Service, Acquisitions Team, Goods & Services, Acquisition Operations
This is a combined synopsis/solicitation for commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) FAR Part 12, including the simplified procedures of FAR 12.201-1. This announcement constitutes the solicitation. Quotations are requested for the requirement described below.
Solicitation No. 140FS126Q0153 is issued as a Request for Quotations (RFQ) for mowing, native seed application, and an optional post-seeding rolling event supporting wetland reserve easement restoration in Klamath County, Oregon. This acquisition is a Total Small Business Set-Aside. The Government intends to issue one firm-fixed-price purchase order.
1. Request for Quotation The Government intends to issue a firm-fixed-price purchase order to the responsible small business quoter whose quotation conforms to the solicitation and represents the best value to the Government, price and other factors considered. A quotation is not an offer. The Government's issuance of a purchase order in response to a quotation constitutes the Government's offer. A binding contract is formed when the supplier accepts the purchase order in writing or commences substantial performance.
2. Requirement The Government requires commercial restoration services across 223.1 acres of a wetland reserve easement along the Sprague River, Oregon. The work consists of one mowing event, application of Government-furnished native seed at 12.7 lbs pure live seed (PLS) per acre, and, if exercised by the Government, one post-seeding rolling event. Complete requirements are contained in Attachment 1, Statement of Work. Firm-fixed-price quotation requirements are provided in Attachment 2, Bid Schedule.
3. Contracting Authority Only the Contracting Officer is authorized to make contractual changes, exercise the optional rolling CLIN, or authorize work outside the awarded scope. Government technical personnel may coordinate access, scheduling, site conditions, seed pickup, inspections, and routine technical matters but are not authorized to change scope, price, terms, or period of performance. Oral direction alone does not modify the purchase order or exercise an option.
4. SAM Registration Quoters must be registered, active, and eligible for award in the System for Award Management (SAM.gov) at the time required for award. Quoters shall provide their Unique Entity Identifier (UEI) with their quotation.
Solicitation No. 140FS126Q0153
5. Questions Questions shall be submitted by email only to Oscar Orozco at oscar_orozco@ios.doi.gov no later than September 16, 2026, 1200 Pacific. Oral explanations or instructions are not binding. Only a written amendment issued by the Contracting Officer may modify this solicitation.
6. Evaluation Factors and Basis for Award - Best Value The Government will evaluate quotations using the streamlined procedures of RFO FAR Part 12. Award will be made to the responsible small business quoter whose quotation conforms to the solicitation and represents the best value to the Government, considering Technical Capability/Relevant Experience, Past Performance, and Price. Formal numerical scoring, adjectival ratings, an evaluation plan, and establishment of a competitive range will not be used.
6.1 Technical Capability / Relevant Experience
The Government will comparatively evaluate the extent to which the quoter demonstrates relevant experience and capability performing work comparable to this requirement, with particular consideration given to mowing/groundwork on uneven terrain, seed application, handling and transport of bulk project materials, and ability to perform weather-dependent work within the SOW timeframes. Experience demonstrating successful seeding or comparable application capability is particularly relevant because the SOW requires seed application and does not permit another application method.
6.2 Past Performance
The Government will evaluate relevant past performance using vendor-provided references and other reasonably available Government information. The Government may consider quality, timeliness, successful completion, and customer satisfaction. The Government is not required to contact every reference. A quoter with no relevant past performance will be evaluated neutrally and will not be penalized solely for lacking a relevant performance record.
Favorable relevant past performance may constitute a comparative advantage.
6.3 Price
The Government will evaluate the firm-fixed prices for CLINs 00010, 00020, and optional CLIN 00030. For evaluation purposes, the Total Evaluated Price will include the base CLINs and the optional rolling CLIN. The Contracting Officer will determine whether the price is fair and reasonable.
6.4 Relative Importance and Award
Technical Capability/Relevant Experience and Past Performance, when combined, are approximately equal in importance to Price. The Government may select a higher-priced quotation when a meaningful non-price advantage warrants the additional price. As quotations become more comparable under the non-price factors, Price will become increasingly important. The Government will not pay a price premium when the comparative non-price advantage does not justify the additional cost. The Government may communicate with quoters as necessary to conduct an efficient evaluation and may request clarification or revised quotations when appropriate under RFO FAR Part 12. FAR Part 15 procedures do not apply to this comparative evaluation.
7. Quotation Submission Requirements Quotations shall be submitted electronically to Oscar Orozco at oscar_orozco@ios.doi.gov and must be received no later than September 18, 2026, 1200 Pacific. Include Solicitation No. 140FS126Q0153 in the email subject line.
Quotations should be concise and contain only the information necessary for evaluation:
Completed Attachment 2, Bid Schedule, with firm-fixed prices for all three CLINs, including the optional rolling
CLIN.
Legal business name, address, point of contact, telephone number, email address, UEI, and confirmation of active SAM registration.
