This requirement is being procured, and an award will be made in accordance with Revolutionary FAR Overhaul (RFO) FAR Part 12, Acquisition of Commercial Products and Commercial Services. Buyer intends to issue award using a purchase order. Quotes from Sellers unable to accept purchase orders will not be considered for award.
1. This action is being solicited as a Small Business Set-Aside. A Firm-Fixed Price commercial order will be issued.
2. Questions regarding this solicitation should be sent via email only to chelsea_devivo@ios.doi.gov within the first 48 hours of the posting of the solicitation. This will allow time for responses to be obtained and posted as an amendment to the solicitation prior to the closing date and time.
3. Evaluation Factors IAW FAR 52.212-2 Evaluation - Commercial Products and Commercial Services. (DEVIATION MAR 2026). These General Evaluation Factors will be applied:
• Technical experience, capacity, and expertise to perform the required tasks within the period of performance and to meet all goals and objectives on schedule. Demonstrated experience performing the same or similar work described the attached SOW.
• Technical approach to performing the required tasks as described in the statement of work addendum within the period of performance. The proposal shall include a narrative explaining how the work will be carried out in terms of the techniques, procedures, and schedule.
• Management Plan: Key Personnel shall be addressed and identified in proposals to be considered responsive. If use of a Subcontractor is part of your response to the solicitation, they should be identified in the response to the solicitation.
• Past performance. The Contract Specialist will review data from various sources and consideration will be given to contractors with no terminations for cause on record.
• Technical Capabilities & Past Performance when combined is approximately equal to price.

4. Price Quotes: A detailed accounting of offeror pricing.
The Government will evaluate the reasonableness of pricing submissions based on other quotes received and/or previously approved orders.
Offerors are cautioned that a warranted Contracting Officer is the only authorized Government representative to make any contractual changes. No oral statement of any person whomsoever shall, in any manner or degree modify or otherwise affect the terms of this Purchase Order. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority, and no adjustment shall be made in the Purchase Order price to cover any increase in costs incurred as a result thereof.

