STATEMENT OF WORK
GROUND AND FLIGHT INSTRUCTION
FOR BRACH OF MIGRATORY BIRD SURVEYS PILOT TRAINEE
January 10, 2024
1. GENERAL
The U.S. Fish and Wildlife Service’s (USFWS) Division of Migratory Bird Management (DMBM) seeks a qualified contractor to provide ground instruction and flight instruction in the Daher Kodiak 100 aircraft in the amphibious configuration and that is tailored to the unique operations of the Branch of Migratory Bird Surveys.
2. BACKGROUND
The USFWS DMBM Branch of Migratory Bird Surveys operates seven turbo-prop Daher Kodiak 100 aircraft in both landplane and amphibious configurations. The aircraft are used to support a unique international suite of survey missions supporting the Service and other agencies. We require ground and flight instruction to prepare a Branch pilot-in-training for an Operational VFR Check ride to include High Reconnaissance Endorsement, Land- Operations only. Internal trainers are not available or not qualified to provide this training.
3. WORK TO BE PERFORMED BY CONTRACTOR
The contractor will provide tailored ground and flight instruction in a fleet Daher Kodiak 100 aircraft in amphibious configurations specific to the unique missions and operational standards and practices of the Branch. The training is expected to take approximately three weeks and preparation and delivery of the curriculum will require the contractor to have an in-depth knowledge of the aircraft as well as DOI/USFWS/DMBM aviation policies and standard operating practices and mission sets of the DMBM.
Flight training will be completed in a USFWS fleet aircraft, and the instructor must maintain an authority to manipulate controls of USFWS fleet aircraft issued by the DOI Office of Aviation Services.
4. GOVERNMENT FURNISHED MATERIALS/SERVICES
To facilitate delivery of these products and services, the USFWS will provide a fleet Daher Kodiak 100 aircraft in amphibious configuration for the duration of the training period.
5. MILESTONES AND DUE DATES
All identified deliverables will be produced and delivered to the USFWS’ Technical Point of Contact by e-mail no later than the termination of the stated period of performance. Provision of training services will be at the request of the USFWS and subject to the limitations of funds provided.

6. DELIVERABLES
ORIGINAL CONTRACT DELIVERABLES
The contractor will deliver to the DMBM the following:
1. Supply a certified flight instructor with in-depth knowledge of the Daher Kodiak 100 aircraft as well as in-depth knowledge of DOI/USFWS/DMBM missions, operations, and procedural standards to provide ground instruction and flight instruction in accordance with an agreed upon syllabus provided by the instructor. Instructor will be required to travel to Williston, FL where the training aircraft is based.
2. Instructor will provide a system for tracking and documenting training progress and will schedule periodic briefings on the progress of training with the Chief, Branch of Migratory Bird Surveys.
3. At the conclusion of the training the vendor will provide a written report summarizing the results of the training and the performance of the trainee and making a recommendation regarding the trainee’s readiness to take an OAS VFR Operational Checkride in the Daher Kodiak 100 Amphibious Configuration including a High Reconnaissance Endorsement.
7. PROJECT COMPLETION/DELIVERY SCHEDULE
All identified deliverables will be produced and delivered to the USFWS’ Technical Point of Contact by e-mail no later than the termination of the stated period of performance.

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (February 2021)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
