This requirement is being procured, and award will be made, in accordance with Revolutionary FAR
Overhaul (RFO) FAR Part 12, Acquisition of Commercial Products and Commercial Services. The
Government intends to issue a firm-fixed-price purchase order. Quotes from sellers unable to accept purchase orders will not be considered for award.
The solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 2026-01. This is a combined synopsis and solicitation; a separate solicitation will not be issued. This solicitation is prepared for commercial products and commercial services in accordance with RFO FAR Part 12 and the format in Subpart 12.202(b)(1), as supplemented by the information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
1. Request for Quotation
Solicitation number 140FS126Q0136 is issued as a request for quotation (RFQ).
2. Requirement
The Government requires the furnishing and installation of replacement exterior mortise locksets, cylinders, 7-pin small-format interchangeable cores (SFIC), strikes, fasteners, associated hardware, maintenance materials, documentation, and maintenance training for eighteen (18) exterior doors at
Guam National Wildlife Refuge, Yigo, Guam.
The main public entrance door to the Nature Center is excluded from this requirement. The Contractor shall perform all work in accordance with the attached Statement of Work (SOW).
The Contractor shall furnish all labor, materials, tools, equipment, transportation, supervision, and other items necessary for complete performance. The Contractor shall complete performance within one hundred eighty (180) calendar days after award, unless otherwise authorized in writing by the
Contracting Officer.
3. Contracting Authority
A warranted Contracting Officer is the only authorized Government representative to make contractual changes after award. No oral statement of any person shall modify or otherwise affect the terms of the resulting purchase order.
If the Contractor performs a change at the direction of any person other than the Contracting Officer, the change is unauthorized and no adjustment to the purchase order price or period of performance will be made for costs incurred as a result.
Technical Coordinators identified in the SOW may coordinate site access, scheduling, inspection, and routine technical matters, but are not authorized to modify the contract, authorize additional work or costs, change the period of performance, or otherwise alter the purchase order.

4. Service Contract Labor Standards
This requirement is subject to the Service Contract Labor Standards. The applicable U.S. Department of
Labor Wage Determination is incorporated as Attachment 3 and applies to performance under the resulting contract.
5. Site Visit
A site visit is available for prospective quoters. Requests to attend shall be submitted by email to the
Contracting Officer no later than close of business on August 25, 2026.
Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding general and local conditions that may affect performance costs, to the extent information is reasonably obtainable. Failure to inspect the site shall not constitute grounds for a claim after award.
6. System for Award Management
Before submitting a quote, quoters must be registered, active, and eligible for award in the System for
Award Management (SAM). Registration instructions and online registration are available at SAM.gov.
By submitting a quote, the quoter acknowledges the requirement to be registered in SAM before award, during performance, and through final payment under any resulting contract. Quotes that fail to furnish required representations or information, or that take exception to solicitation terms and conditions, may be excluded from consideration.
7. Questions
Questions regarding this solicitation shall be submitted by email only to oscar_orozco@ios.doi.gov no later than August 26, 2026, 12:00 p.m. Pacific Time.
The Government may post questions and answers for all prospective quoters without identifying the source of the question. Oral explanations or instructions are not binding. Only a written amendment issued by the Contracting Officer modifies this solicitation.
8. Evaluation Factors and Basis for Award
FAR 52.212-2, Evaluation—Commercial Products and Commercial Services
(DEVIATION MAR 2026)
The Government will evaluate quotations using the simplified procedures of RFO FAR Part 12. Award will be made to the responsible quoter whose quotation conforms to the solicitation and represents the best value to the Government, considering Experience/Technical Capability, Past Performance, and Price.
The Government may use a comparative evaluation of quotations in accordance with RFO FAR
12.203(c)(2). Formal point scoring, adjectival rating scales, an evaluation plan, and establishment of a competitive range will not be used.