Up to three relevant projects completed or substantially performed within the past five years. For each, identify the customer, approximate performance dates, a brief description of the work, and why it is relevant.
For the projects identified, provide a customer point of contact, telephone number, and email address, if available, for past-performance purposes.
Briefly describe the quoter's capability to perform the SOW, including seed application, mowing/groundwork, equipment and material handling, and ability to meet the required performance windows.
Identify any exception or deviation from the solicitation or SOW. If none, state "No Exceptions."
Lengthy technical proposals, management plans, staffing plans, resumes, photographs, and other documentation not specifically requested are not required.
8. Period of Performance The overall contract window is September 28, 2026 through March 15, 2027. Mowing must be completed no later than October 31, 2026. Seeding will occur from November 1, 2026 through March 15, 2027, with a preferred application date between November 1 and November 15, 2026. If the optional rolling CLIN is exercised, rolling must occur within 24 hours after seeding. See Attachment 1 for complete scheduling and weather-dependent performance requirements.
9. Optional Rolling CLIN CLIN 00030 is an option controlled solely by the Government. The Contractor may not elect to decline the rolling work if the option is properly exercised. The Government may exercise CLIN 00030 when FWS determines that weather, ground, and access conditions permit rolling without severe damage to the easement. The option will not be exercised when FWS determines that access is not available or conditions do not permit the work.
Because rolling must occur within 24 hours after seeding, the Contractor shall coordinate the anticipated seeding date with FWS in advance and shall immediately notify the Government when seeding is complete. The Contracting Officer may exercise CLIN 00030 by written notice transmitted electronically to the Contractor point of contact identified in the purchase order. Written notice may be provided outside normal duty hours, including weekends and Federal holidays. The Government may communicate orally at the same time to facilitate immediate coordination, but oral direction alone does not exercise the option. A formal contract modification will follow the written exercise notice in accordance with agency procedures.
10. Provisions and Clauses Applicable solicitation provisions and contract clauses are included in Attachment 3. FAR 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, applies as supplemented by Section 7 and Attachment
3. FAR 52.212-2, Evaluation - Commercial Products and Commercial Services, applies as supplemented by Section 6 and Attachment 3. FAR 52.212-4, Contract Terms and Conditions - Commercial Products and Commercial Services, applies to the resulting purchase order. The applicable Service Contract Labor Standards wage determination will be attached separately and incorporated into the solicitation and resulting purchase order.
11. Attachments Attachment 1 - Statement of Work - Restoration of Wetland Reserve Easement Attachment 2 - Bid Schedule Attachment 3 - Provisions and Clauses Attachment 4 - Applicable Service Contract Labor Standards Wage Determination (attached separately)
12. Responsible Sources All responsible sources eligible under the Total Small Business Set-Aside may submit a quotation that will be considered by the Government.
ATTACHMENT 1 - STATEMENT OF WORK
STATEMENT OF WORK
Klamath Basin NWRC
Restoration of Wetland Reserve Easement Partners for Fish and Wildlife
Klamath Basin NWRC June 15, 2026
1. GENERAL:
1.1 The U.S. Fish and Wildlife Service (USFWS), through the Partners for Fish and Wildlife Program, has a need for mowing, seed application, and post-seeding rolling to support native plant restoration on a wetland reserve easement along the Sprague River, Oregon. This project includes one mowing event, one application of a native seed mix, and one rolling event.
1.2 Purpose: The purpose of this work is to prepare the easement for native plant restoration, by mowing, seeding applying a native seed mix, and roll the site immediately afterward. This work will take place across 223.1 acres and seeding will be at a rate of 12.7 lbs pure live seed (PLS) per acre. These actions are intended to establish native vegetation on the wetland reserve easement. All native seed will be provided by USFWS.
2. PLACE/DELIVERY AND PERIOD OF PERFORMANCE:
2.1 Place of Performance: Work will take place at 19909 Skeen Ranch Road, Sprague River, Oregon. At no time will funding be used to conduct restoration work activities on lands under other jurisdictions (i.e. Cities of Klamath Falls, BLM, CDFW, State and/or Federal Refuges, etc.).
Native seed mix must be picked up at the Lower Klamath National Wildlife Refuge (42.000249, -121.700001).
There will be approximately 3,260 lbs of native seed in the form of small seed bags (~50lb) stacked on pallets.
Coordination with USFWS staff will be required to arrange a pick-up time prior to arrival. A forklift may be available to assist with loading but is not guaranteed. Contractors should be prepared to load seeds without the assistance of USFWS staff.
