PERFORMANCE WORK STATEMENT (PWS)
Threat-based Vegetation Cover Map of the Saddle Mountain Unit, Central WA NWRC
Part 1
General Information
1. GENERAL: This is a non-personnel services contract to provide a threat-based vegetation cover map of the Saddle Mountain Unit of Hanford Reach National Monument, Central WA NWRC. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction:
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personnel services necessary develop 10 meter resolution threat-based map of the upland vegetation communities of the Saddle Mountain Unit (Unit) as defined in this
Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background:
The Hanford Reach National Monument, managed by USFWS, Central WA National Wildlife Refuge
Complex, was once dominated by shrub-steppe communities. Due to increased frequency and intensity of wildfires and the invasion of cheatgrass, the landscape and vegetation communities have changed dramatically in recent decades. To protect the remaining ecological and cultural values of this unique landscape, a current baseline map of the existing vegetation communities is necessary. This project proposes to map the Saddle Mountain Unit – approximately 85,000 acres within the Monument, to identify where intact shrub communities with a native herbaceous understory still exist, which shrub communities are at risk of loss to wildfires driven by cheatgrass encroachment, where perennial grasses are dominant, and areas already dominated by cheatgrass and other invasive weed species. A high resolution, threat-based cover map will be used to inform future management actions for the protection and/or restoration of the vegetation communities in the Unit.
1.3 Objectives:
*Collect ground-based, high-resolution images that will be used to ‘train’ landscape-scale remote sensed data to develop a 10-m resolution threat-based vegetation cover map of the Saddle Mountain Unit.
*Identify the several ecostate found in the Unit and categorize their variability into several habitat classifications that describe the resilience and resistance to wildfire and invasion by cheatgrass. These categories may follow those presented in the Threat-Based Land Management in the Northern Great Basin:
A Manager’s Guide (Johnson, et al. 2019), with modifications specific to the current communities found in the Unit.
*Present summary statistics of the various plant communities present in the Unit.
1.4 Scope:
Contractor shall collect ground-sampled photo points throughout the Saddle Mountain Unit and develop an accurate, 10-m resolution landscape-scale map of the project area, showing the vegetation communities present and the cover of functional plant groups and ecostate present.
1.5 Period of Performance:
The timeline of activities and Period of Performance follows:
-Field collection should be done in the spring/summer of 2025, following the phenology of the species occurring in the project area to reduce the likelihood of classification errors.
-A draft report and resulting map(s) will be done by 1 August 2025.
-Upon receipt of the draft report and maps, the USFWS will return comments by 29 August 2025.
-Final deliverables will be due on 19 September 2025.

High-resolution, ground-based images will be georeferenced and produce a pixel resolution of 2mm over an area of approximately 35m2. Pixels will be categorized in functional groups that may include sagebrush or other shrub cover, large and small-statured perennial grasses, perennial forbs, annual grass cover (cheatgrass), bare ground and litter cover. These groups will be determined through coordination with the Project Officer.
These images will provide the foundation for describing the variability of the community composition and cover thresholds that will be presented in a 10-m resolution threat-based map. The ground-based imagery data will be collected so the project can be expanded to 1m resolution products (threat-based assessments or a continuous cover map) if future funding is secured.
