PERFORMANCE WORK STATEMENT (PWS)

Marine Natural Resource Support Services

Part 1

General Information

1. GENERAL:

This is a non-personnel services contract to provide Marine Natural Resource Support Services.

The Government shall not exercise any supervision or control over the contract service providers performing the services herein. The Contractor may not delegate any services to a Subcontractor, as the requirements and clearances will be specific to the Contractor. The Contractor is accountable to the Government.

1.1 Description of Services/Introduction:

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Marine Natural Resource Support Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract.

1.2 Background:

The U.S. Fish and Wildlife Service (USFWS) is the premier Government agency dedicated to the conservation, protection, and enhancement of fish, wildlife and plants, and their habitats. The Pacific Islands Fish and Wildlife Office (PIFWO) employs a staff of professionals that are geographically dispersed through the Pacific region (e.g. the Hawaiian Islands, Guam, and the Commonwealth of the Northern Marianas).

The USFWS PIFWO requires Marine Natural Resource Support Services to provide a range of technical professional services associated with the management of projects, natural resource assessment activities, data analysis and management, and reporting assigned to staff in the field office located in Honolulu, Hawaii. This will not be a remote work position and the selected Contractor must be a resident of the United States or U. S. Territories at the time that the contract is awarded.

The Contractor will assist in the evaluation of marine resources and complete monitoring tasks relating to the identification and documentation of marine species managed under the

Environmental Standards and Procedures for United States Army Kwajalein Atoll (USAKA) Activities in the Republic of the Marshall Islands (UES), as required by the Compact of Free Association with the Republic of the Marshall Islands (COFA). The contracted services would involve conducting coastal and marine natural resource surveys within the U. S. - leased areas of the Marshall Islands. The overall purpose of these studies is to inventory and document the existing fish and wildlife resources, including benthic habitat producing species such as corals, present within the U. S. Army Garrison – Kwajalein Atoll (USAG-KA) that the U. S. is required to monitor and conserve according to the UES. The survey results will help federal agencies, including USFWS PIFWO, NOAA NMFS, and the Department of Defense provide recommended management strategies for Species of Special Concern (SOSC), as outlined in the UES, based on the survey data and observations, enabling ongoing U. S. Army and Space Missile Defense Command missions at Kwajalein Atoll.

1.3 Objectives:

Provide Marine Natural Resource Support Services for the PIFWO in Honolulu, Hawaii and Kwajalein, RMI. The Contractor will provide services related to projects funded for natural resource conservation.

1.4 Scope:

The contracted services will provide a range of current and anticipated Marine Natural Resource Support Services for PIFWO. The assigned Contractor Personnel will provide a range of technical and non-technical professional services associated with the management of projects, natural resource assessment activities, data analysis, and reporting.

- Technical assistance with reviewing and commenting on scientific documents that are produced from project activities

- SCUBA diving and snorkeling for data collection using established industry methods

- Logistics planning and execution for field operations

The Contractor shall accomplish these Services under the supervision of a USFWS PIFWO employee.
