree of similarity to the work and risks described in the Statement of Work.

Past Performance: For each project identified under Experience/Technical Capability, provide a customer point of contact, telephone number, and email address. The Government may contact the references provided but is not required to contact every reference. The Government may also consider relevant past-performance information obtained independently from other Government or commercial sources. The

Government may, at its discretion, contact references or communicate with a quoter regarding past-performance information considered relevant to the evaluation.

Price: Submit a completed Bid Schedule providing a firm-fixed price for each applicable CLIN and a total firm-fixed price. Prices shall include all costs necessary to perform the requirements of the Statement of Work.

• Cut the resulting trunk and larger sections into manageable rounds for hatchery staff to move and use on the hatchery grounds.

• Remove debris generated by Contractor operations from the immediate work area.

Willard NFH

Willard NFH has approximately four to five trees near Quarters #1 that have grown toward the residence and require trimming to reduce the threat to the building.

The Contractor shall:

• Trim the identified trees back from Quarters #1 as identified during the site visit.

• Remove dead, damaged, or hazardous limbs associated with the identified work.

Willard NFH also has one large tree, approximately 170 feet tall, located along the entrance road that poses a threat to infrastructure and interferes with facility operations.

The Contractor shall:

• Remove the identified tree in sections due to its proximity to the raceways and underground piping.

• Clean up and chip all branches smaller than 6 inches in diameter.

• Place resulting wood chips in an existing chip pile at a location designated by the Technical Coordinator.

• Cut larger sections of the tree into manageable rounds for hatchery staff to move and stage around the hatchery.

4. Safety and Protection of Government Property

4.1 Safety

The Contractor shall perform all work in a safe manner and comply with applicable Federal, State, and local occupational safety requirements.

The Contractor is responsible for establishing appropriate safety and exclusion zones and controlling access to active tree-removal work areas.

4.2 Protection of Property

The Contractor shall take all reasonable precautions to prevent damage to Government buildings, residences, raceways, roads, utilities, septic systems, underground piping, landscaping, equipment, vehicles, and other property.

The Contractor shall immediately notify the Technical Coordinator of any damage to Government property resulting from Contractor operations.

Contractor-caused damage shall be corrected by the Contractor at no additional cost to the Government.

4.3 Insurance and Protection of Government Property

The Contractor shall maintain appropriate insurance coverage throughout the period of performance for the work being performed under this contract. The Contractor shall provide evidence of current insurance coverage to the Contracting Officer upon request.

Insurance coverage does not relieve the Contractor of responsibility for protecting Government buildings, residences, utilities, raceways, septic systems, underground piping, equipment, vegetation, and other Government property from damage resulting from Contractor operations.

5. Deliverables and/or Delivery Schedule

The Contractor shall furnish all equipment and resources necessary to perform the tasks detailed in this Statement of Work.

The work shall include the following:

1. Review the identified trees and site conditions before beginning removal or trimming operations.

2. Determine the appropriate means and methods necessary to safely remove, fell, sectional-fell, trim, buck, and chip the trees identified in Section 3.

3. Provide the applicable Technical Coordinator with a proposed work schedule prior to beginning onsite work.

4. Identify any additional potential hazard trees observed while performing the required work and provide the Technical Coordinator with a brief written description of the observed condition and recommended action. The recommendation is for future Government consideration only and does not authorize additional work under this contract.

5. Complete all work included in the Contractor's accepted quotation within the contract period of performance and at the awarded firm-fixed price.

6. When work will be performed near an occupied Government residence, coordinate with the Technical Coordinator sufficiently in advance to allow the resident at least 24 hours' notice to make necessary arrangements for the safety of occupants and pets.

7. Upon completion, remove Contractor-generated debris from the work areas and leave the sites in a safe and orderly condition. Logs, rounds, and wood chips specifically designated by this Statement of Work to remain onsite shall be placed at locations identified by the Technical Coordinator.

6. Government-Furnished Equipment (GFE) / Government-Furnished Information (GFI)

There is no Government-furnished equipment. The Contractor shall provide all equipment, tools, materials, and supplies necessary to perform the work.

The Government will identify the trees included in the requirement and designated locations for onsite placement of logs, rounds, and wood chips.

7. Evaluation and Acceptance

The applicable Technical Coordinator will inspect the completed work for compliance with this Statement of Work.

Work will be considered complete when:

• All identified tree removal and trimming has been completed as required;

• Trees and limbs have been felled, sectioned, bucked, chipped, or left onsite as specified;

• Contractor-generated debris has been removed from the immediate work areas;

• Logs, rounds, and chips designated to remain onsite have been placed in Government-designated locations;

• Any additional potential hazard trees observed during performance have been documented with the required brief description and recommended action;

• Contractor-caused damage, if any, has been corrected; and

• The work areas have been left in a safe and orderly condition.

The Contractor shall correct deficiencies attributable to Contractor performance at no additional cost to the Government.
