This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service, FWS Camas National Wildlife Refuge has a requirement for Native Grass Seed for revegetation at Burbank, WA. The anticipated required delivery date is 90 days after award.
This Request for Quotation (RFQ) is total small business set aside and is conducted under the procedures of FAR Part 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2025-04. The NAICS code is 111421.
Evaluation Factors Factor 1 – Price:
Price will be evaluated for fairness and reasonableness. It will also be assessed in relation to the overall value of the proposed solution.
Factor 2- Technical & Schedule Approach:
The offeror shall present a sound, compliant approach that meets the requirements of the Statement of Work and demonstrates a thorough understanding of those requirements. The proposal should include:
• A detailed technical approach showing the ability to deliver well-formatted, edited, succinct, and cohesive deliverables.
• Identification of all risks, assumptions, exclusions and dependencies.
• A clear and achievable project schedule with internal procedures to handle delays, manage labor and resource constraints, reduce costs, and avoid schedule creep.
Factor 3 – Key Personnel:
Provide relevant qualifications, experience, and certifications of all key personnel. Resumes must not exceed one page.
Factor 4 – Relevant Experience:
Provide examples of similar projects completed within the past 5 years, particularly with federal agencies, to demonstrate ability to perform work of similar scope and complexity.
Instructions All responsible sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The contract will be awarded to the vendor who proposes the best value product which meets the specifications. Award will be made to a responsible source pursuant to FAR subpart 9.1. Delivery is FOB destination.

STATEMENT OF WORK
Native Seed Mix – Habitat Restoration
1. GENERAL:
1.1 The U.S. Fish and Wildlife Service, Mid-Columbia River National Wildlife Refuge Complex, Burbank, WA, 99323 has a requirement to purchase native grass seed to re-vegetate land where mechanical and chemical disturbance has removed invasive vegetation across 80 acres.
1.2 Refuge staff have been removing Phragmites and other invasive vegetation in riparian/upland zones directly adjacent McCormack Slough to improve habitat quality. These areas are comprised primarily of highly erodible sandy soils and have a high likelihood of eroding and being re-vegetated with other invasive species without revegetation. Native seed is required to stabilize soils, protect site integrity, benefit wildlife species and protect human life and property on adjacent public and private lands. The native seed required for this project must come from Columbia Basin ecotypes to meet native seed policies of the U.S.
Fish and Wildlife service and program objectives for the Umatilla National Wildlife Refuge. The parameters listed below for native plant materials identify very specific specifications that must be met to achieve these objectives.
2. DEFINITIONS:
2.1 Columbia Basin derived: documented evidence that the parent plant material originated from or from within the Columbia Basin Ecoregion.
2.2 Columbia Basin Ecoregion: that area of land and associated plant communities that lie in and around the Columbia River basin of Washington, Oregon, and Idaho.
2.3 Refuge: Umatilla National Wildlife Refuge
2.4 Pure live seed (PLS): Seed tested for purity and germination and seeding rates calculated based upon seed testing so that seed is purchased on basis of pure live seed in the mixture.
2.5 Source identified: Source identified Columbia Basin Genotype native seed, with documentation of the location of the native seed collection site. The source-identified certification insures on-site identification and labeling for quality assurance. This informs seed buyers of genetic integrity, adaptation, and viability for the intended use. Documentation of “source identified” is important to ensure native seed has:
• Adaptation to local soil conditions
• Adaptation to local climate including temperature extremes and growing season length.
• Prevent non-local genotypes from invading natural areas adjacent to plantings
• Assurance that all species are locally native
• Preservation of the local genetic material of declining native species
2.6 USFWS: U.S. Fish and Wildlife Service, Mid-Columbia River National Wildlife Refuge Complex
3. SCOPE:
3.1 The selected contractor will provide the U.S. Fish and Wildlife Service with a native grass seed mixtures that are composed of:
Mix # 1: Sandy soils, drill seed application, Total of 80 acres, at 15.00 PLS pounds mix per acre.
Grasses Indian ricegrass (Achnatherum hymenoides) 3 lbs PLS/acre Bluebunch wheatgrass (Pseudoroegnaria spicata) 2 lbs PLS/acre Needle and thread (Hesperostipa comata) 0.5 lbs PLS/acre Sandberg bluegrass (Poa secunda) 3 lbs PLS/acre Western sand dropseed (Sporobolus cryptandrus) 0.5 lbs PLS/acre Bottlebrush squirreltail (Elymus elymoides) 2 lbs PLS/acre
Thickspike wheatgrass (Elymus lanceolatus) 2 lbs PLS/acre Basin wildrye (Leymus cinereus) 2 lbs PLS/acre
3.2 Source Identification required for each species listed.
3.3 Contractor will supply a native seed mix that is composed of the above species and quantities for:

