The Statement of Work requires contractors to deliver one cow and one bull caribou sculpture following a milestone-based approach with seven separately priced Contract Line Items (CLINs). Key deliverables include concept sketches (due September 1, 2026), a miniature maquette (November 1, 2026), full-size clay sculptures for in-person review (May 1, 2027), bronze foundry fabrication (August 1, 2027), patina application, detailed anchoring system design drawings (July 1, 2027), crating and transportation to Alaska, and final installation by September 15, 2027. The sculptures must be anatomically accurate, life-like at approximately 1⅛ to 1¼ times actual size, suitable for outdoor subarctic climate, and include internal superstructure for durability. The USFWS will provide concrete pad preparation, installation equipment, and routine maintenance, with the installation location being the Tok Main Street Interagency Visitor Center at 1314 Alaska Highway. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
• Technical experience, capacity, and expertise to perform the required tasks within the required period of performance and to meet all goals, milestones, and objectives on schedule. Demonstrated experience shall include similar bronze sculpture design, fabrication, finishing, delivery, and installation projects comparable in scope, scale, complexity, and climate conditions to this requirement.

The proposal shall include a narrative explaining how the work will be carried out in terms of the techniques, procedures, equipment, and schedule. At a minimum, the narrative shall address the proposed design, fabrication process, patina process, mounting/anchoring method, shipping, and installation approach, and shall explain how the approach will achieve life-like, anatomically accurate sculptures suitable for outdoor installation in Alaska’s climate.
• Management Plan: Key Personnel shall be addressed and identified in proposals to be considered responsive. If the use of a subcontractor is part of the offeror’s response to the solicitation, the subcontractor(s) shall be identified in the response, along with the portion of work to be performed. The management plan shall demonstrate the offeror’s capacity to perform all required work within the required schedule.
• Past performance. The proposal shall include three examples of successful, timely completion of similar work. The examples may come from federal, state, or local government. Submit a single pdf document with the following information included:
o Name of the job (to include address) o Project Prime's name o Issuing agency or company o Contract/Identification number o Start and completion dates o Brief description of the scope of work o How the work is substantially similar to the proposed project o No less than two (2) valid references that includes: Agency name, Point of Contact, Phone Number, Email

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

The Tok Main Street Interagency Visitor Center
Caribou Couple Sculptures
Statement of Work
July 8, 2026
The Background: The Tok Main Street Interagency Visitor Center is at 1314 Alaska Highway, Tok, Alaska 99780. The visitor center is in east-central Alaska along the Alaska/Canada Highway. It is approximately 315 miles from Anchorage or 195 miles from Fairbanks by road. The Visitor Center is along the historic Alaska-Canada (ALCAN) Highway. The Visitor Center is a partnership between the U.S. Fish and Wildlife Service’s (USFWS) Tetlin National Wildlife Refuge, the National Park Service, the Bureau of Land Management, and the Tok Chamber of Commerce.
As part of the Visitor Center’s Visitor Interpretive Exhibit Plan, completed in 2022, an exterior exhibit features bronze sculptures of a caribou (cow and bull). The sculptures are planned for the Visitor Center lawn and will serve as a visual attraction for travelers entering Alaska on the ALCAN Highway. This unique sculpture for Alaska will create an unforgettable, interpretive, and welcoming experience and memory for all who travel the ALCAN and explore the public lands and communities of Alaska’s eastern interior. It will also offer numerous photo and interpretive opportunities that can be shared across social media networks around the world. Last but not least, the bronze sculptures will add a distinguished artistic touch that enhances and amplifies the recent improvements to the Tok Main Street Interagency Visitor Center.
Visitation: At the completion of the exhibit project, visitation along the ALCAN Highway, where these outdoor caribou sculptures will be placed, is expected to reach 250,000 visitors annually. The highest visitation occurs from June through August. The visitor center is open from mid-May through mid-September and closed for the remainder of the year.
Visitors consist of Alaska Highway travelers, who are made up of retirees from the lower 48 and youthful adventurers, European and Canadian travelers, and individuals and families moving to Alaska for work or military assignment. For most visitors to the center, this is their first time to Alaska, and they are eager to learn about the wildlife and recreational opportunities on public lands in the region. They are also interested in trip planning and meeting practical needs, such as finding a campground. The outdoor caribou exhibit sculptures will greatly increase interest in Alaska’s wildlife, hunting opportunities, and access to Alaska’s public lands.

