This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation 140FS124Q0123 is issued as a request for quotation (RFQ). The anticipated award date is within 10 days after the close of this announcement. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number: 2024-05, Effective Date: 05/22/2024.
This requirement is being solicited as a 100% Small Business Set-Aside. The applicable North American Classification System (NAICS) code is 332322 Sheet Metal Work Manufacturing.
The small business size standard is 500 employees.
The Government intends to award a firm fixed price contract resulting from this combined synopsis/solicitation.
Quote Sheet for RFQ Number: 140FS124Q0123 Contractor shall price the alternatives listed below separately on contractor’s written quotation.
For all quotations submitted, the U.S. Fish and Wildlife Service will evaluate the price of each Option. At the Service’s sole discretion, it may issue an award for only one of the two Options.

Provide and deliver all culverts, water control structures, bands and all necessary hardware for attachment. All culverts and flashboard risers must be at least 16-gauge metal.

Delivery Location:
Material will be delivered to U.S. Fish and Wildlife Service, Malheur National Wildlife Refuge 36391 Sodhouse Lane, Princeton Oregon 97721. Delivery location is approximately 35 miles S of Burns, Oregon.
Delivery Instructions:
Contractor must contact Ed Moulton at least (3) days in advance of delivery to arrange a time and place onsite. It is the responsibility of the Contractor to unload the materials.

Submit a certified invoice (with signature and date) that clearly indicates the contract number, task order number, USFWS field station name, project name, Contractor name/address/contact person and phone number/email, sequential invoice number, inclusive dates for work invoiced, original contract dollar amount, any contract modification dollar amounts issued to date, grand total contract amount, total value earned to date, cumulative previous payments, net dollar amount due this invoice.

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

(a) A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) below.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
