STATEMENT OF WORK

Installation of Feather Friendly Symmetry Film Dots San Diego NWR Complex Administrative Office and Resource Room Chula Vista, California

1. General:

1.1 The San Diego National Wildlife Refuge Complex, 1080 Gunpowder Point Drive, Chula Vista, California 91910 requests the installation of Feather Friendly Symmetry film dots on approximately 2,092 square feet of exterior angled windows at the Administrative Office and Resource Room (Figures 1-3).

1.2 What: Installation of window film treatments

1.3 Purpose/End Application: The purpose of the installation of the Feather Friendly Symmetry film dots is to reduce bird strikes on the windows of the Refuge buildings.

1.4 Contractor Qualifications: Contractor shall be an experienced Authorized Dealer Applicator for the installation of large-scale format Feather Friendly Symmetry film dots1. Contractor shall have significant field experience installing Feather Friendly film on tall (15-foot high), angled windows, and on projects with greater than 300 square feet of glass.

1.4 Other: Contractor shall educate field workers on safety and best management practices for working on tall glass windows.

2. Place of Performance and Period of Performance (Where and When) the project is being completed.

2.1 The project is located at 1080 Gunpowder Point Drive, Chula Vista, California 91910. The project site is depicted on Figures 1-3.

2.2 Period of performance starts from December 1, 2024, to March 1, 2025.

2.3 Normal duty hours Monday through Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information to the Refuge Manager.

2.4 Non-duty hours include weeknights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR. s Birthday, Memorial Day, Juneteenth Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).

3. Scope

1 Feather Friendly: Our professional installers, however, are only available for our large-scale format and require a minimum of at least 300 sq ft to be eligible. 3.1 The Contractor shall professionally install Feather Friendly Symmetry film dots on approximately 2,092 square feet of exterior angled windows at the Administrative Office and Resource Room.

4. Deliverables and/or Delivery Schedule:

4.1 The Contractor shall provide all personnel, equipment, facilities, transportation, tools, incidental materials and supplies, and supervision to professionally install Feather Friendly Symmetry film dots on approximately 2,092 square feet of exterior angled windows at the Administrative Office and Resource Room. Contractor shall power wash and scrape the windows in accordance with the installation directions provided by Feather Friendly. Contractor shall complete the installation of the Feather Friendly Symmetry dots within the Period of Performance. 5. Government-Furnished Equipment (GFE) / Government-Furnished Information (GFI)

5.1 The government shall provide the Feather Friendly Symmetry film.

5.1.A Contractor may store equipment on Refuge property, in coordination with the Refuge Manager.

6. Evaluation and Acceptance: The contractor will be evaluated as detailed herein. Government acceptance is contingent upon approval by the Refuge Manager that the Feather Friendly Symmetry dots were installed in a professional manner in accordance with the manufacturer’s specifications.

7. Quality Control/Quality Assurance: The Contractor shall install the Feather Friendly Symmetry dots in horizontally level alignment in accordance with manufacturer’s specifications.

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (February 2021)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice [Contracting Officer to edit and include the documentation required under this contract]:

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

(d) Comptroller General Examination of Record. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

ELIBILBILITY FOR CONTRACT AWARD:

In accordance with the Federal Acquisition Regulation (FAR), no agreement shall be entered into unless the Contracting Officer ensures that all requirements of the law, executive orders, regulations, and all other applicable procedures have been met. This includes the FAR requirement that no award shall be made unless the Contracting Officer makes an affirmative determination of responsibility. To be determined responsible, a prospective contractor must meet the general standards in FAR Part 9.1, and any special standards set forth in the solicitation.