7. Preliminary sculpture(s) sketches for review and approval by USFWS
· The Awarded Contractor (“Contractor”) must provide sketches of the proposed sculptures that capture the essence of Alaska’s eastern interior caribou herds.
· The sketch(es) of the sculptures should depict a caribou couple—an adult female “cow” and an adult male “bull”—in a still-life arrangement.
· The female cow caribou shall be in the lead. Her eyes and ears will be focused forward in an ever-alert pose. The cow will have small antlers, indicative of the species.
· Bringing up the rear of the couple is the male bull caribou. It will have a large, impressive set of antlers characteristic of Alaska’s eastern interior caribou bulls.
The bull will be sculpted in a loping gait, which they use to cross the tundra during their migration.
· See the attached photo of a caribou couple for position and pose concept and reference.
· The sketches will be reviewed by the USFWS COR, visitor center partners, and biologists. Any requested changes by the USFWS will be made by the Contracting Officer.
· The Contractor shall include with the sketch submittal the proposed approximate dimensions, height, footprint, and orientation requirements for each sculpture.
· The Government will review via digital communications, emails, paper scans, or similar electronic means the Contractor’s proposed sketches of the sculptures.
· The Government will provide written changes and corrections to the sketches and the Contractor will revise and resubmit the sketches for review.
· When the sketches are correct, the Government will state in writing that they are approved.
· Finally, the sketch will be approved by USFWS. After that, the sketches will inform the next step: the development of a miniature clay maquette.
8. Miniature Maquette development, review, and approval by USFWS
· The Contractor must create miniature sculptures of the two caribou based on the approved sketches.
· The female, or cow, caribou shall be in the lead. Her eyes and ears will be forward-facing in an ever-alert pose. The cow will have small antlers, typical of the species.
· Bringing up the rear of the couple is the male bull caribou. It will have a large, impressive set of antlers typical of Alaska’s eastern interior caribou bulls. The bull will be sculpted in a loping gait, which they use to cross the tundra during their migration.
· The miniature clay maquette will be reviewed by the USFWS COR, visitor center partners, and biologists. Any requested changes by the USFWS will be made by the Contracting Officer.
· The Government will review via digital communications, digital photos, or similar electronic means the Contractor’s maquette, which will be based on the approved sketches.
· The Government will provide written changes and corrections to the maquette and the Contractor will revise and resubmit photos and images of the maquette.
· When the maquette is correct, the Government will state in writing that it is approved.
· Finally, the miniature clay maquette will be approved by USFWS and cast in bronze to lock in the design that will be used to scale up and produce the full-size bronze sculptures.
9. Production of the two full-size clay caribou sculptures, to be reviewed and approved by USFWS
· The Contractor shall produce the two individual caribou sculptures (cow and bull) in clay for review and approval before they are cast in bronze.
· The full-size clay caribou will be lifelike, realistic sculptures that follow the industry standard for creating lifelike sculptures at approximately 1 1/8 to 1 1/4 times their actual real-life size.
· The sculptures shall be anatomically correct for the caribou native to Alaska’s eastern interior. The USFWS will review and approve the full-size clay sculptures before they are cast in bronze.
· The Government will review via digital communications, digital photos, or similar electronic means the Contractor’s full-size clay models, which will be based on the approved maquette.
· The Government will provide written changes and corrections to the full-size clay models, and the Contractor will revise and resubmit photos and images of the full-size clay models.
· The Government will visit the Contractor’s shop to conduct an in-person final review and approval in writing of the full-size clay models before they are cast into bronze.
· When the full-size clay models are correct, the Government will state in writing that they are approved.
10. Fabrication of life-size bronze sculptures in a foundry production process
· Cast both bronze sculptures (cow and bull) in high-quality bronze.
· Ensure all internal superstructure is incorporated within the bronze sculptures to withstand the outdoor elements at the subarctic installation location in Alaska.
· Produce and install the agreed-upon attachment/anchoring system on the feet of the sculptures to secure them to the installation site. The Contractor is responsible for designing, sculpting, and bronzing the sculptures so that they can be securely fastened to concrete pads and/or piers at the Tok Visitor Center in Tok, Alaska. The USFWS will all the work for the concrete pads/piers to which the caribou will be permanently attached. The sculptor will provide design and construction drawings showing how the brackets will be attached. These should be submitted well before installation so the concrete pad or pier can be built and properly cured. This will ensure a smooth, efficient, and long-lasting installation.