2.2 The contract window for all work will be within August 15, 2026 - March 15, 2027. Mowing will take place between the work window of September 28, 2026 - October 31, 2026. seeding will take place from November 1, 2026 - March 15, 2027, with a preferred application date between November 1, 2026 - November 15, 2026. Rolling will take place within 24 hours after seeding, and seeding will ideally take place between November 1, 2026 - November 15, 2026, but will depend on time of seed application. Rolling must take place within 24 hours of seeding. There is potential for winter weather to prevent heavy equipment access to the easement. In the event access is not available, rolling will not be required after seeding. Vendor must coordinate with USFWS staff to schedule all work prior to performance. No work shall commence without prior coordination and approval. Exercise of the optional rolling CLIN is authorized only by the Contracting Officer as provided in the contract.
2.3 Normal USFWS duty hours are Monday thru Friday, 8:00 AM - 4:30 PM.
2.4 USFWS non-duty hours include weeknights, weekends, and Federal government holidays.
3. SCOPE:
3.1 The project will consist of one mowing event, seeding, and post-seeding rolling across 223.1 acres. Mowing will occur prior to seeding and no later than October 31, 2026. Mowing must leave vegetation at a height of 6 inches and contractor will need to adjust the mower as needed to avoid scouring due to uneven terrain. Vendor will be responsible for ensuring seed application is consistent with 12.7lbs PLS per acre on the 223.1 acre treatment area outline in (Figure 2). Vendor must be able to accept and transport seed for applications in the form of small seed bags (~ 50lbs). Seed will be provided to the contractor in the form of small seed bags (50lbs) on pallets and total seed weight will be approximately 3,260 lbs. The seed will be stored on the Lower Klamath National Wildlife Refuge and the contractor will need to be able to load and transport the seed. Seed must be applied , and no other application method will be accepted. Application must be evenly applied within the treatment area outlined in Figure 2 at a rate of 12.7lbs PLS per acre. Optional line item: One rolling event will take place immediately after seeding (if exercised). Rolling will cover the entire 223.1 acres where seeding occurred.
Rolling date will depend on when seeding application takes place. Rolling must take place no more than 24 hours after seeding. Winter weather may prevent heavy equipment access to the easement which will cause severe damage to the property. If access is not available, rolling will not be required after seeding. Vendor must coordinate with U.S. Fish and Wildlife Service Staff to confirm dates before work can take place.
3.2 Native seed mix will be provided to the vendor by the USFWS. Vendor must be able to pick up seed mix from the Lower Klamath National Wildlife Refuge. Vendor will need to coordinate pick up date and time prior to arrival.
4. INSPECTION AND ACCEPTANCE:
4.1 The contractor will be evaluated as detailed herein. All work included in the contract specifications shall be subject to inspection by the U.S. Fish and Wildlife Service. Final acceptance shall be based upon satisfactory completion of the work in accordance with specifications on a task-by-task basis.
5. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION:
5.1 No Government-furnished equipment will be provided. Government-furnished materials/information will consist of the native seed identified in this SOW, work prioritization lists, and maps. Contractor will be required to provide all necessary equipment for the work.

52.212-2 EVALUATION - COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEVIATION MAR 2026)
(a) The Government will evaluate quotations using the simplified procedures of RFO FAR Part 12. Award will be made to the responsible small business quoter whose quotation conforms to the RFQ and represents the best value to the Government, considering Technical Capability/Relevant Experience, Past Performance, and Price.
Technical Capability/Relevant Experience and Past Performance, when combined, are approximately equal in importance to Price. The Government may use a comparative evaluation of quotations in accordance with RFO FAR 12.203(c)(2). Formal point scoring, adjectival rating scales, an evaluation plan, and establishment of a competitive range will not be used.
Technical Capability/Relevant Experience. The Government will comparatively evaluate relevant experience and capability to successfully perform the SOW, including mowing/groundwork on uneven terrain, aerial seed application or comparable aerial application, material handling/transport, and ability to perform within the required weather-dependent performance windows. The Government may consider relevance, similarity, scope, complexity, and recency.
Past Performance. The Government will evaluate relevant past performance using vendor-provided references and other reasonably available information. The Government may consider quality, timeliness, successful completion, and customer satisfaction. The Government is not required to contact every reference. A quoter with no relevant past performance will be evaluated neutrally. Favorable relevant past performance may constitute a comparative advantage.
Price. The Government will evaluate the firm-fixed prices for CLINs 00010, 00020, and 00030. The Total Evaluated Price will include the optional CLIN. The Contracting Officer will determine whether the price is fair and reasonable based primarily on competition and may consider other relevant pricing information available to the Government.
(b) The Government may consider information contained in the quotation and other reasonably available information in evaluating the factors and responsibility. The comparative evaluation is not subject to FAR Part 15 procedures and does not require a competitive range, formal discussions, or scoring.
(c) A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is an offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.
Basis for Award. The Government will make a best-value determination by comparatively evaluating quotations against one another under the stated factors. The Government may select a higher-priced quotation when a meaningful non-price advantage warrants the additional price. As quotations become more comparable under the non-price factors, Price will become increasingly important. The Government intends to evaluate quotations and issue award without requesting revisions; however, the Government may seek clarifications or request additional information when necessary under RFO FAR Part 12.
