About this file

This is a solicitation for a bridge construction project at the Baskett Slough National Wildlife Refuge in Dallas, Oregon. The U.S. Fish and Wildlife Service is seeking a small business contractor to demolish an existing 48" culvert and replace it with a new 60' long by 18' wide prefabricated steel vehicle bridge. The project involves design, site preparation, sheet pile foundation installation, excavation, bridge construction, road approach grading, and finishing work. The total project magnitude is estimated between $500,000 and $1 million.

Key dates include a site visit on 05/07/2025 at 10:00am PST, with all questions due by 05/12/2025 at 10:00am PST. The performance period is from 06/12/2025 to 12/31/2026, with a field work window of 07/15/2026 - 10/01/2026. The solicitation is a two-phase best value procurement with technical and past performance factors significantly more important than price. The bridge must meet AASHTO specifications with an HL93 loading standard, and the contractor is responsible for fabrication, installation, and all associated site work to create a fully functional bridge crossing.