3.4 Packaging: The seed shall be provided in standard 50 pound sack packaging.
3.5 Plant Material Requirements:
• Native seed will be required to be “source identified”.
• The source for native plant material should be Columbia Basin Ecoregion derived, and grown in the Columbia Basin. Seeds must have their origin in this area, unless otherwise cleared through the
USFWS.
• Seed will be certified “weed free”, indicating there are no noxious weeds in the seed.
• Seed should be based on pure live seed (PLS) per pound, based upon purity and germination testing.
• All grass species provided through this contract will be from the harvest year of 2025 & 2026. All seed will be required to have been tested within 120 days of sale for purity, germination and noxious weed content. Seed certification tag without testing documentation will not be accepted.
Inert matter will not exceed 10%
• Quoted prices are to include shipping and handling costs, mixing, and seed test costs.
• Substitute species may be accepted IF approved by USFWS prior to bid submission. Some species or cultivars may be modified to meet pounds of seed desired with approval by the staff of the Mid- Columbia River National Wildlife Refuge Complex. However, bidders should at least be generally confident that they can meet the desired quantities of each species (within +/- 10 pounds) before making any substitutions.
4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE:
4.1. Seed shall be delivered to:
Umatilla National Wildlife Refuge 72650 Riverview Lane Irrigon, Oregon 97844
4.2 Delivery of seed will be negotiated between the USFWS and selected vendor and will be based upon local weather conditions and anticipated start dates of seed drilling operations. Delivery of seed is required no later than November 15, 2026.
5. INSPECTION AND ACCEPTANCE:
5.1 Successful bidder will be required to provide proof of test results for seed lots included in this order that will document lot purity, germination, percent weed content, percent of inert matter and certification that seed is free from noxious weeds. Failure to provide certification will result in refusal of delivery and payment.
5.2 Evaluation and acceptance will be determined by the Technical Coordinator(s) and/or Refuge Manager(s).
5.3 Handling and unloading services will be provided by selected vendor in coordination with the USFWS.
6. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION:
6.1 Delivery locations will be at government facilities. Delivery shall be planned and accomplished so that there will be a minimum of interference and inconvenience to other operations taking place on the Refuge.
The Contractor shall coordinate with USFWS staff to determine what other operations are scheduled to occur and work in coordination with other management activities on Refuge lands.
7. AVAILABILITY:
7.1 Normal duty hours Monday thru Friday 7:30 a.m. - 4:30 p.m. In the event of emergencies, the contractor shall provide contact information.
7.2 Non-duty hours include week nights, weekends, and Government holidays (New Years Day, Memorial Day, President's day, Fourth of July, Labor Day, Thanksgiving, Columbus Day, Christmas).
7.3 Emergency/Miscellaneous maintenance functions may be required to be scheduled during non-duty hours due to the nature of the work or specific scheduling requirements. Emergency work is required when immediate action to correct or prevent loss or damage of Government property, or to eliminate hazards to personnel or equipment.

1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c) All information provided should be reviewed for accuracy prior to submission.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6) The following guidelines apply concerning your use of the past performance evaluation:

b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

52.223-17 AFFIRMATIVE PROCUREMENT OF EPA-DESIGNATED ITEMS IN SERVICE AND
CONSTRUCTION CONTRACTS (AUG 2018)
52.216-19 ORDER LIMITATIONS (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than , the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor-
(1) Any order for a single item in excess of ;
(2) Any order for a combination of items in excess of ; or
(3) A series of orders from the same ordering office within days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph
(b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within days after issuance, with written notice stating the Contractor’s intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source. (End of clause)

52.216-22 INDEFINITE QUANTITY (OCT 1995)
(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the 'maximum.' The Government shall order at least the quantity of supplies or services designated in the Schedule as the 'minimum.'
(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the contract’s effective period; provided, that the Contractor shall not be required to make any deliveries under this contract afterPoP Expiration.
52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days prior to PoP expiration.
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years 6 months.

(a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the clause.
(b) The use in this solicitation or contract of any Department of the Interior Acquisition Regulation (48 CFR Chapter 14) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation.
