About this file
This is a Request for Quotation (RFQ) for bulk fuel delivery to Cross Creeks National Wildlife Refuge (NWR) in Dover, Tennessee, issued by the U.S. Fish and Wildlife Service (USFWS). The Government seeks to establish a Multiple Award Blanket Purchase Agreement (BPA) for on-road diesel fuel (clear ultra-low sulfur #2) and unleaded gasoline (87 Octane with 10% ethanol) with an estimated annual usage of 5,000 gallons of diesel and 4,000 gallons of unleaded gasoline. The solicitation (140F0S26Q0026) has a period of performance from June 15, 2026, to June 14, 2036 (10 years), with an authorized ceiling of $750,000 shared across all awarded BPAs. Individual call orders are not to exceed $60,000. Quotations are due by June 1, 2026, at 8:00 AM EDT and must be submitted via email to joni_dutcher@fws.gov.
Contractors must quote a fixed markup price per gallon over Oil Price Information Service (OPIS) rack prices for the day of delivery, inclusive of all applicable taxes, delivery/seller fees, and transportation costs. The contractor must be located within 40 miles of the delivery location (643 Wildlife Road, Dover, TN 37058), maintain fuel in two 1,000-gallon above-ground storage tanks, and deliver within 48 hours of order placement during facility core working hours (7:00 AM to 3:30 PM, Monday-Friday). The procurement is a full and open competition with a small business set-aside, and the Government intends to award three BPAs to technically acceptable offerors offering fair and reasonable pricing. Technical acceptability is evaluated based on location proximity, delivery capability, and past performance (CPARS/FAPIIS rating). Award will be made without discussions unless the Contracting Officer determines discussions are necessary. Authorized to place orders include any U.S. Fish & Wildlife Warranted Contracting Officer and authorized Government Credit Cardholders for purchases under $10,000.

The contractor neither signed nor offered comment in response to this assessment."
Your response is due within 30 calendar days after receipt of the CPAR.
(f) The following guidelines apply concerning your use of the past performance evaluation:

(g) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the Contracting Officer no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 30-day review period.
(h) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