Experience/Technical Capability
The Government will evaluate the extent to which the quoter demonstrates recent, within the past five (5) years, and relevant experience performing locksmith, mortise lockset replacement, commercial door hardware installation, SFIC core installation/keying, or similar services comparable in size, scope, complexity, and environmental conditions to this requirement.
Relevant experience may include installation or replacement of commercial exterior mortise locksets;
installation, replacement, or keying of SFIC cores; work involving existing master-key systems; work on occupied facilities; work in coastal, marine, corrosive, remote, or logistically challenging locations; and work requiring protection of Government or customer property.
The Government will also consider the quoter's demonstrated capability to perform the SOW, including its capability to furnish ANSI Grade 1 mortise locksets, compatible 7-pin SFIC cores for the existing Arrow
“1C” keyway, corrosion-resistant exterior hardware, required maintenance materials, documentation, and on-site training.
Past Performance
The Government will evaluate the quoter's demonstrated quality of performance on recent, within the past five (5) years, and relevant work. The Government may consider information provided with the quotation and information obtained from other available Government or commercial sources, including customer references, prior Government experience with the quoter, Contractor Performance Assessment
Reporting System (CPARS), if available, and other relevant sources.
A quoter without relevant past performance will not be evaluated favorably or unfavorably solely on that basis.
Price
The Government will evaluate the total firm-fixed price based on the completed Bid Schedule. Individual
Contract Line Item Number (CLIN) prices may also be reviewed for reasonableness. The Contracting
Officer will determine whether the proposed price is fair and reasonable using quotations received, the
Independent Government Estimate, and/or other relevant information available to the Government.
Relative Importance and Basis for Award
Experience/Technical Capability and Past Performance, when combined, are more important than Price.
Award will not necessarily be made to the lowest-priced quoter. The Government may select a higher-priced quotation when the demonstrated advantages in Experience/Technical Capability and/or Past
Performance warrant the additional price. Conversely, the Government will not pay a price premium when the additional benefits do not warrant the additional cost.
The Government reserves the right to communicate with quoters as necessary to clarify or obtain information needed to evaluate quotations consistent with RFO FAR Part 12 simplified procedures.
9. Quotation Submission Requirements

Quotations should be concise and contain only the information necessary for the Government to evaluate the quotation. Quoters shall submit the following in a single pdf:
9.1 Company Information
Provide the company's legal business name, address, point of contact, telephone number, email address, and Unique Entity Identifier (UEI). The quoter shall meet applicable SAM registration requirements at the time required for award.
9.2 Experience/Technical Capability
Provide information for up to three (3) recent and relevant projects demonstrating experience performing locksmith, commercial mortise lockset installation or replacement, SFIC core/keying, commercial door hardware installation, or substantially similar work.
For each project, provide:
• Customer or organization name
• Date or period of performance

• Brief description of the work performed
• Description of the locksets, hardware, cores, keying, or comparable systems involved, as applicable
• Description of site conditions relevant to this requirement, including occupied facilities, coastal or corrosive environments, remote locations, or work involving existing master-key systems, if applicable
• Brief description of how the project is similar to this requirement
The quoter shall also confirm that it possesses, or will have available at the time of performance, qualified personnel, required licenses, equipment, and resources necessary to perform the SOW.
The quoter shall identify the manufacturer and model of the proposed mortise lockset and confirm that the proposed hardware and SFIC cores meet the technical requirements of the SOW.
Manufacturer product literature may be submitted to demonstrate compliance.
Experience need not be identical to this requirement to be considered relevant. The Government will consider the degree of similarity to the work and conditions described in the SOW.
9.3 Past Performance
For each project identified under Experience/Technical Capability, provide a customer point of contact, telephone number, and email address. The Government may contact the references provided but is not required to contact every reference.
The Government may also consider relevant past-performance information obtained independently from
Government or commercial sources including customer references, prior Government experience with the quoter, CAR, and CPARS, if available. The Government may, at its discretion, contact references or communicate with a quoter regarding past-performance information considered relevant to the evaluation.
9.4 Price
Submit a completed Bid Schedule providing a firm-fixed price for each applicable CLIN and a total firm-fixed price. Prices shall include all costs necessary to perform the SOW, including labor, materials, equipment, tools, transportation, supervision, delivery to Guam, installation, testing, training, documentation, maintenance materials, removal and turnover of existing hardware, cleanup, and all applicable taxes, fees, and incidental expenses.
The Government intends to make one firm-fixed-price award for the complete requirement.
C — Contract Clauses
DOI Electronic Invoicing and Payment Requirements — Invoice Processing Platform
(February 2021)
Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice
Processing Platform System (IPP). “Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or FAR
52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services, included in commercial product and commercial service contracts. The IPP website address is https://www.ipp.gov.
Under this contract, the Contractor shall submit with each IPP invoice: the invoice identifying the contract number, invoice number, billing period, CLIN(s) billed, dates of service, and total amount due; and supporting documentation sufficient to demonstrate performance and Government acceptance for the invoiced period, including documentation of completed lock replacement and installation services.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact, as listed in SAM, will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis within 3–5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production
Helpdesk via email at IPPCustomerSupport@fiscal.treasury.gov or by phone at (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its quotation.

