About this file
This is a Request for Quotation (RFQ) for the procurement of two Honda BF150 DXDA outboard engines and associated installation services for the Kenai National Wildlife Refuge law enforcement patrol vessel in Alaska. The solicitation is set aside as a small business (Women-Owned Small Business preferred) and is conducted under FAR Parts 12 and 13 as a simplified acquisition. The NAICS code is 336612 (Boat Building) with a size standard of 1,000 employees. Solicitation number 140FS126Q0131 was issued on July 14, 2026, with a quote due date of July 24, 2026 at 1300 Eastern Time. Quotations must be submitted via email to Marshall Richard at marshall_richard@ios.doi.gov. The acquisition is name-brand specific for Honda outboard engines; however, all authorized Honda Marine dealers registered in SAM.gov may submit bids.
The scope of work includes furnishing and delivering two 150 HP Honda BF150 DXDA four-stroke outboard engines with counter-rotating capability, installation hardware, rigging, controls, wiring, propellers, and complete installation and testing within 60 miles of the refuge location. The contractor must remove existing engines, install new engines in compliance with U.S. Coast Guard and manufacturer standards, conduct system integration checks and on-water operational testing, and provide manufacturer warranties and a written installation report. Award will be made on a firm-fixed-price basis using lowest-price technically acceptable evaluation criteria. The delivery date is July 1, 2026, with a performance period from August 1-31, 2026 for installation and testing and June 1-July 1, 2026 for initial work. Invoices must be submitted electronically through the Department of Treasury's Invoice Processing Platform (IPP). All respondents must be registered in SAM.gov as active vendors prior to award.

Text3: No other manufacturers were identified that are compatible with the existing wiring, throttle cables, and other integrated components required to work with the current vessel configuration, and using an alternative would result in additional costs.
Text2: Market research included interviews, on-line research, and manufacture outboard specification comparisons. The Honda BF150 DXDA outboards are appropriate for the intended use.
Text1: The existing law enforcement patrol vessel assigned to the Kenai National Wildlife Refuge – Division of Refuge Law Enforcement is utilized for federal law enforcement patrols, public safety operations, and search and rescue missions on large inland lakes in Alaska. Current engines have reached the end of their service life and no longer reliably support mission-critical operations. Replacement is required to ensure continued ability to conduct operations safely and effectively. Market research and expert evaluation has led us to motors rated horsepower, 150 HP each, Model: Honda BF150 DXDA with these attributes:
• Four-stroke engine with electronic fuel injection
• Counter-rotating capability (one standard rotation, one counter-rotation)
• Alternator output: ≥30 amps
• Compliance with EPA and CARB emissions requirements
• Compatibility with existing or upgraded control systems, gauges, wiring harnesses, and fuel systems
Text4: This requirement is brand-name specific to Honda outboard engines; however, any authorized Honda Marine dealer may submit a bid. Any contractor registered in SAM.gov that is authorized to sell Honda Marine products and is capable of fulfilling the requirement may compete to provide the engines at the best price to the Government.
Text6: Price reasonableness was determined by obtaining and reviewing quotes from authorized bidders. The proposed pricing is consistent with current market rates for comparable Honda 150 HP outboard engines models in similar configurations. Additionally, historical pricing data from previous purchases of Honda 150 HP outboard engines at the refuge supports that the cost is fair and reasonable.
Text5: Contractor qualifications are not applicable as this solicitation is name brand-specific but open to all authorized vendors capable of providing the required vehicle.
