This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

U.S. Fish and Wildlife Service is issuing a request for Quotes for a Bomford Hawk EVO Boom mower unit with interchangeable mower and ditch-cleaning head attachments or approved equal in accordance with the salient characteristics attached, including delivery to Modoc National Wildlife Refuge, 5364 County Road 115, Alturas, CA 96101-1610. The delivery location is approximately 2.5 miles south of the town of Alturas and east of Highway 395. The anticipated completion date is 120 days After Receipt of Order (ARO).

This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2024-02. The NAICS code is 333924 and the small business size standard is no more than 750 employees.

Instructions All responsible small business sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price Technically Acceptable. All offers will be opened to establish a competitive range. Only those offers in the competitive range will be reviewed for responsibility and award. Quotes shall specify cost and include cost of material, delivery, and all associated fees and costs. Award will be made to a responsible source pursuant to FAR subpart 9.1. STATEMENT OF WORK

Purchase Boom Mower with Ditch Cleaning Attachment

Modoc National Wildlife Refuge Alturas, CA (Modoc County)

1. GENERAL:

1.1 The U.S. Fish and Wildlife Service (USFWS), Modoc National Wildlife Refuge, has a requirement for a tractor mounted extended-boom mower unit with interchangeable mower and ditch cleaning head attachments for use in field operations. Operations include, but are not limited to, cleaning mud and debris from irrigation ditches, and mowing vegetation in irrigation canals impeding proper water management and delivery of water rights. Contract will include the purchase, delivery, and training for the complete boom unit and attachments.

2. BACKGROUND

2.1 The Modoc National Wildlife Refuge is located in northeastern California, approximately 2.5 miles south of the town of Alturas. Modoc NWR is in a floodplain and is the primary system to move flood waters to the South Fork Pit River protecting neighboring private lands and the town of Alturas. In addition, the Refuge conveyance system ensures delivery of water rights to the Refuge and to downstream water right holders. The complete boom mower unit described in this document is essential for the efficient movement of water throughout the Refuge, as well as mechanical treatment of invasive species in difficult to reach areas.

3. SCOPE:

3.1.0 Provide one (1) 2025 or 2026 boom mower unit with interchangeable attachment heads. This unit is to include the following:

3.1.0.1 Boom – Heavy duty 3-point linkage, rear mounting apparatus with forward and telescoping arm. 6.0 meter (19’8”) side and forward reach. 74 Hp pump hydraulic system, oil cooled. Arm and main frame features: Powerslew, hydraulic breakout protection, and electronic head float. Road lights and cab guard kit.

3.1.0.2 Controls – pre-set or extensions for equipment operation from the tractor cab.

3.1.0.3 Mower Head – Double helix shaft technology, or equivalent, belt driven protection, and interchangeable shaft operation for flail changes. 1.2-meter Protrim with 115/150mm roller or equivalent.

3.1.0.4 Ditch Cleaner Head – High speed 24” diameter rotary cutting head, hydraulic chute, 120-degree head rotation, adjustable exit chute, radial piston hydraulic motor for high torque.

3.1.1 Oil - 47.0 liters (12.42 gallons) of OT Oil, or equivalent, for function and running equipment upon delivery.

3.2.0 Provide initial training for set up, attachment function, general use, service and maintenance.

3.3.0 All items are to be delivered to the Refuge.

4 PLACE/DELIVERY AND PERIOD OF PERFORMANCE:

4.1 Modoc National Wildlife Refuge, 5364 County Road 115, Alturas, CA 96101-1610, approximately 2.5 miles to the south of the town of Alturas and east of highway 395.

4.2 Period of performance will be between January 10, 2026, and September 30, 2026.

The actual delivery date will be conditional on availability of equipment and Refuge staff (see availability below).

5 INSPECTION AND ACCEPTANCE:

5.1 Evaluation and acceptance will be determined by the Refuge Manager and/or designated staff. Contractor will take care to protect Government property during the execution of the contract.

6 GOVERNMENT FURNISED EQUIPMENT/ INFORMATION:

6.1 The Technical Coordinator or designated staff shall provide guidance on delivery;

Government furnished forklift and operator for off-loading equipment. The Refuge does not have a loading dock. No other Government furnished equipment or information is required.

The contractor shall furnish all information and equipment to meet requested equipment, parts, and accessories.

7 MATERIAL:

7.1 USFWS will not provide any materials for this agreement.

8 AVALABILITY:

Normal duty hours are Monday through Friday 7:00 AM to 3:30 PM, PST. Federal holidays are not included. Delivery shall be performed during these hours unless prearranged with the Refuge Manager.

1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.

b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

c) All information provided should be reviewed for accuracy prior to submission.

d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."

6) The following guidelines apply concerning your use of the past performance evaluation:

a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.

b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award http://www.cpars.gov/ http://www.cpars.gov/ surveys, responsibility determinations, production readiness reviews, or other similar purposes.

7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.

8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

As used in this clause- Recycling means the series of activities, including collection, separation, and processing, by which products or other materials are recovered from the solid waste stream for use in the form of raw materials in the manufacture of products other than fuel for producing heat or power by combustion.

Waste prevention means any change in the design, manufacturing, purchase, or use of materials or products (including packaging) to reduce their amount or toxicity before they are discarded. Waste prevention also refers to the reuse of products or materials.

Waste reduction means preventing or decreasing the amount of waste being generated through waste prevention, recycling, or purchasing recycled and environmentally preferable products.

(b) The Contractor shall establish a program to promote cost-effective waste reduction in all operations and facilities covered by this contract. The Contractor’s programs shall comply with applicable Federal, State, and local requirements, specifically including Section 6002 of the Resource Conservation and Recovery Act ( 42 U.S.C.6962, etseq.) and implementing regulations (40 CFR Part 247).

(b) Requirements.

(1) The sustainable products and services, including the purchasing program and type of product or service, that are applicable to this contract, and any products or services that are not subject to this clause, will be set forth in the statement of work or elsewhere in the contract.

(2) The Contractor shall ensure that the sustainable products and services required by this contract are—

(i) Delivered to the Government;

(ii) Furnished for use by the Government;

(iii) Incorporated into the construction of a public building or public work; and

(iv) Furnished for use in performing services under this contract, where the cost of the products is a direct cost to this contract (versus costs which are normally applied to the Contractor's general and administrative expenses or indirect costs). This includes services performed by contractors performing management and operation of Government-owned facilities to the same extent that, at the time of award, an agency would be required to comply if an agency operated or supported the facility.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
