STATEMENT OF WORK

Fuels Alteration Masticator Rental

1. GENERAL: The Kern NWR maintains roughly 6,400 acres of wetlands that are used by waterfowl and water birds. Some of these wetlands have become overgrown with wetland vegetation and have high fire fuel levels. Certain areas that are overgrown are too thick to mow or reduce using existing refuge equipment. Some of the wetlands are adjacent to a busy road that have had many shoulder fires that burned part of the refuge and very close to these overgrown wetlands. Without significant intervention, the wetland vegetation will continue to grow adding more fuel to potential future fires.

2. SCOPE: Contract for a front mounted horizontal masticator with operator to cut emergent vegetation on at least 300 acres of wetlands in total. The masticator will need to be at least 10 feet wide and have the ability to clear wetland vegetation (mostly cattails) at 5 acres per hour minimum. The tractor and masticator must also be able to grind the roots of the vegetation into the ground. The tractor and masticator head must be delivered to Kern National Wildlife Refuge Complex Headquarters and the operator will need to run the machine during business hours. Refuge personnel will not operate the machine.

This tractor and rotary head would give the refuge a better fire break for potential future fires.

3. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: Work will be performed in Units 1 and 2 of the Kern National Wildlife Refuge. Anticipated period of performance is May 15, 2023 through September 30, 2024.

4. INSPECTION AND ACCEPTANCE: Inspection that the tractor has a 10 foot rotary head or equal rotary head with tractor and operator.

5. GOVERNMENT FURNISHED EQUIPMENT OR

MATERIALS/INFORMATION: No Government equipment or materials will be furnished to the contractor.

6. AVAILABILITY: All work will be completed during normal business hours, Monday through Friday from 7:00am to 4:30pm.

7. Site Visit POC: Miguel Jimenez 661-477-7023. All site visits must be coordinated in advance.
