STATEMENT OF WORK

Visitor Interpretive Experience Plan (VIEP) Togiak National Wildlife Refuge Visitor Center

Dillingham, Alaska

Background The US Fish and Wildlife Service is striving to develop a Visitor Interpretive Experience Plan for a proposed Togiak National Wildlife Refuge (NWR) Visitor Center in Dillingham, Alaska.

Dillingham is approximately 327 air miles southwest of Anchorage. The only access to the community is via commercial airline service. The center is being created during the remodel of the newly purchased Togiak NWR headquarters

Scope of Work The Contractor shall provide the necessary personnel, supplies, equipment, and services to conduct an interpretive planning process that produces a Visitor Interpretive Experience Plan.

The scope of the VIEP is to reveal and properly align interpretive goals and objectives with the refuge’s purposes and other relevant documents such as the refuge’s Comprehensive Conservation Plan (CCP). The VIEP contractor will be responsible for developing exhibit themes, sub-themes, supporting stories, and exhibit/display concepts for interpreting the NWR VIEP’s goals and objectives. The VIEP with its themes, supporting stories, exhibit ideas, etc...

will be the guiding document that a future visitor center exhibit contractor will use to formally design and fabricate the NWR visitor center exhibits and displays. The VIEP will document the planning process and the decisions made by the NWR Interpretive Team (comprised of the NWR leadership, staff, project partners, and regional interpretive specialists). The VIEP will also provide a few basic illustrations on how certain exhibits may appear, function, or situated within the visitor center or interpretive site. Lastly, this VIEP will also include an Action Plan with strategies and tactics that will provide the necessary direction to implement the VIEP recommendations and interpretive concepts.

The contractor will rely on guidance and information supplied by the Service to develop themes and to manage the project in terms of identifying information gaps. The contractor will be required to obtain additional information from other appropriate sources, such as local tourism bureaus or chamber of commerce, to complete the plan.

The contractor will be required to conduct at least 2 on-site field work sessions that will include initial information session or workshop, field-checks of interpretive opportunities currently offered at the NWR.

To ensure that the VIEP is expedited, scheduled discussions will be held following an agreed upon project schedule, which will be prepared and submitted by the Contractor to the Service.

Electronic distance communications techniques such as zoom, Teams, etc… may be used to facilitate the scheduled discussions.

Specific Requirements and Tasks The Plan will document the planning process and the decisions made by the Togiak NWR leadership and staff, provide a few basic illustrations on how certain exhibits might appear or located within the visitor center.

The Togiak NWR Visitor Center’s exhibit hall is approximately 1,500 square feet. Some of the possible interpretive exhibits, displays, and components may include tactile exhibits, videos, and outdoor displays or informational kiosk. See the attached Togiak NWR Visitor Center Vision document for specific details on the project.

The contract work will be organized in four (4) phases as follows:

Phase I:

A. Site Visit: Contractor will travel to NWR to meet with the refuge staff for a minimum of three days to:

1. Conduct workshop or informational sessions on the interpretive process and planning effort that is involved in developing a visitor center and its interpretive exhibits and displays.

2. Interview the refuge staff and gather information to analyze and synthesize into an audience analysis, to compile a list of interpretive resources, and to prepare a description of the constraints for the project.

3. Tour any existing visitor center exhibit space.

4. Analyzing where the NWR visitor center fits into the area’s interpretive network is a desired outcome of this phase. Understanding the context within which the facility functions, the potential stories that can be communicated based on features and landscapes, and potential visitor experiences in Dillingham and the regional public lands helps define what needs to happen within the visitor center.

B. Contractor will analyze, synthesize, and evaluate the information gathered and develop a Draft Background Information section of the Interpretive Site Plan consisting of:

1. Management goals, interpretive goals, and objectives of interpretive exhibits and displays for the NWR visitor center.

2. Audience analysis (no more than 5% of the total project).

3. Resource inventory: of potential interpretive opportunities at the site and in the publicly accessible parts of the public lands.

4. Constraints on the interpretive plan of the program such as staffing, location, natural conditions, local infrastructure, and other considerations.

5. Facilitate a meeting to develop a list of prioritized interpretive themes, goals, and objectives for the visitor center spaces and its exhibits.

Phase I Review: The Interpretive Team will review the Draft Background Information and prioritized list of themes and provide written comments to the Contractor within two (2) calendar weeks.

Phase II:

A. Contractor will develop a First Draft of the Visitor Interpretive Experience Plan (VIEP) for the site consisting of interpretive topics, themes, and the following:

1. An interpretive description of the desired visitor information and experiences at the visitor center. This includes the stories and information that visitors will experience and learn.

2. A description/outline of the interpretive plan for the visitor center (visitor orientation, wayfinding, and interpretation).

3. Sub-themes: Information and content to support the larger exhibit theme.

4. List of suggested interpretive media and concepts to convey the sub-themes such as wildlife diorama, interactive displays, video, etc.

5. Interpretive resources available (identified through this process).

Phase II Review: The Interpretive Team will review the First Draft of the VIEP and provide written comments to the Contractor within two (2) calendar weeks.

B. Contractor will visit the NWR and spend a day discussing the First Draft of the VIEP with the Interpretive Team at the visitor center site. The Contractor will use this visit to ground truth the proposed interpretive elements inside and outside of the visitor center as a prelude to drafting the Second Draft of the VIEP.

Phase III:

A. The Contractor will prepare and submit the following sections of the Second Draft of the

VIEP:

1) Draft Executive Summary

2) Draft Introduction

3) Second Draft Interpretive Prescription incorporating comments from the Interpretive Planning Team and the new information learned from the site visit. The Draft shall also include the following:

a) Conceptual design content and drawings for exhibits (thumbnail sketches).

b) Estimates of costs to implement the VIEP, including the proposed exhibits’ design and fabrication costs.

c) Description of evaluation techniques for each interpretive component.

4) Draft Appendices (Methodology and Bibliography)

Phase III Review: The Interpretive Team will review the above Second Draft and provide written comments to the Contractor within two (2) calendar weeks.

Phase IV:

A. The Contractor will incorporate review comments and corrections and provide the Final

VIEP.

B. The Interpretive Planning Team, within 2 calendar weeks of receiving the VIEP, will perform a technical review of the final plan to make sure that all changes to drafts have been incorporated into the final product. If needed, the Contractor will address any missed requested changes and re-submit the Final Plan.

Provided by the Service The Service will provide all prior planning documents to the contractor such as the NWR CCP, Visitor Services Step Down Plans, Visitor Center Vision Document, Environmental Assessments (EAs), Community Scoping results, etc….
