U.S. Fish and Wildlife Service

Kenai National Wildlife Refuge Visitor Center

Exhibit Repair, Refurbishment & Touch Zone Renewal — Task Order Statement of Work (SOW)

1. Project Background

The U.S. Fish and Wildlife Service (Service) has a requirement to repair, refurbish, and refresh a set of existing exhibit components across multiple zones of the Kenai National Wildlife Refuge Visitor Center Exhibit Hall, located at 1 Ski Hill Road, Soldotna, Alaska 99669, and to fully redesign one additional zone, the Boreal Forest Touch Zone (E-08).

This requirement is distinct from, and may be issued alongside, a separate Design/Build task order addressing the Fire Ecology, Water, and Peatlands zones.

The Exhibit Hall opened in 2016. The items in this task order are largely small-scale repairs identified during a full-hall condition assessment; the Boreal Forest Touch Zone is included as a standalone redesign because its touch tray is not functioning as originally intended.

2. General Requirements of the Project

This requirement covers the following exhibit zones and components:

● Repair and Maintenance (no redesign): E-01b/c, E-02c/f, E-03b, E-04c/d, E-05d, E-06c/f, E-10b, E-22a/b — hardware, lighting, rockwork, and casework repairs.

● Quick-Turn Graphic & Content Fixes (light redesign): E-09b, E-10f, E-16a, E-20a/b/d — panel graphic redesign, content correction, and minor cabinet/monitor work.

● Interpretation Refresh: Wildlife Movement & Seasonality (light redesign): E-11a.

● Exhibit Refresh and Repair: Winter Bear Den and Ptarmigan (mixed repair/light redesign): E-18a/b/c/d.

● Boreal Forest Touch Zone (full redesign): E-08 — touch tray casework and tactile layer, content refinement, fabrication oversight and installation.

The exhibits shall involve low-to-moderate technology, favor durable, low-maintenance repair solutions, and be ADA-compliant in accordance with IDIQ contract guidelines. Offerers are encouraged to propose scalable solutions and alternative quantities or service frequencies that they believe will provide the best value within a notional budget of approximately $25,000 to $50,000, provided the proposal clearly explains how each option would affect total price, service levels, and overall service quality.

3. Project Purpose

The purpose of this task order is to restore full function to exhibit components that have degraded since the Exhibit Hall opened in 2016, correct outdated or inaccurate content on several graphic panels, and replace the under-performing Boreal Forest Touch Zone tactile interactive with a redesigned version consistent with its original “forest floor layers” concept. This task order does not introduce a new interpretive theme; repaired and refreshed content shall be consistent with the Exhibit Hall's existing themes and, where graphic content is redesigned, shall reflect current, accurate information.

4. Planning and Design

Most of this task order is repair-in-place work requiring no formal design submittal: the Contractor shall repair or refurbish each Repair and Maintenance item and the mechanical/hardware portions of the Winter Bear Den and Ptarmigan items to restore original function, coordinating specific approach with the COR at the post-award meeting rather than through a phased design review.

For the redesign items — the Quick-Turn Graphic & Content Fixes, the Wildlife Movement & Seasonality panel refresh, and the Boreal Forest Touch Zone — the Contractor shall follow a condensed version of the standard 10/35/65/95% design review structure: a 10% concept submittal (layout and content approach), a 35% submittal (draft graphics/text and, for the Touch Zone, tactile layer materials approach), a 65% submittal (near-final graphics/text and fabrication details), and a 95% final submittal (production-ready art and specifications) prior to fabrication. Given the scale of these items, each submittal may be a single combined package covering all redesign items rather than separate submittals per zone, at the Contractor's option with COR concurrence.

For the Boreal Forest Touch Zone specifically, the Contractor shall preserve and integrate the existing explorer-card content and wildlife panels per the current condition assessment, consistent with the “forest floor layers” concept already developed by Refuge staff.

5. Fabrication

● Fabrication shall conform to all applicable fire and building codes; the Contractor shall coordinate any combustible-material use with Refuge facilities staff prior to fabrication.

● All lighting and electrical work (e.g., E-01c's integrated LED/touch-button repair) shall comply with the National Electrical Code and applicable local codes. Power supply is 120V A.C.

● Fabrication of the two durable ptarmigan replicas (E-18b) is the Contractor's responsibility; the Service will assist in locating reference material but is not obligated to provide specimens.

6. Installation

● The Contractor shall furnish all labor and materials to transport, unload, and install repaired/refurbished/redesigned components, scheduled in coordination with Refuge Visitor Services staff to minimize disruption to visitors.

● The Contractor shall be responsible for site cleanup and for repairing any incidental damage per FAR 52.237- 2.

● The Contractor shall provide a brief operations and maintenance note for any repaired mechanical or electrical component (e.g., the E-01c touch-button lighting repair, the Boreal Forest Touch Zone tactile layer) to Visitor Center staff at completion.

7. Quality Control

The Contractor's Project Manager shall inspect all repair, refurbishment, and redesign work prior to COR review to confirm it meets this task order's specifications and restores or improves original function.

8. Government-Furnished Property

The Service will make available existing wildlife reference panels, explorer-card content, and photographs relevant to the Boreal Forest Touch Zone redesign. Standard GFP handling procedures apply: the Contractor shall inspect and inventory any government-furnished material, notify the COR within 7 days if unsatisfactory or within 3 business days if lost/damaged, and return all GFP to the COR following acceptance of work.
