STATEMENT OF WORK
James Campbell National Wildlife Refuge
Provide Vegetation Clearing for ONE Base Year and ONE Option Year Bid Evaluation: Cost/Acre Option Year: The option year, subject to availability of funds, will be used for one or more of the following at the discretion of the customer, to include requirements throughout this document:
• Continue treatment within the SoW if costs exceed available year 1 budget
• Expand the project to include portions of the Kalaeloa Unit of the Pearl Harbor
National Wildlife Refuge, using the same methods described in SoW
• Retreatment of areas to remove emergent vegetation, including the mowing of grasses and other herbaceous vegetation, quarterly throughout the Period of Performance
BACKGROUND
A. Station Name: James Campbell National Wildlife Refuge (NWR) and Pearl
Harbor NWR B. Location: James Campbell NWR is located in Kahuku, Ko‘olauloa on the island of O‘ahu - 56-795 Kamehameha Highway Kahuku, HI 96731, AND the Honouliuli Unit of Pearl Harbor National Wildlife Refuge is located near Renton Road in Honouliuli, leeward O‘ahu, AND the Waiawa Unit of Pearl Harbor National Wildlife Refuge located near Leeward Community College, leeward O‘ahu
C. Perimeter Vegetation Clearing– The Refuges are seeking contract labor and equipment to clear vegetation within ~15.1 acres of land.
At James Campbell NWR this includes 20ft from the perimeter fence line on the southeast, south, and northwestern boundaries, amounting to approximately 2.5 miles in total length and 475,200 ft2 (~10.9 acres) in total area.
At the Honouliuli Unit of Pearl Harbor NWR this includes clearing three patches of vegetation amounting to approximately 113,256 ft2 (~2.6 acres):
Following are example pictures of the vegetation at Honouliuli:
At the Waiawa Unit of Pearl Harbor NWR this includes clearing within 20 feet of the boundary fence line (inside and outside as appropriate), amounting to approximately .67 miles in total length and 76,752 ft2 (~1.6 acres):
D. The purpose of this initial treatment is to serve as a firebreak. The resulting areas will be continuously maintained by Refuge staff using agricultural tractors with deck mowers. Resulting condition should allow for this continued maintenance to occur. This includes clearing woody vegetation to nearly ground level.
E. Areas of priority treatment include, in priority order: 1) James Campbell NWR, 2) Honouliuli Unit of Pearl Harbor NWR, 3) Waiawa Unit of Pearl Harbor NWR
F. Vegetation at James Campbell NWR can be mulched to a depth of two inches or less, OR, placed beyond the 20’ firebreak. Vegetation at Pearl Harbor NWR can be mulched to a depth of two inches or less or removed from the site.
Twelve or fewer large trees may be left at Honouliuli if chunked into hand-liftable pieces (approx. 100lbs or less) and gathered into a single area.
Vegetation may not be placed on roads or in wetlands at any site.
G. The Contractor shall, to the extent possible, utilize best management practices for controlling the spread of the Coconut Rhinoceros Beetle (Oryctes rhinoceros; see appendix A).
H. The Contractor shall take care to avoid damage to fences and other real property assets.
I. The Contractor shall take care to avoid unnecessary disturbance to waterbirds and seabirds.
J. The Contractor shall take care to avoid unnecessary disturbance to native vegetation outside of the project area.
K. The Contractor shall take steps to reduce risk of translocation of the invasive Yellow Crazy Ant (Anoplolepsis gracilipes) from project areas where there are known to occur – the southeastern boundary of James Campbell NWR and all of Pearl Harbor NWR. This means starting prioritizing areas first where their presence is not known to occur, and/or thoroughly cleaning equipment between sites. The Contractor will meet with the Refuge biologist to establish a plan, including best management practices, before starting the work.
L. The Contractor shall conduct site visits along with Refuge staff ahead of beginning work at each site, and shall schedule work at each site at least 30 days in advance
M. Vegetation clearing at James Campbell NWR can occur in any month.
Vegetation clearing at Pearl Harbor NWR shall occur between the months of September and February to avoid disturbance to nesting waterbirds.
Advanced notice is needed to drain and dry the pond at Honouliuli for access to what is known as Coral Island.
N. Vegetation clearing will likely be most efficiently accomplished in many areas using heavy equipment such as an excavator with a bucket/mulcher attachment, a skid steer with a bucket/mulcher attachment, hydro axe, brush/forestry cutter, mower deck, etc. Chainsaws may be necessary in some areas.
Additional Requirements O. Period of Performance
Completion shall be within 1 year of award, but work shall not commence prior October of 2023.