Statement of Work National Wildlife Refuge System, Division of Natural Resources Hydrologic Data Analysis, Interpretation, Reporting and Planning Support
1. Introduction
The National Wildlife Refuge System (NWRS) in Alaska consists of 16 Refuges encompasses over 78 million acres of land and waters that spans from the Arctic coastal plain through interior boreal forest to the maritime ecosystem of the Aleutian Islands. One of the primary purposes of each Refuge is to ensure water quality and quantity for the natural diversity is fish and wildlife habitats and populations. The collection, analysis interpretation and reporting of hydrologic data is a necessary step to achieve this purpose.
2. Objective
The objective of the Division of Natural Resources is ensure Alaska Refuges have the support necessary to meet their legal mandates related to the management of fish and wildlife habitats and populations, subsistence management, international treaties, and provide water of sufficient quality and quantity for these purposes.
To conduct data entry, analysis, interpretation and reporting of time series hydrologic datasets (stage, discharge, levels). Assist in the analysis and preparation of applications for reservations of water in support of refuge purposes and to achieve national policy objectives.
3. Products and Primary Activities
3.1 Specific Products and Activities:
3.1.1 Area of Assistance is primarily to conduct analysis of time series hydrologic data (stage, discharge, levels) sets using WISKI, a commercial software package that has been adopted by the Service at a national level. Area of Assistance may include but are not limited to:
• Entering/importing data into WISKI time series databases, excel spreadsheets, or other data
• bases;
• enter station descriptions and metadata, and station analysis report;
• import and perform initial check of imported data;
• identify bad data, missing time periods, ice effected data, or other circumstances;
• apply appropriate flags;
• enter water surface elevations and corresponding stage;
• identify and apply datum corrections;
• upload or enter discharge measurements and field notes;
• develop rating and apply shifts as necessary;
• develop estimates for winter/ice effected time periods and missing time periods when appropriate;
• coordinate efforts and appropriate data and analysis checks with WRB staff;
• provide data reports;
• achieve final data and reports and;
• analysis and interpretation of data;
• Update SOP’s as necessary;
• Development or revision to any Water Resource Inventory & Assessment activities.
3.1.2 Assist in the analysis of hydrologic and biologic data sets to prepare applications of reservations of water. General tasks include developing hydrographs, developing duration curves and tables, coordinating the develop of periodicity tables for biological species, provide and criteria and justification for time periods and flow requirements.
3.1.3 Provide subject matter expertise in in the field of arctic hydrology and aquatic ecosystems.
4. Expertise Required to Carry Out Activities
As illustrated by the activities identified above the necessary hydrologic technical, scientific and subject matter expertise are required including a strong background in stream gaging (stage, discharge, level and station analysis) and analysis, interpretation and reporting of time series hydrologic data. Specific user experience with WISKI (a commercial analysis tool) is highly preferred. Knowledge of hydrologic processes in Arctic environments and the ability to work and communicate across natural resource disciplines, and the ability synthesis this information to meet management objectives.
4.1 Hydrologist
Undergraduate or Master’s degree in hydrology and at least 4 years of related work experience in Arctic hydrology and analysis of stream gaging records. Including experience with time series data bases and analysis tools. And demonstrated experience in writing scientific and technical reports (equivalent to a GS 1315-9/11)
5. Travel & Training
Travel to/from or within Alaska may be required to attend training or participate in workshops or other work related activities.
5.1 The Government will reimburse the contractor for allowable travel and subsistence costs incurred by the contractor in performance of the contract and determined to be in accordance with FAR Subpart 31.205-46 Travel Costs. No travel time shall be charged for work performed within a 50 mile radius of the regular duty location. Per diem for travel on work assigned under this contract will be reimbursed consistent with company policy, but not to exceed the amount authorized in the Federal Travel Regulation (FTR).
5.2 In rendering the services, the contractor shall be reimbursed for the actual costs of transportation incurred by its personnel not to exceed the cost of tourist class rail, or plane fare, to the extent that such transportation is necessary for the performance of the services hereunder and is authorized by the Contracting Officer.
5.3 Service specific training maybe be required as a pre-requisite to providing specific services.
Examples of these training may include IT, computer network security, boat safety, bear/gun safety, CPR/first aid. Training that is Service-specific will be provided by the government.
5.4 The use of privately owned conveyance within the continental United States by the traveler will be reimbursed to the contractor at the mileage rate allowed by the FTR. Distances traveled between points shall be calculated using electronic standard highway mileage guides. The contractor shall explain any deviations from distance shown in such standard mileage guides.
6. To be Provided by the Government
6.1 The Service shall provide to the Contractor user identifications and passwords to access the Service computer systems upon completion of the required data access forms, clearances, and training.
6.2 The Service shall provide computers.
6.3 Work is telework eligible, temporary workspace within existing Service facilities maybe provided as necessary.
6.4 Field supplies and equipment will be provided by the government.
6.5 If it is determined to be in the best interest of the Government, the Contractor maybe authorized to use Government supply sources to provide supplies or equipment required for contract performance.
7. To be Provided by the Contractor
7.1 Any equipment that is procured to complete a task with funds provided from this acquisition shall become Government property. Also any data, databases, web sites or other products or programs developed under this acquisition shall become the property of the Government.
7.2 Liability insurance is the responsibility of the contractor.
7.3 The contractor shall provide the following:
7.3.1 Sufficiently skilled staff to accomplish the above activities in the required quantity and of the required quality.
7.3.2 PPE for contractors
7.3.3 In the event that the government allows the Contractor to be a driver or passenger in Government Owned Vehicles (GOV) boats, ATVs or other equipment, the Government is neither liable nor responsible for any injury or property damage experienced by Contractor. Contractor is required to meet all DOI and/or FWS GOV policy requirements for operating a motor vehicle.
8. Period of Performance
The period of performance will begin when the contract on October 1, 2026 and work will extend for 12 months (1044 hours of work). This is part-time work with a schedule of approximately 20 hours/week.
Specific schedule will be determined once contractor has been selected.
Option Years: Work may extend for 12-60 months (1044 hours of work/year) depending on additional workload for hydrologic needs based on regional, national, or executive policy, regulation and/or Executive Orders .
C – Contract Clauses
DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (February 2021) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice [Contracting Officer to edit and include the documentation required under this contract]:
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
(End of Local Clause) 52.217-8 Option To Extend Services. (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days.
(End of clause) 52.217-9 Option To Extend the Term of the Contract. (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 15 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

(a) Definitions. As used in this clause— Program participation means membership or participation in, or access or admission to: training, mentoring, or leadership development programs; educational opportunities; clubs; associations; or similar opportunities that are sponsored or established by the contractor or subcontractor.
Racially discriminatory diversity, equity, and inclusion (DEI) activities means disparate treatment based on race or ethnicity in the recruitment, employment (e.g., hiring, promotions), contracting (e.g., vendor agreements), program participation, or allocation or deployment of an entity's resources.
(b) In connection with the performance of work under this contract, the Contractor agrees as follows:
(1) The Contractor will not engage in any racially discriminatory DEI activities;
(2) The Contractor will furnish all information and reports, including providing access to books, records, and accounts, as required by the Contracting Officer, for purposes of ascertaining compliance with this clause;
(3) In the event of the Contractor's or a subcontractor's noncompliance with this clause, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor or subcontractor may be declared ineligible for further Government contracts;
(4) The Contractor will report any subcontractor's known or reasonably knowable conduct that may violate this clause to the Contracting Officer and take any appropriate remedial actions directed by the Contracting Officer; and
(5) The Contractor will inform the Contracting Officer if a subcontractor sues the Contractor and the suit puts at issue, in any way, the validity of this clause.
(6) The Contractor recognizes that compliance with the requirements of this clause are material to the Government's payment decisions for purposes of 31 U.S.C. 3729(b)(4).
(c) The Contractor must include the substance of this clause, including this paragraph (c), in subcontracts at any tier, including those for commercial products and commercial services, except those where the place of delivery or performance is outside the United States.
