This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for facilitation of Alaska Native Talking Circles located at Bethel, Fairbanks, Juneau, Kotzebue, Nome, Glenallen, and Utqiagvik, Alaska . The anticipated performance period is from 2/1/2023 to 7/31/2023.

This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2023-01. The NAICS code is 541618 and the small business size standard is $16,500,000.

Instructions All responsible small business sources may submit a quote, which shall be considered by the agency.

Award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price Technically Acceptable (LPTA), see technical acceptability requirement below. The vendor that submits the lowest priced quote, meeting the technical acceptability requirement, will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1.

Technical Acceptability: The contractor must have extensive experience with facilitating and hosting dialogue between Alaska Native peoples and government representatives. They must have the tools to adaptively facilitate in-person and online meetings. The contractor must be skilled with cultural sensitivity to create a courageous and safe atmosphere where participants can feel welcome to share aspects of land, fish and wildlife management and stewardship with integrity and heart. The contractor must also have knowledge, experience working with Federal land management agencies, and understand their statutory mandates as well as their fiduciary responsibility to work with Tribes on a government-to-government basis.

Potential contractors must provide 1) evidence of professional expertise in hosting/facilitating as outlined above, 2) an estimate of total costs (including a separate cost for the potential virtual session), and 3) and estimate of the time required to complete the process.

STATEMENT OF WORK

Alaska Co-Stewardship Talking Circle Series

A. Introduction and Purpose

Tribal engagement and collaborative stewardship with Alaska Native people are essential to the Department of Interior and the Department of Agriculture. Alaska is home to 229 federally recognized tribes and 180+ Alaska Native Claims Settlement corporations and numerous tribally sanctioned Alaska Native organizations. Indigenous peoples are key partners in land stewardship, and our desire and need for shared stewardship goes beyond requirements in law and policy. We seek closer ties, understanding, and shared stewardship through existing collaboration, and recognize the opportunity to invest in additional thoughtful and creative approaches to honor Tribal Sovereignty and Self-Determination and to explore new opportunities for tribal-federal partnerships.

During the White House Tribal Nation’s Summit in November 15-16, 2021, the Departments of Agriculture and the Interior launched a Tribal Homelands Initiative. The intent of the Initiative is to improve federal stewardship of public lands, waters, and wildlife by strengthening the role of Tribal communities in federal land management. The entirety of the co-stewardship intent is outlined in a Joint Secretarial Order and in the Tribal Nation’s Summit Progress Report. To further this work, DOI and USDA will jointly host Talking Circles across Alaska related to co-stewardship, subsistence, and access issues.

We will hold up to seven (7) Talking Circle sessions in major regions of Alaska, plus one virtual session if needed, to engage Tribal leaders and federal land managers. The proposed locations are: Bethel, Fairbanks, Juneau, Kotzebue, Nome, Glenallen, and Utqiagvik.

B. Objectives and Products

1) Schedule Talking Circle Sessions: In coordination with agencies and community leaders, schedule/select dates for seven (7) in-person sessions in various communities in Alaska (see below) and potentially one (1) virtual session.

2) Facilitate/host Talking Circles at each location to ensure maximum participation, to allow exchange of ideas and knowledge of Tribal, Alaska Native Corporation, and Alaska Native Organization leaders and Federal land managers.

3) Notes and Report preparation: Capture session notes: Ensure notes are taken to capture the main themes and recommendations at all in-person and virtual sessions; prepare a report that includes a compilation of main themes and recommendations/action items at all of the sessions.

C. Proposed Activities and Timeframe Activity 1. Management, and U.S. Forest Service). Most planning work will be completed by early February prior to the start of the Talking Circle sessions. All seven (7) Talking Circle on-site sessions and one (1) potential virtual session should be completed by the end of April.

Activity 2. Facilitate Talking Circle Sessions: Coordinate, organize, and lead facilitated dialogue at each Talking Circle at the seven (7) locations and one virtual session, if necessary. All seven on-site sessions will be hybrid with in-person/virtual attendance options.

Coordinating and organizing Talking Circle sessions include:

2a. Secure meeting venue and provide appropriate welcoming atmosphere (room set up, audio equipment if needed, Zoom capabilities, light refreshment) for attendees. In most instances, agency staff will work closely with contractor to secure dates and meeting space in the communities.

2b. Welcome attendees, lead the discussion, utilize host adaptation techniques to gauge size of group, willingness to share, and other methods to determine if smaller discussion groups are necessary and host each sub-group accordingly (if in the unlikely event that the number of participants are too large to divide into just two smaller groups, agency staff will help facilitate the additional small groups). Ensure equitable space/atmosphere so that all voices can be heard.

2c. Provide closing of each session to inform attendees what they can expect as a follow-up to the session (e.g., notes from session compiled into a report, which will be distributed, ability to join a virtual session [tentative]).

Activity 3. Note Taking and Report Writing: Capture notes including main themes, recommendations, and quotes from speakers; compile themes and recommendations from all sessions into a report, with an “executive summary” section, for agency use and distributions.

Activity 4. Virtual meetings:

4a. The facilitator (s) will hold one (1) one-hour long virtual session to prepare federal land managers on customary and cultural traditions of meeting with Alaska Native community members prior to the start of the in-person sessions.

4b. Facilitators will hold one (1) two-hour long virtual Talking Circle session at the end of April or some time shortly after the last of the seven in-person sessions.

D. Requirements for the contractor The contractor must have extensive experience with facilitating and hosting dialogue between Alaska Native peoples and government representatives. E. Time frame and duration –

E1. Talking Circle Sessions: The seven on-site Talking Circle sessions, and possibly a virtual session if needed, will be scheduled from early February 2023 to the end of April 2023. Each Talking Circle session will last approximately three (3) hours. It is expected that the facilitators travel to each location and stay overnight in the more rural communities (Bethel, Glenallen, Kotzebue, Nome, Utqiakvik) when possible, thus facilitators are responsible for securing their own lodging arrangements in those communities.

E2. Report: The contractor will provide two drafts of the report, the first draft shall be two (2) weeks after the last Talking Circle Session. The agency will be provided one (1) week to review and provide comments; after receiving agency comments, the contractor will have two (2) weeks to provide the second draft back to the agency, who will have one (1) week to review for the second time. The contractor will have two (2) weeks after receiving comments from the agency to provide the final draft.

In summary, the contractor will submit a final draft of the report to the agency within approximately eight (8) weeks after the last Talking Circle session.

F. Budget Estimate (see attached spreadsheet for details): Cost estimate assumes two (2) facilitators and agency staff will provide support (outreach material, scheduling with community leaders, finding meeting venues, etc.) to the effort.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 Option to Extend Services (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;

provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years and six months.

USFWS R7 Environmentally Preferable and Energy-Efficient Products and Services Policy

Whenever cost effective, the contractor should provide products and/or services that are energy efficient, promote water conservation and are bio-based. The use of nonhazardous and recovered materials is encouraged.

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)

Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).

“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

1. Invoice billed according to contract line items and rates.

2. If final payment is billed, the last invoice shall state “FINAL”

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
