Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Based on the above justification, I recommend this acquisition to be conducted using sole source acquisition procedures. I hereby certify that this justification is accurate and complete to the best of my knowledge and belief.

| Text3: No companies expressed interest in writing. I'm sure other capable sources exist but not in the time frame needed to mobilize and complete the work, ensuring public safety. |
| Text2: Arbor Science has the technical expertise to remove the trees in this area. They are also close and have the ability to do the work today. Other companies in Portland that were called were not able to have us on their schedule soon enough to meet the emergency need. |
| Text1: Beavers have chewed halfway through two large cottonwood trees next to a public road making them a significant threat to public safety. Any amount of wind is going have them in the public, highly used street. They are very large and too dangerous for our refuge staff to remove. The the refuge splits on either side of the main public road so it is our responsibility to remove them. The work is estimated to cost $3500 and it is an urgent matter. The company name is Arbor Science, and it will take a few people to complete the work (not a sole proprietor). They would like to get the work done today if possible. |
| Text4: This work is not general maintenance, beavers have recently chewed the trees half way through, creating an emergency situation. |
For non-emergency general tree maintenance and removal, a more competitive process would be appropriate.
Text6: Cost is determined to be fair and reasonable based on comparison with past contracts for tree trimming ( 140F0621C0009).