· The Contractor will propose the site-specific sculpture anchoring system, i.e., concrete footing, piers, or slab, that would accommodate and secure the sculptures.
· The Contractor will also provide detailed design drawings for the attachment and anchoring system for the sculptures by July 1, 2027. This is to allow enough time for the Government to prepare, install (in accordance with the Contractor’s attachment and anchoring design drawings), and allow for adequate curing of the concrete footings, piers, or concrete slab for the sculptures at the site (Tok Main Street Visitor Center, Tok, AK).
· The completed sculptures shall be free of structural and exterior finish flaws, such as corrosion, cracking, or discoloration, except where caused by direct vandalism or natural disasters.
· The Government will review via digital communications, digital photos, or similar electronic means the Contractor’s final bronze finish.
· The Government will provide written changes and corrections to the finish and the Contractor will revise and resubmit photos and images of the finish.
· When the finish is correct, the Government will state in writing that it is approved.
11. Bronze patina application
· The two caribou are to be patinated to give them natural color contrast, luster, and sheen. This is intended to help make them visible and identifiable to the 250,000 annual highway travelers. A key message around this outdoor interpretive sculpture will be an array of messaging about avoiding wildlife collisions on Alaska’s highways.
The patina is intended to make these animals appear realistic and distinct from their surroundings.
· The patina and surface finish shall be suitable for long-term outdoor exposure under normal weather conditions and routine maintenance (to be performed by the Government) in Tok, Alaska.
12. Sculpture preparation for shipping and installation in Tok, Alaska
· The Contractor shall package and crate the two bronzes to ensure they are protected against damage during transit and installation at the project site.
· The Contractor is to transport the crated bronzes to Tok, Alaska.
· The Contractor will be responsible for coordinating the logistics of the bronze caribou installation with the USFWS COR in Alaska.
· The USFWS will be responsible for coordinating and providing the materials and equipment for the installation (i.e., mechanical hoist, ladders, etc.) based on a Contractor-provided list of required equipment for installation.
· The Contractor will be responsible for installing the two caribou sculptures at the Tok Main Street Visitor Center site in Tok, Alaska.
· Installation will include, but not be limited to, the following: uncrating and unpacking the bronze sculptures, placing the sculptures, and permanently affixing the two sculptures to their final display positions, if needed-affixing the antlers to the caribou bull and cow, and handling any touchups or assembly.
· The Government will cordon off an area at the Tok Visitor Center as the sculpture receiving and staging zone. This area will allow the Contractor unimpeded access to the sculptures to prepare them for installation.
· The Government will provide a skid steer and operator to offload palletized, crated sculptures from a semi-trailer.
· The Government will provide power tools to disassemble the crates, stepladders, a motorized hoist, a hoist operator, and rigging to assist the Contractor in placing the sculptures onto the anchoring footings or slab.
· The Contractor will provide the necessary tools and safety gear (helmets, visors, clothing, shields, etc.) to weld any aspect of the sculptures, such as the bronze antlers.
· The Contractor will also need to provide any tools or materials needed to weld, burnish, and patina welds, and complete the sculptures and the installation of the sculptures.
· The Government will be on site to inspect the installation in Tok, Alaska.
· The Government will state in writing that the sculpture installation is complete and approved.
· The USFWS will review the final installation before granting final approval and closing the contract by September 15, 2027.

· The Government warranty requirements also include a 1-year warranty on the patina and surface finishes against flaking, fading, or corrosion under normal weather conditions for Tok, Alaska.
· The Government requests a 1-year warranty explicitly covering corrosion, cracking, and discoloration not caused by direct vandalism or natural disasters.
· The Government will be responsible for all routine maintenance on the sculptures.
· The Contractor shall provide, in writing, a recommended routine maintenance schedule and a recommended list of product types for maintaining the outdoor sculptures.
Site Conditions:
· There are no additional site constraints. The installation area is an easily accessible, open grassy area.
· If installed near the end of the contract in September 2027, most tourists would have left Tok, Alaska, and the Visitor Center will be closing for the winter on or before September 15.
Assumptions and Dependencies:
· Government-provided pad readiness, including production and adequate curing of the concrete, is achievable by the Contractor providing the detailed design drawings for the footings, piers, slab, and anchoring system by July 1, 2027.
· Government-provided equipment will be available and is listed in this Statement of Work.
· For a September 2027 installation, nighttime temperatures can drop below freezing, and daytime highs can range from the 30s to the 60s. Rain, frost, and snow showers are not uncommon in September.
