This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

U.S. Fish and Wildlife Service, Spring Creek National Fish Hatchery in Underwood, WA has a requirement for HVAC system replacement in two quarters units. The anticipated required delivery date is between 09/1/2023‐10/31/2023.

This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2022‐06. The NAICS code is 238220 and the small business size standard is $19.00.

Instructions All responsible small business sources may submit a quote, which shall be considered by the agency. Award will be made as a firm‐fixed‐price contract. The basis of award is the Lowest Price Technically Acceptable (LPTA), see technical acceptability requirement below. The vendor that submits the lowest priced quote, meeting the technical acceptability requirement, will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1.

Technical Acceptability: Delivery is FOB destination, includes installation, and meets requirements listed in Statement of Work.

STATEMENT OF WORK

Replace HVAC Systems in Quarters #1 and 5

August, 2023

GENERAL: Spring Creek National Fish Hatchery (SCNFH) is a Chinook salmon propagation facility located in south central Washington State, on the Columbia River, in Underwood, WA. There are four hatchery houses that house employees. The HVAC systems are almost 20 years old.

SCOPE: Two of the hatchery houses have outdated and non‐functioning HVAC systems. The tenants have neither heat nor air conditioning. The units were looked at by a local company and they determined that both systems need to be replaced. This project is considered urgent due to extreme weather conditions.

Contractor shall install in each house (1) Trane 2.5 ton, 15 Seer heat pump (30,000 BTU’s, Model # THP 4TRW5030N100A, or equivalent), including Ultra lite pad line set and thermostat.

(1) Trane indoor air handler, Model #TAH Tem4A0B31M31SB, or equivalent. (1) 15Kw backup heat kit and Line set up to 50’ or chemical cleaning of existing line. Contractor is responsible for all materials and removal of all old/replaced equipment.

PLACE/DELIVERY AND PERIOD OF PERFORMANCE: Spring Creek National Fish Hatchery, 61552

State Hwy 14, Underwood, WA 98651. Work to be completed during normal working hours of

0730 to 1600 hours, Monday through Friday. Special arrangements must be made in advance if work will occur during non‐duty hours including week nights, weekends, and government holidays. POP is ASAP due to expected extreme heat.

INSPECTION AND ACCEPTANCE: The work will be inspected by the Hatchery Manager or designated person.

GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION: Vendor is responsible for all equipment and supplies.

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;

provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years and six months.

Local Clauses

USFWS R7 Environmentally Preferable and Energy‐Efficient Products and Services Policy Whenever cost effective, the contractor should provide products and/or services that are energy efficient, promote water conservation and are bio‐based. The use of nonhazardous and recovered materials is encouraged.

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).

“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212‐4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

1. Invoice billed according to contract line items and rates.

2. If final payment is billed, the last invoice shall state “FINAL”

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date.
