STATEMENT OF WORK

Cultural Resource Survey, Identification, and Preliminary Evaluation for the

San Diego National Wildlife Refuge Sweetwater River Trail Repair Project an NHPA Section 106 Undertaking California

A. Purpose The purpose of this contract is to conduct National Historic Preservation Act (NHPA) Section 106 historic property identification and preliminary evaluation for a U.S. Fish and Wildlife Service (FWS) undertaking on San Diego National Wildlife Refuge (SDNWR) in San Diego County, California. The contractor will conduct research, field survey, documentation, evaluation of cultural resources within the trail repair area of potential effect (APE) and report production. The expected product is a professional technical report that describes background research, survey methods, cultural resources findings, preliminary evaluations for eligibility to the National Register of Historic Places (NRHP), and avoidance or mitigation recommendations, if necessary. The U.S. Fish and Wildlife Service (FWS) will use the report to comply with Section 106 of the National Historic Preservation Act (NHPA) for the undertaking, and to ensure that historic properties are identified, avoided, and protected from trail improvement impacts.

B. Location The undertaking occurs on the Sweetwater Unit of the San Diego NWR within the Jamacha Rancho Land Grant in San Diego County (Sections 35 and 36, T. 16 S., R 1 W; Sections 1 and 2, T. 17 S., R. 1 W., as depicted on the Jamul Mountain 7.5’ USGS quad) (Figures 1 and 2). The project area is located east of the Sweetwater River and south of State Route 94 on the SDNWR between the communities of Spring Valley, Rancho San Diego, and Jamul in San Diego County, California, in the SDNWR’s Sweetwater River Management Area (Figure 2). The trail improvements will occur from the existing public parking lot off of Millar Ranch Road, across Steele Canyon Creek and on the lower slopes along the Sweetwater River in an area referred to as the Interpretive Loop Trail (Figure 3). The Period of Performance is from Date of Award through October 11, 2024.

C. The FWS Section 106 Undertaking The proposed undertaking includes repair of trail tread, rerouting a section out of a wetland area, closure of user created trails, and potential construction of an elevated boardwalk over Steele Canyon Creek to replace the current puncheon bridge. The purpose of all trail work is to minimize impacts to sensitive resources and improve accessibility.

Three documented archaeological sites occur in close proximity to the proposed trail activities. The SDNWR Comprehensive Conservation Plan (CCP) documents the results of data recovery at these locations (FWS 2017: Page 4-152):

“The three sites (CA-SDI-186, -4757, and -4765) addressed through a data recovery program are located within the Sweetwater River area of the Refuge. These sites were determined to be significant under CEQA during earlier investigations (Berryman 1981, Berryman and Berryman 1987) conducted in association with a development proposal by a prior landowner. Mitigation

Page 4 of 27 (RFQ140FS124Q0143) for potential impacts to these sites, which was conducted in the 1990s, involved data recovery intended to further the understanding of the prehistory of the Jamacha/Sweetwater River Valley (Byrd and Serr 1993). The data recovery of these three sites, as well as one other site located outside the Refuge boundary, was conducted in two phases. Phase I consisted of plotted surface artifacts, collecting diagnostic surface artifacts, and excavating a series of shovel test pits and units to obtain a representative data sample. During Phase II, additional units and mechanical trenches were excavated to increase data recovery rates and to attempt to find subsurface features. The results of the data recovery effort indicated that these sites were short term or seasonal base camps where tools were manufactured, and plants and animals were prepared and consumed utilizing bedrock milling techniques. Temporally diagnostic artifacts and radiocarbon dates indicated that the three sites were occupied during the Archaic and Late Prehistoric Periods. Data from the sites indicate that the sites were repeatedly revisited over both time periods with no apparent period of abandonment” (Byrd and Serr 1993).

One of the sites, CA-SDI-186, occurs in close proximity to the user-created trail closure area on the north part of the interpretive loop.

D. Area of Potential Effects (APE) The APE extends south from the SDNWR parking lot at Millar Ranch Road and State Route 94 to the trail junction with the wooden pedestrian bridge that crosses the Sweetwater River. The project is located entirely within the boundaries of the SDNWR. The APE includes the physical footprint where project activities will occur to close or regrade existing trails and construct lengths of new trail, for a total length of 6000 linear feet along a 20-foot-wide corridor.

