STATEMENT OF WORK

Greenhouse Rehabilitation

Hakalau Forest National Wildlife Refuge US Fish and Wildlife Service, Region 1

August 2023

1. GENERAL

Background:

Hakalau Forest National Wildlife Refuge (HFNWR) was established in 1985 to protect and manage endangered Hawaiian forest birds and their rain forest habitat. Located on the windward slope of Mauna Kea, Island of Hawai’i, the 32,733-acre Hakalau Forest Unit supports a diversity of native birds and plants equaled by only one or two other areas in the State of Hawai’i.

HFNWR is located approximately 40 road miles northwest of Hilo, Hawai’i, and situated at an elevation between 2,500 and 6,500 feet. The terrain is rolling with gentle to steep slopes and is crossed with numerous gulches, streambeds, and channels. It is composed of a substrate of rock and scattered rock with deeper soil. The high to moderate rainfall creates muddy and marsh areas; the lower elevations are forested with koa and O’hia trees with a scattered understory of native plants.

The Refuge maintains two greenhouses at the field station, located at about 6,000 feet elevation. The greenhouses are used to propagate native trees and plants that are out planted on the Refuge to restore and enhance the Refuge’s native forest habitat. Greenhouse 1 (GH1) was constructed in ca.

1995 and is approximately 30’ wide by 100’ long by 18’ high. The frame is an open arch design with 6’ sidewalls constructed of galvanized steel (Figure 1).

GH1 has reached the end of its functional life and has been stripped down to the framing for future improvements. The purpose of this project is to fully remodel/restore GH1.

2. SCOPE

The Contractor shall provide all labor, equipment, materials, supervision, and any required ancillary design to construct the project that fulfills the requirements of the scope of work.