(5) The Contractor will inform the Contracting Officer if a subcontractor sues the Contractor putting this clause's validity at issue; and

3729(b)(4).

(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quotation conforming to the solicitation represents the best value to the Government, price and other factors considered.
The evaluation factors are Experience/Technical Capability, Past Performance, and Price, as described in
Section 8, Evaluation Factors and Basis for Award, of this solicitation. Experience/Technical Capability and Past Performance, when combined, are more important than Price.
The Government may use a comparative evaluation of quotations in accordance with RFO FAR
12.203(c)(2).
(b) A quotation submitted in response to this RFQ is not an offer. The Government’s issuance of a purchase order constitutes an offer to the selected quoter. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.

Title: Guam National Wildlife Refuge Exterior Lock Replacement

1. General
1.1 Background
The Guam National Wildlife Refuge (Refuge) is located on the northern coast of Guam. The physical address of the facilities is Route 3A Spur Road, Yigo, Guam 96929.
The Refuge facilities consist of three buildings. Existing exterior door locks have experienced operational problems including difficulty locking and unlocking, keys becoming stuck, and lock mechanisms becoming inoperable. The facilities are located within approximately 100 feet of the ocean and are subject to a highly corrosive marine environment.
1.2 Objective
The Contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, and other items necessary to replace the existing exterior mortise locksets, cylinders, interchangeable cores, strikes, and associated hardware on eighteen (18) exterior doors without replacing the doors.
The main public entrance door to the Nature Center is excluded from this requirement.
Upon completion, all eighteen (18) doors shall open, close, lock, and unlock smoothly and securely. The
Government's existing master key and entrance key shall operate each replacement core, as applicable, and the Government's existing core control key shall permit removal and installation of each interchangeable core.
1.3 Contractor Qualifications
The Contractor shall possess and maintain all business and trade licenses required by applicable law to perform the work in Guam.
2. Place and Period of Performance
2.1 Place of Performance
All on-site work shall be performed at:

Route 3A Spur Road
Yigo, Guam 96929
2.2 Period of Performance
The Contractor shall complete all work, including installation, testing, training, and delivery of required documentation and materials, within one hundred eighty (180) calendar days after contract award, unless otherwise authorized in writing by the Contracting Officer.
The Contractor shall coordinate the installation schedule with the Government Technical Coordinator after award.
2.3 Normal Work Hours
Normal Government work hours are Tuesday through Saturday, 7:30 a.m. to 4:00 p.m., Guam local time.
Work outside normal Government work hours shall be coordinated with and approved by the
Government in advance.
3. Technical Requirements
3.1 Existing Door Configuration
The requirement consists of eighteen (18) exterior doors.
Existing doors are approximately 1.75 inches thick and contain mortise locksets. Most existing locksets are ANSI F20 Entrance/Dormitory function.
The Contractor is responsible for verifying existing field conditions and compatibility before ordering or installing replacement hardware.
3.2 Replacement Locksets and Hardware
The Contractor shall furnish and install eighteen (18) new mortise locksets.
Each replacement lockset shall:
• Be ANSI Grade 1
• Have an F20 Entrance/Dormitory function
• Be UL listed
• Be ADA compliant
• Meet or exceed ANSI/BHMA A156.13-2022
• Be compatible with the existing doors and the interchangeable core requirements of this SOW
The Contractor shall provide new cylinders, strikes, fasteners, and all other associated hardware necessary for complete installation and proper operation.
Locksets, cylinders, strikes, fasteners, and associated exterior hardware shall be constructed of materials suitable for continuous service in a highly corrosive marine/coastal environment.
Galvanized steel shall not be used for replacement locksets or associated hardware.
Security screws shall not be used.
Installation shall not unnecessarily alter or damage the existing doors, frames, finishes, or surrounding
Government property.
3.3 Interchangeable Cores and Keying
The Contractor shall furnish and install eighteen (18) 7-pin Small Format Interchangeable Cores (SFIC) compatible with the existing Arrow “1C” keyway.
The replacement cores shall be keyed so that:
• The Government's existing master key operates the applicable doors
• The Government's existing entrance key operates the applicable doors
• The Government's existing core control key removes and installs each replacement core
The Government will make the existing master key, entrance key, and core control key available to the
Contractor as necessary for verification and testing.
The Contractor shall verify compatibility with the Government-furnished keys before ordering or permanently installing the replacement cores.
The Contractor shall immediately notify the Contracting Officer if the Contractor determines that the existing keying system or field conditions prevent compliance with these requirements.
The Contractor shall not change the Government's existing keying system or substitute a different keyway without prior written authorization from the Contracting Officer.
3.4 Removed Hardware
All locksets, cylinders, cores, strikes, and other hardware removed from the existing doors shall remain
Government property.
The Contractor shall turn all removed hardware over to Refuge staff before completion of the contract.
3.5 Replacement Part Availability
Replacement parts for the installed locksets, cylinders, and cores shall be commercially available for purchase and delivery to Guam.
At completion, the Contractor shall provide manufacturer names, model numbers, and part numbers sufficient for the Government to identify and purchase compatible replacement components.
The Contractor shall also provide contact information for at least one commercial source capable of supplying compatible replacement parts to Guam.
3.6 Maintenance Training
The Contractor shall provide one on-site maintenance training session to designated Refuge maintenance personnel after installation and before final acceptance.
At a minimum, the training shall address:
• Routine inspection of the locksets and hardware
• Proper cleaning and lubrication
• Preventive maintenance appropriate for the marine environment
• Identification of corrosion or abnormal wear
• Removal and installation of SFIC cores using the core control key
• Identification and ordering of replacement parts
Training shall be sufficient to enable Refuge maintenance personnel to perform routine preventive maintenance without disassembling or modifying the locking mechanism beyond manufacturer-recommended maintenance.
3.7 Unauthorized Additional Work
If the Contractor discovers existing damage, concealed conditions, incompatibilities, or other conditions requiring work outside the requirements of this SOW, the Contractor shall notify the Contracting Officer before performing the additional work.
Only the Contracting Officer has authority to change the scope, price, period of performance, or other terms and conditions of the contract.
The Contractor shall not perform additional work based solely upon direction from Refuge personnel or the Technical Coordinator.
4. Deliverables
4.1 Installed Locksets
The Contractor shall furnish and install complete replacement locksets, cylinders, strikes, interchangeable cores, and associated hardware for eighteen (18) exterior doors.
4.2 Manufacturer Documentation
The Contractor shall provide manufacturer documentation for the installed locksets and associated hardware to the Refuge Manager.
Documentation shall include, as applicable:
• Manufacturer
• Model number
• Part numbers
• Product literature
• Installation instructions
• Maintenance instructions
• Warranty information
• Documentation demonstrating compliance with ANSI/BHMA A156.13-2022
