About this file

This is a Request for Quotation (RFQ) for the delivery of 610 crushed limestone gravel to five locations on Catahoula National Wildlife Refuge in Rhinehart, Louisiana. The RFQ was issued on June 24, 2026, by the U.S. Fish and Wildlife Service (FWS) with a quotation deadline of July 8, 2026, at 1700 Central Daylight Time. The total material requirement is 800 tons of crushed limestone to be delivered by September 15, 2026, distributed across five parking lot and entrance locations: Big Bend Road Parking Lot (200 tons), Shop Parking Lot (200 tons), Minnow Pond ATV Trail Parking Lot (200 tons), Dempsey Lake Road Entrance Kiosk (100 tons), and Dempsey Lake End of Road Parking Lot (100 tons). Delivery is FOB destination with a maximum delivery capacity of 500-800 tons per day; weight tickets are required for each delivery as state-certified scales are available in the area. The final delivery date is December 31, 2026, with anticipated delays due to weather and wet road conditions. Quoters must contact Technical Point of Contact Brett Wehrle (318-305-0640 or Brett_Wehrle@fws.gov) at least seven days prior to delivery to arrange specific delivery times.

This is not a small business set-aside. The RFQ incorporates standard FAR clauses applicable to commercial services and products, including clauses on contractor ethics, equal opportunity, Service Contract Labor Standards, environmental sustainability, Buy American requirements, and electronic invoicing through the Department of Treasury's Invoice Processing Platform (IPP). Payment must be submitted electronically via IPP with copies of original invoices sent to chantal_bashizi@ios.doi.gov. The contract includes provisions for contract term extension up to six months and options for continued performance at rates adjusted based on prevailing labor rate revisions from the Secretary of Labor. All representations and certifications required by federal contracting regulations must be completed by the quoter.