E. Tasks The contractor will carry out the following tasks for the undertaking.

Task 1: Background research The contractor will conduct background research to identify the cultural resources likely to occur in and near the APE. Archival, library, and oral research will include, but not be limited to, the following sources and subjects that describe or provide perspective on the project area: oral histories and legends, 19th and 20th century land transactions, land survey and tax maps, nearby archaeological and cultural surveys (e.g., Byrd and Serr 1993), site records, and archaeological and cultural reports. The contractor will also interview people who are aware of cultural resources in and near the project area. The contractor will contact the appropriate Tribes for cultural information they may wish to share about the project area. The contractor will prepare a narrative and bibliography of this research for presentation in the final report. The contractor will make copies of all pertinent historical maps and photographs for presentation in the report.

The Contractor will assess the APE for the likelihood that it was used by people in a way that would leave archaeological evidence or deposits. The background research will identify recent land uses and disturbance in the APE. The contractor will consider how natural processes and

Page 5 of 27 (RFQ140FS124Q0143) recent historic land use may preserve, hide, or affect the integrity of cultural evidence or deposits, if present.

Task 2: Fieldwork The contractor will conduct archaeological fieldwork to identify, describe, and evaluate cultural resources in the APE. The contractor will document or update all cultural resources on forms and formats according to the standards of the California Office of Historic Preservation (OHP).

The contractor will survey the parcel with pedestrian transects and locate cultural resources with Global Positioning System (GPS) equipment. The survey will concentrate on the trail corridors and the areas to be disturbed by trail improvements. If the Contractor identifies a cultural site potentially eligible to the NRHP in the APE, they will survey, identify, and mark a path for the trail or other APE activities to avoid the site.

The contractor will plot cultural sites on USGS 1:24,000 7.5' quadrangle maps and other maps as appropriate. The contractor will prepare hard copy maps of sites and surveys for presentation in the final report and for storage at the FWS and OHP. The contractor will also plot site locations as GIS shapefiles that are compatible with the GIS systems maintained by the FWS regional office and OHP.

A UTM coordinate using GPS equipment will be taken at the datum at each cultural resource and isolate. The contractor will obtain site numbers (trinomials) from the appropriate Information Center (IC) of the California Historical Resource Information System (CHRIS) and assign them to the cultural resources locations. Final site forms and the final report will refer to sites using their official trinomial number.

Field identification will include an effort to relocate and update site forms for known cultural resources that have previously been documented as being adjacent to the APE for the current undertaking. Specifically, the effort will determine whether project activities as designed will overlap or impact the sites.

Any new cultural resources found will be recorded to SHPO standards on inventory forms appropriate to and approved by OHP. Diagnostic artifacts will be sketched. If sites extend beyond the APE, a reasonable effort will be made to document the entire site according OHP standards. Each site record will contain a statement giving sufficient directions so that someone without prior knowledge of the area could navigate to the site from a nearby road.

Site maps will show cultural and natural features, site boundaries, the APE, datum location (if used), photo view stations, and landmarks or instructions for relocating the site. A legend, scale, and north arrow will be included. At least two photos of each site will be taken, including a photo of the general topography of the site. A photo log will be maintained.

Page 6 of 27 (RFQ140FS124Q0143)

No human burials are expected; however, locations of interments cannot be predicted with any certainty. If any burials are encountered, the contractor will immediately inform the FWS Zone Archaeologist and/or Regional Archaeologist.

Task 3: Evaluate the cultural resources Analyze the data and evaluate the National Register eligibility of each site encountered in the APE. Evaluation will consider the degree to which each site contributes to the cultural and historical context developed in the Background task of this contract. Evaluation will consider the integrity of the site, the degree of erosion or disturbance it has sustained, as well as its potential to provide significant data or association to important events or culture history of the area. The contractor will identify locations of cultural sites that eligible to the NRHP, cultural sites that not eligible to the NRHP, and locations in the APE that contain no cultural resources.

Task 4: Report Produce a report that describes the results of Tasks 1-3. The report will include a narrative that provides a historic and cultural context for the APE and immediately surrounding area. The report will describe the fieldwork methods and results. The report will provide a rationale for eligibility for listing on the NRHP, or lack thereof, of cultural resources in the project area.

Finally, the report will offer recommendations for the avoidance or mitigation of historic properties in the APE. Since the precise locations for trail improvements are flexible, should any sites potentially eligible for listing on the NRHP be found, the Contractor will advise how the sites can be avoided and how the APE can be modified to avoid the sites.
