LR1 Regional Office Re-occupancy Environmental Sampling Statement of Work

The following describes the suggested plan for performing environmental sampling to ensure the abatements, from the seismic construction, of lead and asbestos did not result in any contamination to the workspaces at that U.S. Fish and Wildlife Service (Service), Portland Regional Office located at 911 NE 11th Ave, Portland, OR 97232. It is recommended to have the sampling scheduled for the day after the contractors have cleaned the spaces for re-occupancy.

All sample analysis must be performed by a certified and accredited agency to perform the required analyses. The Service would like to also include option to add more testing later when additional floors are available for employees to return to work. Current floor needing tested is the 5th floor of about 16,000 sqft. of cubicles, office, Kitchenette, breakroom, and common areas.

Additional floors later include the basement storage areas, 3rd and 4th floor for an additional 48,000 sqft of cubicles, office, Kitchenette, and common areas.

Lead

The following lead clearance sampling protocol should use the following a lead abatement method of ensuring there is no lead contamination in occupied spaces. The Industrial Hygienist on site may recommend additional samples based on location.

Lead Dust Sampling Method: EPA/HUD protocol with laboratory analysis via NIOSH 7300 or OSHA ID-206. Lead Dust Sampling Technician Field Guide (brochure) (epa.gov)

Lead Dust Sample Number: 10 dust wipe samples per floor with at least 1 in the elevator lobby, one in each stairwell, and the remaining randomly located in the offices and open spaces. If there is a storage room where dust is visible, two additional wipes should be included per storage room. For kitchenette area<s>, we would suggest sampling includes that as one of the open area sampling locations. Otherwise, it would be up to the Industrial Hygienist on site make the decision on best locations.

Asbestos

The asbestos sampling recommendation includes both air samples and dust wipes. The dust wipe sampling is for storage areas where dust is visible to provide assurance to staff that the dust does not include asbestos. The air clearance sampling will cover the workspaces and stairwells.

Also testing to include residuals potentially left in carpets.

Asbestos in Dust Method: ASTM D6480 wipe protocol with laboratory analysis via TEM- ASTM D6480 Asbestos in Settled Dust Sampling Instructions.pdf (emsl.com)

Asbestos Dust Sample Number: collect 2 per storage room where dust is visible. IH on site will determine locations.

Asbestos in Air Method: AHERA protocol using aggressive sampling with laboratory analysis using AHERA 40 CFR, Part 763 TEM. CFR-2011-title40-vol31-part763-subpartE.pdf (govinfo.gov)

Asbestos Air Sample Number: As per the AHERA protocol, 5 samples should be collected per floor. Add 1 per stairwell for a total of 8 samples per full floor. For partial floors, you can collect 5 in total.
