SCOPE OF WORK
REPLACE FAULTY RACEWAY LIGHTS
DESCRIPTION OF THE WORK
The work to be performed under this contract consists of replacing 17 light bulbs in the raceway covers of the middle and lower bank of raceways with replacement light bulbs provided by the hatchery.
GENERAL
The Contractor shall furnish all planning, design, labor materials and equipment to perform the tasks detailed in this scope of work. The hatchery will provide the light bulbs. The work shall include but is not limited to the items below.
SCOPE
The middle bank of 18 raceways and the lower bank of 10 raceways have predator exclusion structures with lights. The light bulbs are reaching the end of their life span and need to be replaced. The light fixtures are approximately 15 feet above the raceways so scaffolding will be needed. The light bulbs are 120W LED Corn Bulb with EX39 Mogul Screw Base. There are 30 light fixtures in the Middle Bank of raceways of which 10 have faulty bulbs that to be replaced. There are 15 light fixtures in the lower bank of raceways of which 7 have faulty light bulbs that need to be replaced (total lights is 17 bulbs). The fixtures in the middle bank cover are approximately 17 feet above the raceways and the fixtures in the lower bank are approximately 15 feet above the raceways:
Work includes the following:
• Set up scaffolding to safely access light fixture above raceways
• Remove the old light bulb from the fixture.
• Replace the old light bulb with a new light bulb provided by the hatchery.
• Remove scaffolding
• Give faulty bulbs to the hatchery for returning to the vender.

PLACE/DELIVERY AND PERIOD OF PERFORMANCE
Work will be performed at the U.S. Fish & Wildlife Service, Carson National Fish Hatchery, 14041 Wind River Hwy, Carson WA 98610.
Invoice will be uploaded to IPP.gov
Work will be completed by April 20, 2024.
INSPECTION AND ACCEPTANCE
Inspection and Acceptance will be determined by the Technical Coordinator/Hatchery Manager or his designee.
GOVERNMENT FURNISHED EQUIPMENT OR INFORMATION
The Contractor will furnish all labor, equipment, materials, supplies, parts, tools, and service as specified in the description of Contract Scope above.

This work can be made during weekday duty hours, Monday – Friday, 7:30 a.m. – 4:00 p.m. or at other times with approval of the Complex Manager or Hatchery Manager.

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (February 2021)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