Electronic documentation in PDF format is acceptable.
4.3 Maintenance Materials
The Contractor shall provide the manufacturer-recommended cleaning, lubrication, and preventive-maintenance materials necessary for routine maintenance of the eighteen (18) installed locksets and cores for approximately twelve (12) months under normal use.
Materials shall be compatible with the installed hardware and suitable for use in the coastal/marine environment.
The Contractor shall provide instructions identifying the proper use and application of each maintenance material.
4.4 Replacement-Part Information
The Contractor shall provide:
• Manufacturer and model information for the installed hardware
• Applicable replacement part numbers
• Contact information for at least one source capable of supplying compatible replacement parts to
Guam
4.5 Training
The Contractor shall provide the maintenance training required by Section 3.6.
5. Government-Furnished Property and Information
5.1 Government-Furnished Keys
The Government will make the following existing keys available to the Contractor as necessary to verify compatibility, configure the replacement cores, and perform acceptance testing:
• Core control key
• Master key
• Building entrance key
The keys remain Government property and shall not be duplicated, altered, transferred, or used for any purpose other than performance of this contract.
The Contractor shall safeguard the keys while they are in the Contractor's possession and return them to authorized Refuge personnel immediately when no longer required.
6. Contractor Quality Control
6.1 General
The Contractor is responsible for quality control and shall inspect and test its work before presenting the completed work to the Government for acceptance.
6.2 Contractor Testing
Before requesting Government inspection, the Contractor shall verify that each of the eighteen (18) completed doors:
• Opens and closes normally without binding caused by the installed hardware
• Latches securely when closed
• Locks and unlocks smoothly
• Operates with the Government's applicable master key
• Operates with the Government's applicable entrance key
• Allows removal and installation of the interchangeable core using the Government's core control key
• Contains properly secured and aligned lockset, cylinder, strike, and associated hardware
• Is free of installation-related damage affecting appearance, security, or operation
Any deficiency identified during Contractor testing shall be corrected before the work is presented to the
Government for acceptance.
7. Inspection and Acceptance
7.1 Government Inspection
The Government will inspect the completed work at the Guam National Wildlife Refuge.
Final inspection shall occur after the Contractor has completed installation and Contractor quality-control testing.
The Government may inspect individual installations during performance; however, such inspection does not constitute final acceptance.
7.2 Functional Acceptance Testing
The Contractor shall make all eighteen (18) completed doors available for Government functional testing.
For each door, the Government will verify, as applicable, that:
• The door opens and closes normally
• The door latches securely
• The lock engages and disengages properly
• The Government's master key properly operates the lock
• The Government's entrance key properly operates the lock
• The Government's core control key properly removes and permits reinstallation of the interchangeable core
• The installed hardware is securely mounted and properly aligned
• Installation has not caused unacceptable damage to the existing door or frame
7.3 Documentation and Training Acceptance
Final acceptance also requires completion of the following:
• Maintenance training required by Section 3.6
• Manufacturer documentation required by Section 4.2
• Maintenance materials required by Section 4.3
• Replacement-part information required by Section 4.4
• Return of removed Government hardware and Government-furnished keys
7.4 Correction of Deficiencies
If the Government identifies work that does not conform to the contract requirements, the Contractor shall correct the deficiency and present the affected work for reinspection.
Final acceptance will occur only after all requirements of this SOW have been satisfactorily completed.
8. Warranty
8.1 Manufacturer Warranty
The Contractor shall provide the Government the benefit of all standard commercial manufacturer warranties applicable to the locksets, cylinders, cores, and associated hardware furnished under this contract.
The Contractor shall provide applicable warranty documentation and instructions for obtaining warranty service at completion.
8.2 Workmanship
The Contractor shall correct installation deficiencies attributable to Contractor workmanship identified during the Contractor's standard commercial workmanship warranty period.
Nothing in this section requires a warranty greater than the Contractor's standard commercial warranty unless specifically stated elsewhere in the contract.
9. Protection of Government Property
The Contractor shall take reasonable precautions to prevent damage to Government buildings, doors, frames, equipment, vegetation, and other property while performing the work.
The Contractor shall keep the work area orderly and remove Contractor-generated debris, packaging, and waste associated with the work.

10.3 Limitations of Authority
Technical Coordinators may coordinate access, scheduling, Government inspection, and routine technical matters.
Technical Coordinators are not authorized to change the contract requirements, direct additional work, authorize additional costs, change the period of performance, or otherwise modify the contract.
Only the Contracting Officer has authority to modify the contract.
