This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service, FWS Klamath Bsn NWR Cmplx has a requirement for native seed mix at Tulelake, CA. The anticipated required delivery date is between 05/01/2026 and 10/31/2026.
This Request for Quotation (RFQ) is total small business set aside and is conducted under the procedures of FAR Part 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2025-04. The NAICS code is 111191.
Instructions All responsible sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The contract will be awarded to the vendor who proposes the best value product which meets the specifications. Award will be made to a responsible source pursuant to FAR subpart 9.1. Delivery is FOB destination.

1. GENERAL:
1.1 The U.S. Fish and Wildlife Service (FWS), Partners for Fish and Wildlife Program has a requirement for the purchase of a native seed mix to be used for the planting of a native cover crop on the C7 Ranch.
1.2 Purpose: The purpose of this work is for the purchase of 2,840 lbs. of pure live seed (PLS) to be used for the planting of 223.1 acres of native cover crop at the rate of
12.7 lbs/ac (PLS) at the C7 Ranch. Seed mixes will contain meadow barley (Hordeum brachyantherum), slender wheatgrass (Elymus trachycaulus), prairie junegrass (Koeleria macrantha), tufted hairgrass (Deschanpsia caespitosa), western yarrow (Achillea millefolium), american sloughgrass (Beckmannia syzigachne), basin wildrye (Leymus cinereus).
1.3 Product Features:
The seed mixes will contain a total of 2,840 lbs (PLS) of seed, which is appropriate for planting 223.1 acres of native cover crop at a rate of 12.7 lbs/ac (PLS). The seed mix will be split into two separate bags of seed. Seed mixes by bag are outlined in the tables below.

2. PLACE/DELIVERY AND PERIOD OF PERFORMANCE:
2.1 Place of performance: Delivery will be made to the Klamath Basin National Wildlife Refuge Complex located at 4064 Hill Road in Tulelake, CA 96134. Delivery driver will coordinate with the refuge prior to delivery to ensure someone is at the location to receive the delivery. A forklift may be available, however, coordination is needed prior to delivery to ensure a forklift operator is present. At no time will funding be used to conduct restoration work activities on lands under the other jurisdiction (i.e. Cities of Klamath Falls, BLM, CDFW, State, and/or Federal Refuges, etc.).
2.2 The contract window shall be from May 1st, 2026 through October 31st 2026. This window is to allow adequate time for seed acquisition prior to the preferred delivery date.
Seed delivery window shall be from September 1st, 2026 to October 31st, 2026 and the preferred delivery date is around October 15th, 2026. Contractors must coordinate with the Project Coordinator prior to delivery to confirm the delivery date.
2.3 Normal FWS duty hours are Monday thru Friday, 8:00 AM – 4:30 PM.
2.4 FWS non-duty hours include weeknights, weekends, and Federal government holidays.
3. SCOPE:
3.1 Provide 2,840 lbs (PLS) of seed to be used for the planting of 223.1 acres of native cover crop at a rate of 12.7 lbs/ac (PLS) at the C7 Ranch. Entire seed order will contain meadow barley (Hordeum brachyantherum), slender wheatgrass (Elymus trachycaulus), prairie junegrass (Koeleria macrantha), tufted hairgrass (Deschanpsia caespitosa), western yarrow (Achillea millefolium), american sloughgrass (Beckmannia syzigachne), basin wildrye (Leymus cinereus). Seed mixes will be split as outlined in Table 2 and 3 in Section 1.3 above. Seed delivery window shall be from September 1st, 2026 to October 31st, 2026 and the preferred delivery date is around October 15th, 2026. Substitutions must be genotypes native to the East Cascades/Intermountain West, unless approval is granted otherwise. The mix must be consistent with species and rates outlined in the tables above, and all substitutions require prior approval.
3.2 Seed mixes will be split into two different bags as outlined in Tables 2 and 3 in Section 1.3. First seed mix will contain meadow barley (Hordeum brachyantherum), slender wheatgrass (Elymus trachycaulus), prairie junegrass (Koeleria macrantha), tufted hairgrass (Deschanpsia caespitosa), western yarrow (Achillea millefolium), basin wildrye (Leymus cinereus). The second seed bag will be separated from the first seed mix and will only contain american sloughgrass (Beckmannia syzigachne).
4. INSPECTION AND ACCEPTANCE:
4.1 The contractor will be evaluated as detailed herein. All work included in the contract specifications shall be subject to inspection by the U.S. Fish and Wildlife Service. Final acceptance shall be based upon satisfactory completion of the work in accordance with specifications on a task-by-task basis.
5. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION:
5.1 No government furnished equipment or materials will be provided except for work prioritization lists.

2015 and up to v. 3)
1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c) All information provided should be reviewed for accuracy prior to submission.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6) The following guidelines apply concerning your use of the past performance evaluation:
a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award http://www.cpars.gov/ http://www.cpars.gov/ surveys, responsibility determinations, production readiness reviews, or other similar purposes.
7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

(a) Definitions. As used in this clause—
Biobased product means a product determined by the U.S. Department of Agriculture (USDA) to be a commercial product or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products, including renewable domestic agricultural materials and forestry materials, or that is an intermediate ingredient or feedstock. The term includes, with respect to forestry materials, forest products that meet biobased content requirements, notwithstanding the market share the product holds, the age of the product, or whether the market for the product is new or emerging. USDA-designated product category means a generic grouping of products that are or can be made with biobased materials—
(1) That are listed by USDA in a procurement guideline available at https://www.biopreferred.gov/resources/categories.html; and
(2) For which USDA has provided purchasing recommendations (available at https://www.biopreferred.gov ) or 7 CFR part 4270.
(b) The Contractor shall report to https://www.sam.gov, with a copy to the Contracting Officer, on the product types and dollar value of any biobased products in USDA-designated product categories purchased by the Contractor during the previous Government fiscal year, between October 1 and September 30; and
(c) Submit this report no later than—
(1) October 31 of each year during contract performance; and
(2) At the end of contract performance.

(a) Definitions. As used in this clause- Recycling means the series of activities, including collection, separation, and processing, by which products or other materials are recovered from the solid waste stream for use in the form of raw materials in the manufacture of products other than fuel for producing heat or power by combustion.
Waste prevention means any change in the design, manufacturing, purchase, or use of materials or products (including packaging) to reduce their amount or toxicity before they are discarded. Waste prevention also refers to the reuse of products or materials.
Waste reduction means preventing or decreasing the amount of waste being generated through waste prevention, recycling, or purchasing recycled and environmentally preferable products.
(b) The Contractor shall establish a program to promote cost-effective waste reduction in all operations and facilities covered by this contract. The Contractor’s programs shall comply with applicable Federal, State, and local requirements, specifically including Section 6002 of the Resource Conservation and Recovery Act ( 42 U.S.C.6962, etseq.) and implementing regulations (40 CFR Part 247).

(b) Requirements.
(1) The sustainable products and services, including the purchasing program and type of product or service, that are applicable to this contract, and any products or services that are not subject to this clause, will be set forth in the statement of work or elsewhere in the contract.
(2) The Contractor shall ensure that the sustainable products and services required by this contract are—
(i) Delivered to the Government;
(ii) Furnished for use by the Government;
(iii) Incorporated into the construction of a public building or public work; and
(iv) Furnished for use in performing services under this contract, where the cost of the products is a direct cost to this contract (versus costs which are normally applied to the Contractor's general and administrative expenses or indirect costs). This includes services performed by contractors performing management and operation of Government-owned facilities to the same extent that, at the time of award, an agency would be required to comply if an agency operated or supported the facility.
